What it is?

This type of scholarship is one of the payment options that are due to full-time students only. In addition, a social scholarship is issued only to those students who study at the expense of appropriations provided from the federal and/or regional and/or local budgets.

The procedure for its issuance regulated primarily by Federal Law No. 273-FZ "On Education in the Russian Federation" dated December 29, 2012. (hereinafter referred to as Law No. 273-FZ) paragraph 5 of Art. 36. Payouts

However, it cannot be less than the basic scholarship.
  4. Increased social This is the privilege of excellence. As a rule, its size is equivalent to the minimum subsistence level in the region where the student is studying.

Thus, the academic social payment is guaranteed to the student in any case, even if the grades are not very good. But the possibility of increasing this amount will need to be confirmed meritorious learning outcomes.

Those categories of citizens who are brought up in an incomplete family, or one of the parents is a disabled person of the 1st group, are entitled to an increased scholarship.

At the end of each semester, progress is evaluated, and if its result allows you to increase the scholarship without supporting certificates, this is done in automatic mode. All documents - about income, benefits are relevant throughout the year. If a student takes an academic leave, accruals are suspended and will resume when he returns to study.

As for secondary specialized educational institutions, there were no significant changes in the order of accrual of scholarship payments and their amount. As before, in 2019 this amount will be 730 rubles monthly. Who is eligible to receive

Paragraph 5 of Article 36 of Law No. 273-FZ presents a large list of those persons who are eligible for this scholarship. These persons include, in particular:

This list is closed. But in addition to this list, there are also two conditions, which determine the right to receive social scholarships and must be observed at the same time:

  • full-time education;
  • and in the budget department.

If the above persons study at a paid department and (or) they have an evening or correspondence form of education, then they are not entitled to count on a social scholarship. However, when assigning social scholarships to students, there are some nuances.

The nuances of the appointment of social scholarships

Law No. 273-FZ provides for the case when a social stipend can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who study at the full-time, budgetary department and receive higher education under the bachelor's and specialist's programs. At the same time, these persons must have grades in their academic performance of at least “good and excellent”. The social scholarship for such students is increased to 10,329 rubles (excluding the regional coefficient). And it is appointed according to the results of the intermediate certification.

But in order to receive this scholarship, you need to document prove financial position student families.

If a student falls into (before the child reaches the age of three), due to pregnancy and childbirth, or takes an academic leave, then for this period the payment of a social scholarship does not stop. So it is established in paragraph 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.

Regarding the scholarship nonresident students, then Law No. 273-FZ and other regulatory documents adopted in accordance with it do not establish a restriction on receiving social scholarships based on the registration criterion. Design rules

First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution, which confirms his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36. As soon as everything is collected, the social security authority draws up a certificate for receiving a social scholarship, which is transferred by the student to his educational institution. As soon as the certificate is submitted, the scholarship is awarded. The basis for the actual payment of this income is the administrative local act issued by the head of the educational institution. The scholarship is paid every month. But the certificate confirming the right to a social scholarship is valid for only one year. It is worth noting that the termination of the payment of a scholarship can be made if the student is expelled or there is no reason to receive it (i.e., a certificate from the social security authority is not submitted).

5. State social scholarship is also assigned to students who have received state social assistance. Article 7. Recipients of state social assistance

Article 8. Procedure for assigning state social assistance

1. State social assistance, including on the basis of a social contract, is appointed by the decision of the body of social protection of the population at the place of residence or place of stay of a poor family or a poor citizen living alone.
1.1. Information on the appointment of a low-income family or a low-income single citizen of state social assistance is provided by the body of social protection of the population at the interdepartmental request of the body authorized to provide state or municipal services, in accordance with the requirements of the legislation of the Russian Federation.
2. State social assistance, including on the basis of a social contract, is assigned according to the form of an electronic document or in writing to the social protection authorities at the place of residence or place of stay or through a multifunctional center, a citizen’s application on his own behalf (for low-income citizens living alone ) or on behalf of his family or (except in cases of state social assistance on the basis of a social contract) an application of a guardian, custodian or other legal representative of a citizen, which indicates information about the composition of the family, income and property belonging to him (his family) on the right of ownership , as well as information on the receipt of state social assistance in the form of the provision of social services in accordance with Chapter 2 of this Federal Law.
The information provided by the applicant can be confirmed by means of an additional check (commission examination) carried out by the body of social protection of the population independently.
Organizations are responsible for the accuracy of the information contained in the documents issued by them, in accordance with the law.
The procedure for assigning state social assistance provided at the expense of the budget of a constituent entity of the Russian Federation, as well as the form of a social contract, is established by the state authorities of the constituent entities of the Russian Federation.
3. Notification of the appointment of state social assistance or the refusal to assign it must be sent in writing to the applicant by the social protection authority at the place of residence or place of stay of the applicant no later than 10 days after the applicant's application and submission of the necessary documents. Every student of the Russian Federation has heard about special scholarship payments. All students of secondary and higher educational centers at least once received payments from this plan, at least in the first semester of their successful studies, if they were on a budget form of education. Social scholarship for students in 2019, what is it?

