3. The final certification, which completes the development of the basic educational programs of basic general and secondary general education, basic professional educational programs, is mandatory and is carried out in the manner and in the form established by the educational organization, unless otherwise established by this Federal Law.

4. The final certification, which completes the development of state-accredited basic educational programs, is the state final certification. State final certification is carried out by state examination boards in order to determine the compliance of the results of mastering basic educational programs by students with the relevant requirements of the federal state educational standard or educational standard.

6. A student who does not have academic debts and who has fully completed the curriculum or individual curriculum is allowed to the state final certification, unless otherwise established by the procedure for conducting the state final certification for the relevant educational programs.

7. Students who have not passed the state final attestation or who have received unsatisfactory results at the state final attestation are entitled to pass the state final attestation within the time limits determined by the procedure for conducting the state final attestation for the relevant educational programs.

8. It is not allowed to charge students for passing the state final certification.

9. State examination commissions for conducting state final certification for educational programs of basic general and secondary general education are created:

1) by authorized executive authorities of the constituent entities of the Russian Federation during the state final certification in the territories of the constituent entities of the Russian Federation;

2) the federal executive body exercising the functions of control and supervision in the field of education, when conducting the state final certification outside the territory of the Russian Federation.

10. State examination commissions for conducting state final certification for educational programs of secondary vocational education and higher education are created in accordance with the procedure for conducting state final certification for these educational programs.

11. When conducting the state final certification, unless otherwise provided by the procedure for conducting the state final certification for the relevant educational programs, control measuring materials are used, which are sets of tasks in a standardized form. The information contained in the control measuring materials used in the course of the state final certification refers to restricted access information. The procedure for the development, use and storage of control measuring materials (including the requirements for the regime for their protection, the procedure and conditions for posting information contained in control measuring materials on the Internet) is established by the federal executive body exercising the functions of control and supervision in the field of education.

12. Ensuring the state final certification is carried out:

1) executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, when conducting state final certification for educational programs of basic general and secondary general education on the territory of the Russian Federation;

2) the federal executive body exercising the functions of control and supervision in the field of education, including jointly with the founders of educational organizations located outside the territory of the Russian Federation and implementing educational programs of basic general and secondary general education with state accreditation, and foreign institutions of the Ministry of Foreign Affairs affairs of the Russian Federation, which have specialized structural educational units in their structure, when conducting the state final certification for educational programs of basic general and secondary general education outside the territory of the Russian Federation;

3) organizations engaged in educational activities, when conducting the state final certification for basic professional educational programs, unless otherwise established by the procedure for conducting the state final certification of students in the relevant educational programs.

13. The state final certification for educational programs of secondary general education is carried out in the form of a unified state exam (hereinafter referred to as the unified state exam), as well as in other forms that may be established:

1) for students on educational programs of secondary general education in special educational and educational institutions of a closed type, as well as in institutions executing punishment in the form of deprivation of liberty, for students receiving secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education, integrated with the main educational programs of basic general and secondary general education, for students with disabilities in educational programs of secondary general education or for students with disabilities and disabled children in educational programs of secondary general education by the federal executive body exercising functions for the development of state policy and legal regulation in the field of education;

2) for students in educational programs of basic general and secondary general education who have studied their native language from among the languages of the peoples of the Russian Federation and the literature of the peoples of Russia in their native language from among the languages of the peoples of the Russian Federation and who have chosen an exam in their native language from among the languages of the peoples of the Russian Federation and literature of the peoples of Russia in their native language from among the languages of the peoples of the Russian Federation for passing the state final certification, by the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, in the manner established by the indicated executive authorities of the constituent entities of the Russian Federation.

14. Methodological support for the state final certification for educational programs of basic general and secondary general education, organization of the development of control measuring materials for conducting state final certification for educational programs of basic general and secondary general education and criteria for evaluating examination papers performed on the basis of these control measuring materials , providing these control measuring materials to state examination commissions, as well as organizing a centralized verification of examination papers of students performed on the basis of control measuring materials during the state final certification for educational programs of secondary general education, determining the minimum number of points for a unified state exam confirming the development of an educational program of secondary general education are carried out by the federal body of the executive power, exercising the functions of control and supervision in the field of education.

15. In order to ensure compliance with the procedure for conducting state final certification for educational programs of basic general and secondary general education for citizens accredited as public observers in the manner established by the federal executive body responsible for developing state policy and legal regulation in the field of education , the right is granted to be present during the state final attestation and send information about violations identified during the state final attestation to federal executive authorities, executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, and local governments exercising management in the field of education. Citizens are accredited as public observers by:

1) executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, when conducting state final certification for educational programs of basic general or secondary general education in the territories of the constituent entities of the Russian Federation;

2) founders of educational organizations located outside the territory of the Russian Federation and implementing educational programs of basic general and secondary general education that have state accreditation, foreign institutions of the Ministry of Foreign Affairs of the Russian Federation that have specialized structural educational units in their structure, when conducting state final certification for educational programs basic general or secondary general education outside the territory of the Russian Federation.

