On December 5, 2016, in Moscow, in Victory Park on Poklonnaya Hill, a solemn opening ceremony of the Memorial Sign “Memorial Complex Dedicated to the Cities of Military Glory” took place. The opening ceremony was attended by Chairman of the Federation Council of the Federal Assembly of the Russian Federation V.I. By decree of the President of the Russian Federation, since 2006, the honorary title of the Russian Federation “City of Military Glory” has been awarded for the unprecedented feat of the defenders of the Fatherland, which has become a symbol of courage, perseverance and mass heroism for generations of Russian citizens.

At a meeting of the Russian Organizing Committee “Victory” in December 2015, Vladimir Vladimirovich Putin gave instructions to consider the construction of a memorial complex in Moscow dedicated to the cities of military glory, a symbol of the unity and valor of generations of Russian citizens in all corners of the multinational Fatherland. Over the course of a year, a team of authors led by Academician of the Russian Academy of Arts, People's Artist of Russia, sculptor Salavat Shcherbakov and Academician of the Russian Academy of Arts, Honored Architect of Russia Igor Voskresensky, created and built the monument with funds from the Union of Cities of Military Glory and the Ivan Savvidi Charitable Foundation.

As a model for the Memorial Sign “Memorial Complex Dedicated to the Cities of Military Glory,” the project “Stela of the Cities of Military Glory” was used - the winner of the open All-Russian competition in 2008 for the best architectural and sculptural project. The competition was held by the Ministry of Culture of the Russian Federation. The project was approved at a meeting of the Pobeda ROC on January 27, 2009 as a model for all cities that were awarded the honorary title “City of Military Glory.”

The memorial complex was installed in one of the most revered places for Russians. Since ancient times, foreign ambassadors have come here “with bows” to Mother the capital; here Napoleon waited in vain for the keys to the city he conquered. In the last two decades, Victory Park and the Victory Memorial Complex in the Great Patriotic War of 1941-1945 have acquired high national significance, combining symbols associated with the victories of Russian weapons: a monument to the defenders of the Russian land, the triumphal arch of Osip Beauvais in honor of the victory of the Russian people in the Patriotic War of 1812 , a monument to the Heroes of the First World War, a monument to internationalist soldiers and many others.

The memorial complex dedicated to the cities of military glory is a symbol characterizing the role of Moscow as the capital of great Russia. The victory of many generations of Russians was forged not only in Moscow, but also in other cities, whose contribution should be appreciated. Today, the honorary title “City of Military Glory” is proudly worn by 45 cities of the Russian Federation.

The memorial complex represents a skyward granite stele, with a capital of the Doric order, crowned with a double-headed eagle. The column is installed on a granite pedestal, decorated with a bronze cartouche with a dedication to the Cities of Military Glory. The names of all the cities of military glory are carved on the decorative granite steles that frame the area around the stele on both sides. On the four sides of the stele there are 4 bronze bas-reliefs with figures of warriors from different eras.

The first bas-relief, reflecting the birth and development of Russia's military power, depicts Prince Svyatoslav, Alexander Nevsky, Dmitry Donskoy, Sergius of Radonezh and Dmitry Pozharsky.

The second bas-relief is dedicated to the heroic events of the 18th-19th centuries and represents Emperor Peter the Great, Admiral Fyodor Ushakov, Alexander Suvorov, Mikhail Kutuzov, and in the background - Bagration and Barclay de Tolly.

The third bas-relief is represented by the heroes of the defense of Sevastopol and the liberation wars in the Balkans (Dasha Sevastopolskaya, Admiral Nakhimov, sailor Koshka, General Skobelev, Admiral Makarov).

The fourth bas-relief is dedicated to the Great Patriotic War and is represented by a pilot, sailor, soldier and tankman of the Great Patriotic War, as well as a modern pilot. Behind them, bronze banners of different eras flutter in the wind.

According to Valentina Matvienko, it is symbolic that the ceremony takes place on a significant day - today marks the 75th anniversary of the start of the counter-offensive of Soviet troops in the battle for the capital. “It was a very important, turning point, historical moment not only in the fate of the Motherland, but also in the fate of Europe and the whole world.”

“Forty-five cities of military glory are convincing evidence of courage and heroism, the inflexibility of our people, their will to win. Thanks to the heroism of the defenders, these cities were liberated from the invaders. There were battles literally for every street, every house. And today we honor the holy memory of the heroes who ensured the freedom and independence of our country,” said Valentina Matvienko.

According to her, people remember not only those who defended, but also those who restored the country from ruins, restored cities of military glory, many of which were destroyed, and some were simply wiped off the face of the earth.

The Chairman of the Federation Council expressed gratitude to the veterans who accomplished a great feat, liberating their native land and all of Europe from fascist evil spirits. “We will always remember this feat and we will always remember the enormous sacrifices our country made.”

Valentina Matvienko recalled that the third of December was celebrated as a memorable date - the Day of the Unknown Soldier. “Happy memory to all those who gave their lives for our freedom and independence,” the Federation Council speaker emphasized.

She also noted the great educational work of the Union of Cities of Military Glory, which initiated the installation of this memorial sign.
