Federal law on military days. Days of military glory and memorable dates of Russia

Include in the Federal Law of March 13, 1995 N 32-FZ "On the days of military glory (victory days) of Russia" (Collected Legislation of the Russian Federation, 1995, N 11, art. 943; 2004, N 35, art. 3607; 2005, N 1, item 26) the following changes:

1) the name shall be stated in the following wording:

"On the days of military glory and memorable dates in Russia";

2) the preamble shall be stated in the following wording:

"The history of Russia is rich in significant events. In all ages, the heroism, courage of Russian soldiers, the power and glory of Russian weapons have been an integral part of the greatness of the Russian state. In addition to military victories, there are events worthy of being immortalized in people's memory.

This Federal Law establishes the days of glory of Russian weapons - the days of military glory (victorious days) of Russia (hereinafter referred to as the days of military glory of Russia) in commemoration of the glorious victories of the Russian troops, which played a decisive role in the history of Russia, and memorable dates in the history of the Fatherland associated with the most important historical events in the life of the state and society (hereinafter - memorable dates in Russia).";

3) add Article 11 with the following content:

"Article 11. Memorable dates in Russia

The following memorable dates for Russia are established in the Russian Federation:

"Article 5

On the days of military glory of Russia, established by Article 1 of this Federal Law, solemn events are held in the Armed Forces of the Russian Federation and other troops.

In connection with the memorable dates of Russia, established by Article 11 of this Federal Law, public events may be held at the initiative of state organizations and public associations.

The procedure for holding the days of military glory of Russia and events dedicated to the memorable dates of Russia is established by the Government of the Russian Federation.

5) Article 6 shall be stated in the following wording:

"Article 6. Financial support for holding days of military glory of Russia and events dedicated to memorable dates of Russia

Financial support for holding the days of military glory of Russia and events dedicated to memorable dates in Russia is carried out at the expense of the federal budget. Funds from the budgets of the constituent entities of the Russian Federation and local budgets, as well as extra-budgetary funds and voluntary (including targeted) contributions and donations from individuals and legal entities may also be directed for these purposes.

The history of Russia is rich in significant events. In all ages, heroism, the courage of the soldiers of Russia, the power and glory of Russian weapons have been an integral part of the greatness of the Russian state. In addition to military victories, there are events worthy of being immortalized in people's memory.

The law was adopted by the State Duma on February 10, 1995 and establishes the days of glory of Russian weapons - the days of military glory (victory days) of Russia to commemorate the glorious victories of the Russian troops, which played a decisive role in the history of Russia, and memorable dates in the history of the Fatherland associated with important historical events in the life of the state and society.

The following days of Russian military glory are established in the Russian Federation:

Victory Day of the Russian soldiers of Prince Alexander Nevsky over the German knights on Lake Peipus (Battle on the Ice, 1242);

Victory Day of the Russian regiments led by Grand Duke Dmitry Donskoy over the Mongol-Tatar troops in the Battle of Kulikovo (1380);

National Unity Day.

The day of the military parade on Red Square in the city of Moscow to commemorate the twenty-fourth anniversary of the Great October Socialist Revolution (1941)

Victory Day of the Russian army under the command of Peter the Great over the Swedes in the Battle of Poltava (1709);

The day of the first naval victory in Russian history of the Russian fleet under the command of Peter the Great over the Swedes at Cape Gangut (1714);

The day of the capture of the Turkish fortress Izmail by Russian troops under the command of A.V. Suvorov (1790);

Victory Day of the Russian squadron under the command of F.F. Ushakov over the Turkish squadron at Cape Tendra (1790);

Day of the Borodino battle of the Russian army under the command of M.I. Kutuzov with the French army (1812);

Victory Day of the Russian squadron under the command of P.S. Nakhimov over the Turkish squadron at Cape Sinop (1853);

Defender of the Fatherland Day;

The day of the beginning of the counter-offensive of the Soviet troops against the Nazi troops in the battle of Moscow (1941);

Day of the defeat of the Nazi troops by the Soviet troops in the Battle of Stalingrad (1943);

Day of the defeat of the Nazi troops by the Soviet troops in the Battle of Kursk (1943);

Day of lifting the blockade of the city of Leningrad (1944);

Victory Day of the Soviet people in the Great Patriotic War of 1941-1945 (1945)

