What is a program of comfortable urban environment. Priority project "Formation of a comfortable urban environment

The Novosibirsk region has entered the practical plane of the implementation of the project "Formation of a comfortable urban environment": consideration of ideas in the field of improvement with the participation of representatives of municipalities is carried out in the regional ministry on a weekly basis in the format of a meeting of working groups. It is planned that in 2017 more than 200 objects will be improved in the region within the framework of the priority project.

The goal of the project “Formation of a Comfortable Urban Environment”, approved in November 2016 by the Presidium of the Council under the President of the Russian Federation for Strategic Development and Priority Projects, is to create conditions for a systematic improvement in the quality and comfort of the urban environment throughout the Russian Federation. The project involves the implementation of 400 comprehensive improvement projects in the country by 2020 and provides for the financial participation of interested parties in the implementation of improvement measures, with the participation of public discussion of improvement objects.

Minister of Construction and Housing and Utilities of Russia Mikhail Men noted that the project to create a comfortable urban environment was named a priority by President Vladimir Putin, and words about the improvement and development of public spaces were heard from such a high rostrum for the first time.

“We will begin the implementation of this task by restoring elementary order in our cities and villages – we are talking about all the municipalities of our country with a population of more than 1,000 people. There are 12,145 such people in our country today,” said Mikhail Men.

In general, the problems of all municipalities are the same: abandoned public areas, vandalism, poor maintenance of street infrastructure - sidewalks, lighting, green spaces, street furniture, unkempt yards, an environment aggressive to low-mobility groups, etc. Mikhail Men especially stressed the need to involve the population in the program for the improvement of Russian cities: according to expert studies, up to 80% of residents do not even think about participating in the life of the city. The first steps in this direction have yielded results. In some regions, citizens themselves come up with the initiative to improve the yard on their own, and local authorities are happy to support these initiatives and provide financial assistance.

“We see that the yards landscaped as part of these initiatives are not subject to vandalism, they become a place of leisure for residents, a real source of pride,” said Mikhail Men.

It is important that the yard areas will be included in the project not by administrative means, but with the consent and on the initiative of homeowners. The choice of landscaped public spaces, the definition of their design layout and control over the implementation of the project also remains with the citizens.

“We understand that it is impossible to restore order in the entire city and improve all the territories that need it in a year, therefore, based on practical experience, in 2017, regions and municipalities must develop five-year programs to create a comfortable urban environment by September 1 and December 1, respectively. , which will fix the annual improvement plan. They should include all territories in need of improvement, from parks and squares to wastelands and territories owned by private owners,” summed up the head of the Russian Ministry of Construction.

Since urban residents play a significant role in the implementation of the project, special attention will be paid to information support of the priority project.

“Changing the environment can affect the well-being and mood of people, as well as the economy of the city and its attractiveness for residents and tourists. This effect is difficult to measure, the development of an index of the quality of cities and their impact on the quality of life of people is our separate task, which we will solve as part of the project. So far, we are operating with such indicators as the share of people arriving and leaving, the change in tax deductions in well-maintained areas. Thus, about 70% of people, before looking for a new job, choose a city for life,” commented Deputy Minister Andrei Chibis.

In the Novosibirsk Region, the total amount of funding for the activities of the priority project will be more than 700 million rubles. at the expense of the federal and regional budgets. More than 470 million rubles will be allocated from the federal one, and about 258 million rubles from the regional one. The project will affect municipalities with a population of over 1,000 people, including the city of Novosibirsk.

Municipal improvement programs within the framework of the priority project "Formation of a comfortable urban environment" should be submitted for public discussion.

Sergey Semka, Deputy Governor of the Novosibirsk Region, drew attention to the importance of strict adherence to deadlines in the implementation of a priority project. “The term for public discussion of projects should be at least 30 days. It is important that all municipal authorities treat this in the most responsible way,” Sergei Semka emphasized, recalling that by May 25 these programs must be approved with an address list of yards and public spaces to be improved in 2017. The Vice Governor also drew attention to the importance of applying the best landscaping practices in the Novosibirsk Region based on modern experience - for this, professional specialists in the field of architecture, landscape design, etc. should be involved in the development of design projects.

In 2017, 340 million rubles will be allocated for the implementation of improvement projects in the regional center, including 140 million rubles from the budget of the Novosibirsk Region and 200 million rubles from the federal budget.

According to Anna Tereshkova, Head of the Department of Culture, Sports and Youth Policy of the Novosibirsk Mayor's Office, who spoke at the event, the public territory, on which in Novosibirsk in 2017, as part of the implementation of the priority project "Formation of a comfortable urban environment", will be carried out landscaping, taking into account the vote of citizens, the territory Mikhailovskaya embankment. As part of the improvement, it is planned to arrange the promenade area, paving the road and path network, filling garden and park furniture, landscaping, and landscaping.

Also in Novosibirsk, in the area of improvement of public spaces, it is planned to carry out work on 131 objects, which will allow bringing the territory of 187 apartment buildings into proper condition.