Social scholarship for students 2019: who is entitled?

State social scholarship in 2019

Financial accruals for low-income students are officially established and closed, but there are some features for which the amount of funding can be increased beyond the existing norm.

An application for a social scholarship can be submitted by students of the first and second year, full-time students who already receive a state scholarship and plan to defend the category of specialist or bachelor. These students can be included in the list of candidates only if they study for 4-5 marks. In this case, they will receive an additional social benefit stipend in the amount of 6,307 rubles. For some regions, this amount may be higher. The accrual of such a scholarship is possible only on the basis of attestation, as well as documents confirming a difficult financial situation.

The place of registration does not affect the receipt of permission for a social scholarship. All students can apply for this additional payment, being a resident of the city or a non-resident representative. All are evaluated absolutely on an equal footing.

How much is the social scholarship for 2019

For the process of establishing a fixed amount, the university management is responsible, first of all, it coordinates the amount of payments with the student council. How to apply for a social scholarship in 2019?

4. Students - foreign citizens and stateless persons, mastering the main professional educational programs in full-time education, are paid state academic scholarships to students, state scholarships to graduate students, residents, assistant trainees on the conditions established by this Procedure, if they study at the expense of budgetary appropriations federal budget, including within the quota established by the Government of the Russian Federation, or it is provided for by international treaties of the Russian Federation, in accordance with which such persons are accepted for training.

5. The state academic scholarship is assigned to students depending on academic success based on the results of intermediate certification in accordance with the calendar academic schedule from the first day of the month following the month of its end, at least twice a year.

A student who is awarded a state academic scholarship must meet the following requirements:

In the period from the beginning of the academic year to the month of the end of the first intermediate attestation, in accordance with the calendar academic schedule, the state academic scholarship is paid to all first-year students studying full-time at the expense of the federal budget.

6. Students studying in federal state educational institutions of higher education in full-time education at the expense of the budgetary allocations of the federal budget for educational programs of higher education (bachelor's programs, specialist's programs, master's programs), including students - foreign citizens and stateless persons, specified in this Procedure, for special achievements in any one or several areas of activity (educational, research, social, cultural, creative and sports), an increased state academic scholarship is assigned.

Achievements of students for the appointment of an increased state academic scholarship must meet one or more of the criteria established by this Procedure.

The number of students receiving an increased state academic scholarship cannot exceed 10 percent of the total number of students receiving a state academic scholarship.

The amount of the increased state academic scholarship is determined by the federal state educational organization of higher education, taking into account the opinion of the council of students of this organization and the elected body of the primary trade union organization (if such a body exists).

7. An increased state academic scholarship is awarded for the student's achievements in educational activities if these achievements correspond to one or more of the following criteria:

a) the student receives only “excellent” grades during at least 2 successive intermediate certifications preceding the appointment of an increased state academic scholarship;

b) receipt by the student during the year preceding the appointment of an increased state academic scholarship, an award (prize) for the results of project activities and (or) development work;

c) recognition of a student as a winner or prize-winner of an international, all-Russian, departmental or regional olympiad, competition, competition, competition or other event aimed at identifying the educational achievements of students held during the year preceding the appointment of an increased state academic scholarship.

If during the year preceding the appointment of an increased state academic scholarship, there is a retake of the exam (test) for an unexcused reason, an increased state academic scholarship for the student's achievements in educational activities in accordance with the criterion specified in this Procedure is not assigned.

The number of students receiving an increased state academic scholarship for achievements in educational activities in accordance with the criterion specified in this Procedure cannot be more than 10 percent of the total number of students receiving an increased state academic scholarship.

8. An increased state academic scholarship is awarded for the student's achievements in research activities if these achievements meet one or more of the following criteria:

a) receipt by the student during the year preceding the appointment of an increased state academic scholarship:

awards (prizes) for the results of research work carried out by the student;

a document certifying the student's exclusive right to the scientific (scientific-methodical, scientific-technical, scientific-creative) result of intellectual activity (patent, certificate) achieved by him;

grant for the implementation of research work;

b) the student has a publication in a scientific (educational-scientific, educational-methodical) international, all-Russian, departmental or regional publication, in a publication of a federal state educational organization of higher education or another organization during the year preceding the appointment of an increased state academic scholarship.