In the Russian Federation, the following memorable dates for Russia are established: January 25 - Day of Russian Students; April 12 - Cosmonautics Day; June 22 - Day of Memory and Sorrow - the day the Great Patriotic War began (1941); June 29 - Day of partisans and underground fighters; July 28 - Day of the Baptism of Russia; September 2 - Day of the end of World War II (1945); September 3 - Day of Solidarity in the fight against terrorism; November 7 - Day of the October Revolution of 1917; December 9 - Day of Heroes of the Fatherland; December 12 - Constitution Day of the Russian Federation. The main forms of perpetuating the memory of Russian soldiers who distinguished themselves in battles associated with the days of Russian military glory are: the creation and preservation of memorial museums, the establishment and improvement of monuments, obelisks, steles, other memorial structures and objects perpetuating the days of Russian military glory, the organization of exhibitions, the establishment on places of military glory of memorial signs; preservation and development of territories historically associated with the exploits of Russian soldiers who distinguished themselves in battles associated with the days of Russia's military glory; publication in the media of materials related to the days of Russia's military glory; assigning the names of national heroes who distinguished themselves in battles associated with the days of military glory of Russia to settlements, streets and squares, physical and geographical objects, military units, ships and vessels. By decision of the state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation and local governments, other measures may also be taken to perpetuate the memory of Russian soldiers who distinguished themselves in battles associated with the days of Russia's military glory. The Government of the Russian Federation organizes: the development of plans and programs for military history work; holding events aimed at perpetuating the memory of Russian soldiers who distinguished themselves in battles associated with the days of Russia's military glory; propaganda of the days of military glory of Russia; installation of memorial structures and objects, creation of memorial museums and exhibitions of federal significance dedicated to the days of Russia's military glory; implementation of these international treaties; coordination with the relevant organizations of foreign states, in whose territories the indicated memorial structures and objects are located, of measures for their preservation and improvement; ensuring public order during the days of military glory of Russia. The procedure for conducting military rituals in the Armed Forces of the Russian Federation and other troops is determined by the President of the Russian Federation. The festive fireworks on May 9 and February 23 are held annually in the manner determined by the Ministry of Defense of the Russian Federation. In the days of military glory of Russia, solemn events are held in the Armed Forces of the Russian Federation and other troops. In connection with memorable dates in Russia, public events may be held at the initiative of state organizations and public associations. The procedure for holding days of military glory of Russia and events dedicated to memorable dates in Russia is established by the Government of the Russian Federation. Financial support for holding the days of military glory of Russia and events dedicated to memorable dates in Russia is carried out at the expense of the federal budget. The history of Russia is rich in significant events. In all ages, heroism, the courage of the soldiers of Russia, the power and glory of Russian weapons have been an integral part of the greatness of the Russian state. In addition to military victories, there are events worthy of being immortalized in people's memory.

This Federal Law establishes the days of glory of Russian weapons - the days of military glory (victorious days) of Russia (hereinafter referred to as the days of military glory of Russia) in commemoration of the glorious victories of the Russian troops, which played a decisive role in the history of Russia, and memorable dates in the history of the Fatherland associated with the most important historical events in the life of the state and society (hereinafter - memorable dates in Russia).

Article 1. Days of military glory of Russia

The following days of Russian military glory are established in the Russian Federation:

Article 2. Forms of perpetuating the memory of Russian soldiers

The main forms of perpetuating the memory of Russian soldiers who distinguished themselves in battles associated with the days of Russian military glory are:

the creation and preservation of memorial museums, the establishment and improvement of monuments, obelisks, steles, other memorial structures and objects that perpetuate the days of Russia's military glory, the organization of exhibitions, the installation of memorial signs at places of military glory;

preservation and development of territories historically associated with the exploits of Russian soldiers who distinguished themselves in battles associated with the days of Russia's military glory;


The history of Russia is filled with glorious events that directly relate to the glory of the Russian army and Russian weapons. And so that the descendants at all times remember the dates glorious for the Russian army, at the state level days of military glory of Russia.

Holiday "Day of Military Glory of Russia"

At all times in Russia, serving in the army was considered an honorable thing. After all, a soldier and an officer, a governor and a standard-bearer were considered the defenders of their native land. The church has always patronized the Russian army, blessing it for the feat of arms to save the Motherland from foreign invaders.

Glorious are the victories of the Russian soldiers who had a decisive influence on the outcome of the war. Always the Russian army, without giving up positions to the last living soldier, aroused admiration from the enemy for its stamina, determination and courage. Generals and commanders were famous for their talent and ability to manage troops, which always contributed to glorious victories over the enemy.

In order to perpetuate the glorious Russian army and its victories for centuries, in March 1995, a law was passed "On the days of military glory and memorable dates in Russia". The law clearly spelled out what functions the state performs regarding the organization and direct holding of events on the specified dates. In addition, the legal document determines that the celebrations on the day of military glory of Russia are financed from the state budget.

The history of the celebration of the days of military glory of Russia

Previously, such an event was not observed at all. But in 1995, in order to increase the prestige of military service in the Armed Forces of the Russian Federation, as well as the patriotic education of the population, a corresponding law was adopted. The Federal Law determined the dates that will remain in the memory of the people for centuries as a feat. Events were chosen that included not only Soviet history, but also historical victories during the Russian Empire, Muscovy, and Kievan Rus.

Every year, the list of celebrations for each day of Russia's military glory is determined by Presidential Decrees and other legal documents, both at the federal and local levels. Each city celebrates the holiday in a different way.