Mikhail Men noted that the Ministry of Construction has developed a new term - "ecology of the eye": it is very important what today's young people, children - the next generations of Russians - will see in the world around them, in the space where they will be brought up, play, grow up. According to the minister, this is very important, because since childhood, surrounded by beauty, he is not capable of breaking the law, illegal actions. “Therefore, the task before us is not technical, but in many respects psychological and educational,” summed up Mikhail Men.

Reliable information about the program "Formation of a comfortable urban environment"

Residents of cities and towns want to live in safe and comfortable homes, surrounded by well-maintained, well-thought-out territory. Moreover, we are talking not only about parking lots, where motorists place their vehicles. Each resident must be sure that he has everything necessary for recreation, active sports, pastime for children and teenagers in his yard. In order to achieve such results, at the end of 2016, a project called "Formation of a comfortable urban environment" was launched.

What are the objectives and opportunities of the program?

The main goal of the project, which concerns the development of a comfortable urban environment, is to improve the quality, safety and convenience of adjacent territories, places of public recreation. The program, which should be implemented by 2022, is aimed at positively changing the appearance of cities and settlements where the population exceeds 1,000 people.

A feature of the project is that when making decisions on the use of financial resources allocated from the budgets of different levels, special attention is paid to the opinion of residents. Together with local authorities and management companies, they decide what activities need to be implemented in order to improve the urban environment. Among the most popular jobs that residents choose when participating in the program are:

    Repair of adjacent territories and courtyard passages;

    Installation of lighting fixtures;

    Installation of urns, benches;

    Carrying out works on gardening;

    Commissioning of playgrounds;

    Arrangement of parking lots.

In addition to the marked positions, additional measures can be included that will help in ennobling the territories, increasing the level of safety and convenience for people. We are talking about the arrangement of pedestrian paths, the installation of information stands, small architectural forms, etc.

According to the studies, the population of Russia notes the positive effect of the implementation of the project "Formation of a comfortable urban environment". Such a program helps to qualitatively improve the standard of living of the population, significantly improving the intra-house and adjacent territory, and common areas.

The authorities have long thought about how to ensure the quality development of urban infrastructure in Russia. Therefore, in November 2016, a project called “Comfortable Environment” was approved. This program interested local authorities, management companies, homeowners associations, ordinary residents of apartment buildings. The government decided that, on the basis of uniform standards, funds will be sent to the regions to translate programs related to the improvement of territories into reality.

By the way, during the implementation of the program, each subject of Russia has the right to send several specialists for training. Representatives from the regions will study the program "Creation of a comfortable urban environment". They will apply the acquired knowledge in practice at the place of residence.

What are the benefits of the program?

The implementation of the project, in which the whole country participates, will help transform cities, making them convenient for residents, beautiful, clean and comfortable. Experts believe that the program, approved by the Government and designed for the next 5 years, will be a turning point in the history of the development of human settlements.

After the implementation of the Comfortable Environment project, courtyards of multi-storey buildings will be left in the past, where you don’t want to stay for a long time, not to mention rest for people of different ages. This program will allow you to spend quality free time. Parents can be sure that their children play in safe playgrounds equipped with interesting and modern elements that meet strict requirements for reliability.

Adults and the elderly will be able to leave the house and walk along high-quality footpaths without being afraid to get hit by a car due to the fact that there is no properly equipped parking on the territory. There are really many advantages to the "Comfortable Environment" program. Other key benefits it offers include:

    Transformation of the adjacent space in accordance with modern realities;

    Solving the accumulated problems of communal arrangement;

    Putting in order, improving the urban atmosphere;

    Optimization of the cleaning system, landscaping of territories;

    High level of involvement of residents.

Participation in the program "Formation of a comfortable urban environment" helps to identify the most priority areas where you need to work, weaknesses that need to be eliminated. After all, the involvement of ordinary citizens in the process of choosing projects allows the authorities to understand what needs to be worked on first of all, which public spaces require urgent intervention.

How to become a project participant?

The Comfortable Environment Program is a national-level project, which is being implemented throughout the country. Therefore, all regions that have concluded an agreement on the allocation and receipt of state subsidies can take part in it. with the Ministry of Construction of the Russian Federation. The same structure has the right to evaluate the effectiveness of the use of funds, to check the result of the work. To become a member of the program aimed at improving the yards, residents must:

    Make a positive collective decision at the general meeting;

    Submit an application for participation to the city operator (from the HOA, management company, housing construction cooperative or partnership of property owners);

    Prepare a project of the courtyard area (work is carried out jointly with the project operator);

    Pass a special commission that approves received projects;

    Wait for the auction, which select the performer;

    Monitor the implementation of the program;

    Enjoy the results of your work.

If an apartment building needs to perform a set of works on the adjacent and intra-house territory, then residents should be active and collected. Moreover, the owners have the right to independently decide what types of work need to be carried out by a subcontractor. In each settlement participating in the project, a queue for improvement is formed, in accordance with which its implementation takes place.

Who pays for everything

It is clear that putting the housing stock and public areas in order is a costly business that requires significant financial, labor and time resources. The authorities are also aware of this, which calculated that the amount of financial support in the amount of more than 2 trillion. rub. enough to implement the program for the coming years. Moreover, the source of funding is not only the federal budget. Funds are directed from the regional and local budgets, and the resources of the owners of the premises of apartment buildings are also used.