9. An increased state academic scholarship is awarded for the student's achievements in social activities, if these achievements meet one or more of the following criteria:

a) the systematic participation of the student during the year preceding the appointment of an increased state academic scholarship in the conduct (ensuring the conduct) of socially significant activities of a social, cultural, human rights, socially useful nature, organized by the federal state educational organization of higher education or with its participation, documented;

b) the systematic participation of the student during the year preceding the appointment of an increased state academic scholarship in the activities of information support of socially significant events, public life of the federal state educational organization of higher education, documented.

10. An increased state academic scholarship is awarded for the student's achievements in cultural and creative activities, if these achievements correspond to one or more of the following criteria:

a) receipt by a student during the year preceding the appointment of an increased state academic scholarship, an award (prize) for the results of cultural and creative activities carried out by him in the framework of activities carried out by a federal state educational institution of higher education or another organization, including within the framework of a competition, review and other similar international, all-Russian, departmental, regional event, documented;

b) public presentation by a student during the year preceding the appointment of an increased state academic scholarship, a work of literature or art created by him (a literary work, a dramatic, musical and dramatic work, a screenplay, a choreographic work, pantomime, a musical work with or without text, audiovisual works, works of painting, sculpture, graphics, design, graphic story, comics, other works of fine art, works of arts and crafts, scenographic art, works of architecture, urban planning, garden and park art, including in the form of a project, drawing, image, layout, photographic work, work obtained by a method similar to photography, geographical, geological, other maps, plans, sketches, plastic works related to geography, topography and other sciences, as well as other o works), documented;

c) the systematic participation of the student during the year preceding the appointment of an increased state academic scholarship in the conduct (ensuring the conduct) of public cultural and creative activities of an educational, propaganda nature and other socially significant public cultural and creative activities, documented.

11. An increased state academic scholarship is awarded for a student's achievements in sports activities if these achievements correspond to one or more of the following criteria:

a) receipt by the student during the year preceding the appointment of an increased state academic scholarship, an award (prize) for the results of sports activities carried out by him in the framework of sports international, all-Russian, departmental, regional events held by the federal state educational organization of higher education or other organization;

b) the systematic participation of the student during the year preceding the appointment of an increased state academic scholarship in sports events of an educational, promotional nature and (or) other socially significant sports events, documented;

c) fulfillment of the standards and requirements of the golden badge of distinction of the All-Russian Physical Culture and Sports Complex “Ready for Labor and Defense” (TRP) of the corresponding age group as of the date of awarding the increased state academic scholarship.

12. An increased state academic scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation dated March 31, 2011 No. 368 “On scholarships of the President of the Russian Federation to athletes, coaches and other sports professionals national teams of the Russian Federation in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics” (Sobraniye zakonodatelstva Rossiyskoy Federatsii, 2011, No. 14, art. 1883; 2013, No. 12, article 1244).

13. The state social scholarship is assigned to students who are orphans and children left without parental care, persons from among orphans and children left without parental care, persons who have lost both parents or a single parent during the period of study, disabled children, disabled people of groups I and II, disabled since childhood, students exposed to radiation due to the Chernobyl disaster and other radiation disasters, due to nuclear tests at the Semipalatinsk test site, students who are disabled due to a military injury or illness received during military service, and combat veterans, as well as students from among citizens who have been serving for at least three years under contract in the Armed Forces of the Russian Federation, in the internal troops of the Ministry of Internal Affairs of the Russian Federation and federal government bodies, in the troops of the National Guard of the Russian Federation, in engineering and technical, road-building military formations under federal executive authorities and in rescue military formations of the federal executive authority authorized to solve problems in the field of civil defense, the Foreign Intelligence Service of the Russian Federation, federal security service bodies, state security bodies and the federal body ensuring mobilization training of state authorities of the Russian Federation in military positions to be replaced by soldiers, sailors, sergeants, foremen, and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1, subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 No. 53-FZ "On military duty and military service", as well as students who received state social assistance.

14. First- and second-year students studying in federal state educational institutions of higher education in educational programs of higher education (bachelor's programs, specialist's programs), who have grades of "excellent" or "good" or "excellent" and "good" and related to categories of persons entitled to receive state social scholarships in accordance with this Procedure, or who are students under the age of 20 with only one parent - a disabled group I, are assigned a state academic and (or) state social scholarship in an increased amount. The amount of these scholarships cannot be less than the subsistence minimum per capita for the whole of the Russian Federation, established by the Government of the Russian Federation for the fourth quarter of the year preceding the year in which the formation of the scholarship fund of this federal state educational organization of higher education was carried out.