These days, celebrations are taking place in military units all over Russia on the occasion of great victories. Salutes are celebrated only on May 9, Victory Day over Nazi Germany, and on February 23, Defender of the Fatherland Day. But if the memorable date is an anniversary, as, for example, in 2009, the 300th anniversary of the victory of the army of Peter the Great over the Swedes near Poltava, then, of course, the list of planned events increases significantly. Including festive fireworks over the sky of large cities, the dark blue heights are colored.

Historical reconstructions have become very popular in recent years. And every year the number of volunteers taking part in the actions increases, which ensures maximum historical accuracy. History buffs from all over the Russian Federation and neighboring countries create or order special uniforms for themselves that fully correspond to the uniform or military attire of a particular time. The organizers of the action study historical sources for a long time and create a battle plan, after which they determine and distribute roles.

Also on the Day of Military Glory of Russia, museums open their doors to everyone, arrange exhibitions and expositions dedicated to the historical event. Entrance is often free for children and military personnel.

During the celebration of the great victories of the Great Patriotic War, it is considered a tradition to hold demonstration performances by military personnel. In addition, in parks and squares, everyone can taste soldier's porridge cooked in the field kitchen. Military equipment: modern and rare, put on public display. Children are allowed to climb and study military equipment, get behind the wheel of vehicles and turn various handles, press buttons (everything is prudently de-energized and discharged).


And of course, everyone associates a military holiday with a parade. At the moment, of all the days of military glory, the parade is held only on May 9th. But again, a corresponding decree may determine the holding of a military parade on another day.

Days of military glory of Russia: dates and events

Every holiday hides behind it a significant moment for Russian weapons, when the enemy was defeated, put to flight or received irreparable damage, thanks to the courage and bravery of soldiers and commanders. The days of military glory are dates that correspond to historical events and are defined by the Federal Law of 1995. In total, 17 events have been included in Article 1 of this law to date:

    • January 27- breakthrough of the Leningrad blockade in 1944;
    • February 2- the defeat of the Nazi troops near Stalingrad during the operation "Uranus";
    • February 23- Defender of the Fatherland Day;

* on this day, the forces of the Red Army managed to stop the advance of German troops on the Western Front near Narva and Pskov.

  • April 18th- the victory of the troops of Alexander Nevsky over the German knights on Lake Peipsi in 1242;
  • May 9- Victory Day in the Great Patriotic War;
  • July 7- the victory of the Russian fleet in the Battle of Chesma in 1770, which provided the Russian Empire with superiority in the Black Sea;
  • July 10- in 1709, the troops of Peter the Great defeated the Swedish army near Poltava;
  • August 9- 1714 was the first victory of the Russian fleet in history;
  • August 23- the defeat of the Nazis in;
  • 8 September- in 1812, the Battle of Borodino took place, during which, according to Napoleon, "the Russians acquired the right to be undefeated";
  • 11 September- in 1790, the Russian fleet under the command of Admiral Ushakov F.F. utterly defeated the fleet of the Turks at Cape Tendra, which played an important role in the capture of Ishmael;
    *the losses of the Turks amounted to 2 thousand people and 7 ships against 21 people killed and 25 people wounded by the Russians
  • September 21- in 1380, the troops of Prince Dmitry Donskoy defeated the Mongol-Tatar army of Mamai;
  • November 4- the day of national unity, when the Polish interventionists were expelled from the walls of the Moscow Kremlin by the forces of the people's militia led by Kuzma Minin and Dmitry Pozharsky;
  • November 7- in 1941, a military parade was held in honor of the 24th anniversary of the October Revolution (the troops that took part in the parade immediately went to the defense of the capital);
  • the 1st of December- squadron under the command of Admiral P.S. Nakhimov in 1853 inflicted a crushing defeat on Turkey at the walls of the fortress city of Sinop, destroying the Turkish fleet and coastal artillery;
  • 5th of December- in 1941, the Soviet counter-offensive near Moscow began, which is the first major success of the USSR during the Great Patriotic War;
  • December 24- in 1790, Russian troops under the command of Suvorov A.V. In the year they stormed Ishmael, which had previously been considered impregnable.

The following days of Russian military glory are established in the Russian Federation:

April 18 - Victory Day of the Russian soldiers of Prince Alexander Nevsky over the German knights on Lake Peipus (Battle on the Ice, 1242);

September 21 - Victory Day of the Russian regiments led by Grand Duke Dmitry Donskoy over the Mongol-Tatar troops in the Battle of Kulikovo (1380);

Article 4. Procedure for conducting military rituals

Financial support for holding the days of military glory of Russia and events dedicated to memorable dates in Russia is carried out at the expense of the federal budget. Funds from the budgets of the constituent entities of the Russian Federation and local budgets, as well as extra-budgetary funds and voluntary (including targeted) contributions and donations from individuals and legal entities, may also be directed for these purposes (article as amended by Federal Law No. July 21, 2005 N 98-FZ.

Article 7. Entry into force of this Federal Law

This Federal Law shall enter into force on the day of its official publication.
