The Novosibirsk region has entered the practical plane of the implementation of the project "Formation of a comfortable urban environment": consideration of ideas in the field of improvement with the participation of representatives of municipalities is carried out in the regional ministry on a weekly basis in the format of a meeting of working groups. It is planned that in 2017 more than 200 objects will be improved in the region within the framework of the priority project.

The goal of the project “Formation of a Comfortable Urban Environment”, approved in November 2016 by the Presidium of the Council under the President of the Russian Federation for Strategic Development and Priority Projects, is to create conditions for a systematic improvement in the quality and comfort of the urban environment throughout the Russian Federation. The project involves the implementation of 400 comprehensive improvement projects in the country by 2020 and provides for the financial participation of interested parties in the implementation of improvement measures, with the participation of public discussion of improvement objects.

Minister of Construction and Housing and Utilities of Russia Mikhail Men noted that the project to create a comfortable urban environment was named a priority by President Vladimir Putin, and words about the improvement and development of public spaces were heard from such a high rostrum for the first time.

“We will begin the implementation of this task by restoring elementary order in our cities and villages – we are talking about all the municipalities of our country with a population of more than 1,000 people. There are 12,145 such people in our country today,” said Mikhail Men.

In general, the problems of all municipalities are the same: abandoned public areas, vandalism, poor maintenance of street infrastructure - sidewalks, lighting, green spaces, street furniture, unkempt yards, an environment aggressive to low-mobility groups, etc. Mikhail Men especially stressed the need to involve the population in the program for the improvement of Russian cities: according to expert studies, up to 80% of residents do not even think about participating in the life of the city. The first steps in this direction have yielded results. In some regions, citizens themselves come up with the initiative to improve the yard on their own, and local authorities are happy to support these initiatives and provide financial assistance.

“We see that the yards landscaped as part of these initiatives are not subject to vandalism, they become a place of leisure for residents, a real source of pride,” said Mikhail Men.

It is important that the yard areas will be included in the project not by administrative means, but with the consent and on the initiative of homeowners. The choice of landscaped public spaces, the definition of their design layout and control over the implementation of the project also remains with the citizens.

“We understand that it is impossible to restore order in the entire city and improve all the territories that need it in a year, therefore, based on practical experience, in 2017, regions and municipalities must develop five-year programs to create a comfortable urban environment by September 1 and December 1, respectively. , which will fix the annual improvement plan. They should include all territories in need of improvement, from parks and squares to wastelands and territories owned by private owners,” summed up the head of the Russian Ministry of Construction.

Since urban residents play a significant role in the implementation of the project, special attention will be paid to information support of the priority project.

“Changing the environment can affect the well-being and mood of people, as well as the economy of the city and its attractiveness for residents and tourists. This effect is difficult to measure, the development of an index of the quality of cities and their impact on the quality of life of people is our separate task, which we will solve as part of the project. In the Novosibirsk Region, the total amount of funding for the activities of the priority project will be more than 700 million rubles. at the expense of the federal and regional budgets. More than 470 million rubles will be allocated from the federal one, and about 258 million rubles from the regional one. The project will affect municipalities with a population of over 1,000 people, including the city of Novosibirsk.

Municipal improvement programs within the framework of the priority project "Formation of a comfortable urban environment" should be submitted for public discussion.

Sergey Semka, Deputy Governor of the Novosibirsk Region, drew attention to the importance of strict adherence to deadlines in the implementation of a priority project. “The term for public discussion of projects should be at least 30 days.