Financial resources for the implementation of programs for the improvement of territories for various purposes are provided on the basis of co-financing. For example, the amount of funds received from the owners of apartment buildings cannot be less than 1% of the total cost of the work to be performed in accordance with the project. There are a lot of subtleties that relate to participation in the Comfortable Environment program, as well as rules and documents. You can find out detailed information in management companies, city administrations, departments of housing and communal services, open sources on the Internet.

How not to make a mistake when choosing a performer?

The “Creating a Comfortable Urban Environment” program is beneficial to everyone: residents of apartment buildings, management companies, municipalities, and businessmen involved in the implementation of projects. Naturally, strict requirements must be imposed on the experience and qualifications of performers. Indeed, many one-day firms, irresponsible businessmen, for whom profit and profit are at the forefront, work on the market. Therefore, when choosing a contractor, you need to pay attention to the following parameters:

    Official information about activities (for example, an extract from the Unified State Register of Legal Entities);

    Experience in performing similar work;

    Official site of the performer;

    Feedback from clients on past projects.

Reputable contractors care about their reputation and look forward to long-term cooperation with clients. They constantly update information about their activities, answer customer questions. You should trust the enterprises, reviews of which are published by real people. The collected negative and positive data will help you understand whether you should trust this company or it is better to bypass it.

Another piece of advice concerns the fact that for the implementation of projects under the Comfortable Environment program, you should choose companies that specialize in performing just such work. In this case, you can be sure that the company's employees have the appropriate qualifications, experience and knowledge. In addition, the enterprise has all the necessary materials, tools and equipment for the implementation of projects of any complexity and volume.

In February of this year, the Government of the Russian Federation took a step towards the development of a comfortable, ergonomic, advanced urban environment (Decree of the Government of the Russian Federation No. 169 of February 10, 2017), which could become a turning point in the history of the development of Russian cities.

This Decree is about a new approach to the distribution of federal subsidies between subsidized subjects of the Russian Federation, aimed precisely at supporting programs for the development of a modern urban environment. A few months earlier, in November 2016, the priority program "Formation of a comfortable urban environment" was adopted and began to be implemented, which outlined the main directions of actions taken in the near future.

It is assumed that the main part of the entire budget of the program will be allocated from the federal treasury, the remaining part of the costs will be covered by the regions themselves. In 2017, the amounts of 20 and 10 billion rubles were pledged, respectively. However, these are general figures, in the regions these ratios may differ. For example, in the Komi Republic this ratio will look like 51 to 49, and in Crimea, the state budget will cover 100%.

The document also distributes priorities within cities. In particular, it is envisaged that two thirds of the allocated subsidies should be directed to the development of yard areas, and only one third to parks, squares, pedestrian zones, etc. This is undoubtedly a good sign. Our yards should long ago move away from the usual “children's swing plus a domino table”, and this is at best, and become a place where residents, especially those with limited mobility, can spend quality time taking care of their health, communicating with each other, etc. .d.

Another feature of the program is the high level of involvement of urban residents in the project selection process. In order to receive a subsidy, applicants will have to submit reports on the meetings of citizens held, on the work of public commissions, during which the main directions of activity for the formation of public spaces were determined. Who, if not residents, knows about the needs of local teenagers, animal lovers, the elderly? An open dialogue between urban planners and society is a promising way to prioritize urban development programs.

Moreover, in my opinion, this creates a useful precedent for the participation of residents in solving the problems of communal development, which in the future can result in a fruitful discussion about ways to solve the accumulated problems of housing and communal services, security, youth leisure, etc. In order to avoid taste and other extremes, it is necessary to establish a balance of relations according to the "triangle" principle: city authorities - the expert community - citizens, including business representatives, who are able to make a real contribution to the development of urban structures.

The first steps taken over the past decade in large Russian cities have already shown good results. Among the most notable projects are the following:

  • The work of the Council for the Development of Public Spaces in Moscow.
  • Reconstruction of Gorky Park in the capital, as well as the restructuring of Triumphalnaya, Theater Square and Revolution Square.
  • Complex sites "Wonderful City", "Lakhta", "New Holland", etc. in St. Petersburg, where citizens not only relax with their families, but also have the opportunity to bring their children to educational events.
  • Various art centers, open-air museums, anti-cafes, etc. in large cities of Russia, such as Samara, Kazan, Perm, etc.

However, it is too early to talk about the results of changes in the infrastructure of Russian cities, since everything is just beginning for us. Turning to the statistics of foreign experience in building a comfortable urban environment inspires optimism. For example, what is the report of the management company Central Park Conservancy that New York's Central Park provoked an increase in the market value of nearby real estate by 11.5 billion dollars! In addition, the commercial properties located in this public area create an additional tax stream of $400 million per year.

In general, it is obvious to us that public spaces, being centers of attraction for urban residents, not only give financial results, but also become factors in the decriminalization and cultural improvement of the urban atmosphere. A new trend in state policy gives hope that our cities will face a serious social reformation.
