1. General Provisions

1.1. These Admission Rules are based on:

1.2. These Admission Rules govern the admission to AltSTU for training in educational programs of secondary vocational education and in educational programs of higher education of citizens of the Russian Federation, foreign citizens and stateless persons (hereinafter collectively referred to as applicants). Features of the reception of foreign citizens and stateless persons are regulated by Appendix No. 7.

1.3. Admission to AltSTU is carried out separately for training:

- on educational programs of secondary vocational education (hereinafter - SVE programs);

- for educational programs of higher education - bachelor's programs and specialist's programs (hereinafter - bachelor's programs and specialist's programs);

- for educational programs of higher education - master's programs (hereinafter - master's programs);

- on educational programs of higher education - training programs scientific and pedagogical staff in graduate school (hereinafter - postgraduate programs).

1.4. Admission to study at AltSTU is carried out for the first year.

1.5. Admission to study at AltSTU is carried out:

- within the framework of the control figures for the admission of citizens to study at the expense of the budget appropriations of the federal budget (hereinafter, respectively, the control figures, budget appropriations);

- under agreements on education concluded upon admission to study at the expense of individuals and (or) legal entities (hereinafter referred to as agreements on the provision of paid educational services).

1.6. Admission to training at the expense of budget allocations is carried out:

- on educational programs of free software on a public basis;

- on educational programs of higher education at the competitive

1.7. The conditions for admission to AltSTU for training in basic professional educational programs guarantee the observance of the right to education and enrollment from the number of applicants with the appropriate level of education, the most capable and prepared to master the educational program of the corresponding level of persons, regardless of their gender, age, nationality, religion, belonging to public organizations.

1.8. For admission to training, applicants submit an application for admission with the application of the necessary documents (hereinafter together - the documents required for admission; documents submitted for admission; according to these documents).

1.9. Organizational support for admission to study at AltSTU, including for training at its branches - the Biysk Technological Institute (BTI) and the Rubtsovsk Industrial Institute (RII), is carried out by the AltSTU Admissions Committee. The Chairman of the Admission Committee is the rector of AltSTU. The work of the Admissions Committee, as well as the personal reception of applicants and their parents (legal representatives) is organized by the Executive Secretary of the Admissions Committee, appointed by the Chairman of the Admissions Committee.

Within the framework of the Admission Committee of AltSTU, admission committees of AltSTU branches are created. The direct management of the selection committees of AltSTU branches is carried out by the directors of the respective branches, reporting to the chairman of the Admissions Committee. The work and office work of the admissions committees of the branches, as well as the personal reception of applicants and their parents (legal representatives) in the branches of AltSTU are organized by the responsible secretaries of the admissions committees of the branches.

To conduct entrance examinations, AltSTU creates examination and appeal commissions in the order determined by it.

The powers and procedure for the activities of the Admissions Committee are determined by the regulation on it, approved by the rector of AltSTU. 1.10. When visiting AltSTU and (or) face-to-face interaction with authorized officials of AltSTU, the applicant (trustee) presents the original identity document.

1.11. In order to familiarize applicants and (or) their parents, AltSTU places on its official website(www.altstu.ru) and the information stand of the Admissions Committee: Charter of AltSTU, a copy of the license for educational activities (with attachments), a copy of the certificate of state accreditation (with attachments), the content of the main educational programs, Internal Regulations, as well as other documents regulating the organization and implementation of educational activities.

AT AltSTU ensures publicity and openness of the work of the Admissions Committee. When conducting admission on a competitive basis, applicants are provided with information about the ongoing competition and the results of its conduct. The admissions committee ensures the functioning of special telephone lines and a section of the official website for responding to requests related to admission to training.

2. Admission to undergraduate and specialist programs

2.1. General provisions

2.1.1. Persons with secondary general education, confirmed by the following documents, are allowed to master undergraduate or specialist programs:

- a document of the established form on secondary general education;

- a document of the established form on secondary vocational education;

- received before the entry into force of the Federal Law by a state standard document on primary vocational education, which confirms the receipt of secondary (complete) general education or a state standard document on primary vocational education received on the basis of secondary (complete) general education;

- document of the established sample on higher education.