The size (sizes) of the state academic and (or) state social scholarships given in this paragraph is determined by the federal state educational organization of higher education, taking into account the opinion of the council of students of this organization and the elected body of the primary trade union organization (if there is such a body) within the funds provided for the specified goals as part of the scholarship fund of this organization.

15. The state scholarship for graduate students, residents, assistant trainees is assigned depending on the success of mastering the training programs for scientific and pedagogical personnel in graduate school (adjuncture), residency programs, assistant-internship programs based on the results of intermediate certification in accordance with the calendar study schedule from the first day month following the month of its end.

A graduate student, intern, assistant trainee who is assigned a state scholarship for graduate students, residents, assistant trainees must meet the following requirements:

the absence of a “satisfactory” grade based on the results of the intermediate certification;

no academic debt.

In the period from the beginning of the academic year to the month of the end of the first interim assessment in accordance with the calendar academic schedule, the state scholarship for graduate students, residents, assistant trainees is paid to all graduate students, residents, assistant trainees of the first year of study who study full-time at the expense of the federal budget. budget.

16. For foreign citizens and stateless persons studying within the quota established by the Government of the Russian Federation, the state academic scholarship for students, the state scholarship for graduate students, residents, assistant trainees is assigned during the entire period of study, regardless of academic success.

17. The state academic scholarship for students, including the increased state academic scholarship, the state scholarship for graduate students, residents, assistant trainees, the scholarship for students of preparatory departments is assigned by the administrative act of the head of the Organization for the period of the month of the end of the next intermediate certification in accordance with the calendar academic schedule (in in the absence of such an intermediate attestation - until the end of training) for students, graduate students, residents, assistant trainees and for the entire period of study for students of preparatory departments.

18. The payment of state academic scholarships to students, including increased state academic scholarships, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments is carried out by the Organization on a monthly basis.

19. A state social scholarship is assigned to a student by an administrative act of the head of the Organization from the date of submission to the Organization of a document confirming compliance with one of the categories of citizens specified in this Procedure, until the month of termination of the basis for its appointment (with the exception of the category of persons who received state social assistance).

If the document confirming compliance with one of the categories of citizens specified in this Procedure (with the exception of the category of persons who received state social assistance) is unlimited, the state social scholarship is assigned to the student before graduation.

For students belonging to the category of persons who have received state social assistance, a state social scholarship is assigned by an administrative act of the head of the Organization from the date of submission to the Organization of a document confirming the appointment of state social assistance, for one year from the date of assignment of the specified state social assistance.

20. The payment of state academic scholarships to students, including increased state academic scholarships, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, scholarships to students of preparatory departments, ceases from the moment the student is expelled from the Organization.

In this case, the amount of the state academic scholarship for students, including the increased state academic scholarship, the state social scholarship for students, the state scholarship for graduate students, residents, assistant trainees, scholarships for students of preparatory departments, paid for the month in which the deduction takes place, is determined in proportion to the number of days from the first day of the month to the due date.

21. The payment of a state academic scholarship to students, including an increased state academic scholarship, is terminated from the first day of the month following the month the student received a “satisfactory” grade during the interim attestation, or the student has an academic debt.

22. In the event that a student, upon his application, is granted vacation after passing the final attestation (state final attestation), the payment of the appointed state academic scholarship to students, including the increased state academic scholarship, state scholarship to graduate students, residents, assistant trainees continues during the period of the specified vacation until the moment deductions of the student from the Organization.

23. Being a student on academic leave, as well as maternity leave, leave to care for a child until he reaches the age of three years, is not a basis for terminating the payment (appointment) of a state social scholarship.

The payment of state academic scholarships to students, including increased state academic scholarships, state scholarships to graduate students, residents, assistant trainees, is suspended from the first day of the month following the month of granting academic leave, as well as maternity leave, parental leave until reaches the age of three years, and resumes from the first day of the month of leaving the academic leave, as well as leave for pregnancy and childbirth, leave to care for a child until he reaches the age of three years according to the results of the intermediate certification available on the date of granting the academic leave, as well as maternity leave, parental leave until the child reaches the age of three, taking into account the period of study for which the state academic scholarship for students, including increased state academic scholarship, state scholarship for graduate students, residents, assistants there, interns were paid until they were granted academic leave, as well as maternity leave, parental leave until they reached the age of three.