16. Representatives of employers or their associations are involved in the state final certification for basic professional educational programs.

17. After passing the final certification, students in the main professional educational programs are provided, upon their application, with vacations within the period of mastering the corresponding main educational program, after which the students are expelled in connection with education.

The use of communication tools during the exam is reported. Examinations in Russian literature and history are criticized for being overfilled with questions that do not correspond to the understanding of the subject. The procedure for conducting the state final certification for educational programs of higher education for training programs for scientific and pedagogical personnel in graduate school (adjuncture) is regulated by order of the Ministry of Education and Science of Russia dated March 18, 2016 N 227.

The procedure for conducting the GIA for postgraduate studies establishes the forms of state certification:

State exam;
scientific report on the main results of the prepared scientific qualification work (dissertation).

The term for the state final certification is established in accordance with the curriculum and calendar curriculum of the relevant postgraduate program.

Successful completion of the state final certification is the basis for issuing a document on education and qualification of the sample established by the Ministry of Education and Science of the Russian Federation to the student.

Requirements for admission to the State final attestation for graduate students:

The signed conclusion of the department on admission to the GIA and the review of the supervisor of the graduate student.
Scientific and qualifying work (dissertation), in accordance with the requirements of the "Regulations on the awarding of academic degrees of the Higher Attestation Commission".

Formation of state examination commissions (SEC):

The chairman of the state examination commission (not working in this organization and having a scientific degree of Doctor of Science in a scientific specialty corresponding to the direction of postgraduate study) is approved no later than December 31, preceding the year of the state final certification.

State examination commissions are created in the organization for each specialty and area of training, or for each educational program, or for a number of specialties and areas of training, or for a number of educational programs. Representation of employers - at least 50% of the composition of the SEC (including the chairman of the SEC).

Regulations for the State Final Attestation for Postgraduate Studies:

Not later than 30 calendar days Prior to the first state attestation test, the order of the rector approves the schedule of state attestation tests, which indicates the dates, time and place of the state attestation tests and pre-examination consultations. When forming the schedule, a break is established between state certification tests lasting at least 7 calendar days. Before the state exam, students are consulted on issues included in the state exam program.

The state exam is conducted according to the recommended list of questions (including general subjects). Passing the state exam by a graduate student is held at a meeting of the state examination commission. A protocol is filled out for each postgraduate student who has passed the state examination. The protocol is signed by those members of the SEC who were present at the meeting.

Draft Protocol for the State Postgraduate Examination (GIA)

At least two weeks before before the defense of the scientific report, the manuscript of the scientific qualification work (dissertation) must be provided to the reviewer and the graduating department.
The scientific qualification work (dissertation) of the student is subject to internal and external review by leading experts in the relevant professional field. The reviewers are leading teachers, researchers, scientists and other persons whose professional activities correspond to the subject of scientific qualification work. External reviewers are considered to be representatives of external organizations.
The reviewer is obliged to familiarize himself with the full text of the manuscript of the scientific qualification work (dissertation). Not later than two days before the defense of the scientific report, the reviewer provides the graduate student with a detailed written review, in which he comprehensively characterizes the relevance of the topic, the main problems considered in the scientific qualification work, the theoretical and practical significance and a detailed description of the work, highlighting the positive aspects and shortcomings. In conclusion, the reviewer expresses his point of view on the general level of scientific qualification work.
Not later than 10 days prior to the submission of a scientific report on the main results of the prepared scientific and qualification work (dissertations), they are subject to mandatory placement in the electronic library system of the University and check for the amount of borrowing. Permission to place a scientific qualification work (dissertation), individual sections or annotations of the NQR is issued in writing with the personal signature of the student.

The scientific qualification work (dissertation), review of the supervisor, reviews, certificate of passing the candidate's minimum exams, a list of published and equated scientific works, the scientific portfolio of the postgraduate student are transferred to the SEC no later than two calendar days before the presentation of a scientific report on the main results of the scientific qualification work (dissertation).
The presentation of a scientific report takes place at a joint meeting of the graduating department and the state examination committee.
For each graduate student who submitted a scientific report, a protocol is filled out. The minutes include the opinions of the members of the SEC on the scientific qualification work (dissertation), the level of competence, knowledge and skills identified in the process of the state final certification, the list of questions asked, the characteristics of the answers to them and dissenting opinions. The protocol is signed by those members of the SEC who were present at the meeting.

Postgraduate students who have successfully passed the state final certification in the programs for the training of scientific and pedagogical personnel in graduate school are issued a postgraduate diploma with the qualification “Researcher. Lecturer-researcher. The form of the diploma is approved by the Ministry of Education and Science of Russia.