2.1.2. The applicant submits a document certifying the education of the appropriate level (hereinafter referred to as the document of the established form):

- a document on education or on education and qualifications of the sample established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education, or by the federal executive body exercising the functions of developing state policy and normative-legal regulation in the field of health care, or by the federal executive body exercising the functions of developing state policy and normative-legal regulation in the field of culture;

- a state document on the level of education or on the level of education and qualifications received before January 1, 2014 (document of primary vocational education, confirming the receipt of secondary (complete) general secondary (complete) general education are equated to a document on secondary vocational education);

- a document on education and qualifications of the sample established by the federal state budgetary educational institution of higher professional education “Moscow State University named after M.V. Lomonosov" and the Federal State Budgetary Educational Institution of Higher Professional Education"St. Petersburg State University", or a document on education and qualification of the sample, established by decision of the collegiate governing body of the educational organization, if the specified document is issued to a person who has successfully passed the state final certification;

- a document on education or on education and qualifications issued by a private organization carrying out educational activities

on the territory of the innovation center "Skolkovo"; - a document (documents) of a foreign state on education or

on education and qualifications, if the education indicated in it is recognized in the Russian Federation at the level of the corresponding education (hereinafter - the document of a foreign state on education).

2.1.3. Studying under bachelor's or specialist's programs by persons who have a bachelor's degree, a specialist's degree or a master's degree is a second or subsequent higher education and is possible only under contracts for the provision of paid educational services.

2.1.4. When admitted to AltSTU for undergraduate and specialist programs at the expense of budget allocations, within the control figures, the following are allocated:

- enrollment quota disabled children, disabled people of groups I and II, disabled since childhood, disabled due to a military injury or disease received during military service, who, according to the conclusion of the federal institution of medical and social expertise, are not contraindicated in studying in the relevant educational organizations, orphans and children left without parental care, as well as persons from among orphans and children left without parental care (hereinafter referred to as the special quota). A special quota is set by AltSTU in the amount of 10% (rounded up to the nearest integer) of the total volume of control figures allocated by AltSTU for each specialty and (or) area of ​​training. Features of the organization of admission within the framework of a special quota are set out in Appendix No. 1;

- target admission quota for training (hereinafter referred to as the target quota). Features of the organization of targeted reception are set out in Appendix No. 2.

2.1.5. AltSTU conducts admission for undergraduate studies

and specialist's programs on the following conditions of admission:

- separately for studying at the head university of AltSTU and for studying at each of its branches;

- separately for full-time, part-time, part-time forms of education;

- for undergraduate programs - for each area of ​​study as a whole, except for areas of study for which admission is carried out separately for academic and applied bachelor's programs; for specialist's programs - for each specialty as a whole.

The list of areas of study for undergraduate programs (specialties in specialist's programs) with an indication of the possible basis of study is given in tables P8.1 - P8.4, P8.7, P8.9 of Appendix No. 8.

2.1.6. For each set of conditions for admission, separate lists of applicants are formed and separate competitions are held on the following grounds for admission to training (hereinafter referred to as the grounds for admission):

1) within the control digits:

- for places within a special quota;

- for seats within the target quota;

Places within the target figures minus the special quota and the target quota (hereinafter referred to as the main places within the target figures);

2) to places under contracts for the provision of paid educational services.

2.2. Acceptance of documents required for admission

2.2.1. Acceptance of documents for admission to study, regardless of the form of education, both for admission to places financed from budgetary appropriations, and to places under contracts for the provision of paid educational services,starts June 17th.

2.2.2. Deadlines for the completion of the acceptance of documents upon admission to places financed from budgetary appropriations:

July 15 from persons entering AltSTU for full-time and part-time forms of education based on the results of entrance examinations conducted by AltSTU independently (including the results of additional tests of a creative orientation);

July 26 from persons entering AltSTU for full-time and part-time forms of education based on the results of the Unified State Examination or who have the right to admission without entrance examinations;

upon admission to places under contracts for the provision of paid educational services:

August 10 from persons entering AltSTU for full-time and part-time forms of education based on the results of entrance examinations conducted by AltSTU independently (including the results of additional tests of a creative orientation);

August 15 from persons entering AltSTU for full-time and part-time forms of education based on the results of the Unified State Examination or who have the right to admission without entrance examinations;

both for admission to places financed by budget appropriations, and to places under contracts for the provision of paid educational services:

August 20 from persons entering AltSTU for part-time education, except for the areas of training of the Institute of Intensive Education and the Rubtsovsk Industrial Institute (branch) of AltSTU;

2.2.3. An applicant for undergraduate or specialist degree programs has the right to submit an application (applications) for admission to AltSTU and participate in the competition for no more than 3 specialties and (or) areas of training from the list of areas of training (specialties) for which AltSTU produces enrollment for the first year (Appendix No. 8, tables P8.1 - P8.4, P8.7, P8.9).

For each of the indicated specialties and areas of training, an applicant can simultaneously submit an application (applications) for admission for training on various admission conditions and (or) various grounds for admission.

Let's take this situation as an example. 50 budget places were allocated for a certain area of ​​training, and 200 applications were submitted for participation in the competition. Of these 200 people, only 100 people agreed to be enrolled and submitted the original certificate, and they are participating in the enrollment. But of these, only 50 people with a higher amount of points will be enrolled in budget places. The sum of the points of the last one credited will be considered the same passing score!

The admission campaign - 2017 has some features, both for applicants and for educational institutions.

This year, the Altai State Technical University. I.I. Polzunov (including branches), 1937 budget places were allocated in various areas of training (specialties) and forms of education. So, the Biysk Technological Institute (branch) received 198 budget places, and the branch of AltSTU Rubtsov Institute of Technology - 106 places. Priority are the technical areas of training (specialty). The areas of training of the construction and technological, energy faculties, faculties of special and information technologies, the institute of biotechnology, food and chemical engineering received the largest number of budget places.

Reception of documents for admission to budget places for full-time and part-time forms of education will continue until July 26, for part-time - until August 19. For admission to the off-budget in the areas of preparation of full-time and part-time forms, documents can be submitted before August 19, absentee form - up to September 15th.

You can submit documents simultaneously in three areas of training (specialties). Applicants must provide a passport and a copy of it, a copy or an original document of education to the selection committee; for some areas of training, it is required to provide information on the passage of a mandatory preliminary medical examination.

Enrollment of applicants will be carried out in accordance with the submitted applications for consent to enrollment. At the stage of priority enrollment, applicants who have special rights for admission to training, children entering targeted training, will be enrolled. Then - applicants who brought the original document of education on time and agreed to enroll (the first and second stages of enrollment according to the general competition).

The guys who brought the original document on education on time (that is, before 18.00 on August 1) and agreed to be enrolled, but were not enrolled August 3rd(at the first stage of enrollment in the general competition, no more than 80% of the places are filled), will continue to participate in the competition for the remaining places, enrollment for which will take place 8 August(the second stage of enrollment according to the general competition). As in the past year, AltSTU will take into account the portfolio of applicants for admission - participation in olympiads, competitions and public life of the city, region and country. Holders of a certificate or diploma with honors are additionally awarded 10 points, respectively. If you have a gold TRP sign, 3 more points will be added to the USE scores, and an applicant can receive 2 points for success in volunteering. For achievements in the field of sports, points can also be awarded: masters of sports - 9 points, candidates for master of sports - 7 points and owners of the first sports category - 5 points.

Also, when awarding points for individual achievements, participation in a number of scientific competitions is taken into account, the list of which can be found in the AltSTU admission rules. “However, there is still one significant limitation: in total, no more than 10 additional points can be awarded to an applicant for all his individual achievements,” the admission committee of a technical university notes.
