What documents are required to transfer a child to another school. How to transfer to another school: step by step instructions

"Can a child at the age of 16 independently pick up documents from school and transfer to another school, having the written consent of their parents. They live in another country," Kanykei asked this question.

Her question was answered by experts from the Pravoved.kg portal.

"We believe that for you in this situation, the simplest and most acceptable solution could be the fact that a sixteen-year-old child could independently perform all the necessary actions to transfer to another school without the mandatory provision of written parental consent. We tried to find confirmation of this circumstance in the legislation .

According to Article 26 of the Law of the Kyrgyz Republic "On Education", students in educational organizations of any type and type have the right to choose an educational organization at any stage of education. However, it is difficult to imagine how this norm is implemented in reality. For example, how a first-grader can independently decide to transfer to another school. The presence of another norm, which establishes the right of parents to choose an educational organization for the child and the right to send the child to one organization or another, puts everything in its place (Article 27 of the Law "On Education"). As a result, we came to the conclusion that, according to the logic of the legislator, the choice of an educational organization should be carried out jointly by the parent and the child, but the parent's opinion still plays a decisive role.

In addition, article 26 of the above law determines that students are required to comply with the internal rules of the school. These rules may state that transfers to another school can only be made with the direct participation of the parent, regardless of the child's age.

Moreover, since full legal capacity - the ability of a person to exercise civil rights in full (including the right to education) - comes from the age of 18, a child at 16 years of age does not have it (with the exception of cases when he is recognized at 16 by a competent court or an authorized body). child protection).

Article 61 of the Civil Code of the Kyrgyz Republic establishes that a minor from 14 to 18 years of age has the right, without parental consent:

  1. dispose of their earnings, scholarships and other income;
  2. exercise the rights of the author of a work of science, literature or art, an invention or other legally protected result of his intellectual activity;
  3. in accordance with the law, make deposits in credit institutions and dispose of them;
  4. make small household transactions and other transactions that minors (under 14 years of age) can make.

Transfer to another school in our reality can hardly be called a deal (even when concluding a contract with a private school), and even more so a petty everyday deal, since this act, in our opinion, is an act of exercising civil rights to education, and since in At the age of 16, a person cannot exercise civil rights in full, then such an action can be performed by a student who has not reached the age of majority, only with the consent of the parents.

This means that there is no direct confirmation that a student at the age of 16 can independently transfer to another school without parental consent in the legislation, and therefore parental consent is required for this.

Now consider the question of the form of such parental consent. Such consent must be made in the form of an application in writing, which must indicate the request of the parents to the leaving school for the issuance of all documents for transfer and a written application to the new school for the admission of the child. The signatures of the parents in both applications must be notarized (the actual absence of the parents at this point implies the presentation of a greater persuasiveness of the fact of the consent of the parents). The notary may mail these applications to the appropriate schools. If the parents are in a country that does not have an international agreement with Kyrgyzstan on the mutual recognition of official documents, then the signatures of the parents in both applications can be certified by the consular offices of Kyrgyzstan in that country.

In addition to applications, we recommend that you issue a power of attorney from both parents to an adult authorized person who will accompany the entire transfer process and to whom the school will be able to transfer the relevant documents (on academic performance, etc.), since we must not forget that, probably, according to the internal regulations of one or another schools, such documents can only be transferred to an adult.

It should be mentioned that according to paragraph 2 of Article 10 of the Code of the Kyrgyz Republic "On Children", transfer to another school is allowed in case of a change in the child's place of residence. This norm has the highest legal force in comparison with the above normative acts, since it is contained in the code (in the hierarchy of normative legal acts, the code is higher than the law).

However, practice shows that transfers of children to different schools are carried out successfully not only because of a change in the place of residence of children.

Conclusion: in order to transfer a 16-year-old child to another school, it is necessary to issue an application from the parents, the signatures of which will be notarized, and a power of attorney for an adult (notarized).

School education is an important stage in the life of every person. It takes 9 to 11 years. And during this time, various life circumstances can change - the quality of education in the institution, the place of residence of the child, and so on. Sometimes you have to think about how to transfer to another school. Initially, the procedure seems unimaginable, difficult, sometimes impossible. In real life, everything is not as scary as it seems. The main thing is to prepare in advance for the procedure. Below you will find information on how to reduce the hassle of transferring to a new educational institution to a minimum.

When can you leave

How to transfer to another school? It is necessary to think about such a question in advance. For example, you first have to find out at what point a change of educational institution is possible.

The legislation of the Russian Federation allows you to change schools at any time. It can be the beginning of the year, and its end, and the middle. And any class. It all depends on the life situation.

Where to go

You can transfer to another school in the middle of the year when there are free places in the classes of the selected educational institution. Otherwise, you will have to look for another place for the child's education.

Legal representatives can choose a school for minors to receive secondary education on their own. It is advisable to stop at institutions at the place of residence of the family.

At the same time, it will be necessary to take into account that all educational institutions put forward their own requirements for student achievement. For example, someone recruits only excellent students. Depending on such a feature, the chance of success for transfer to a particular school will change.

Translation instruction

What does it take to transfer to another school? To begin with, consider the situation with a change of educational institution in the middle of the year or training (not graduation classes). This is the most confusing process, but it is he who occurs most often in real life.

The guide for changing educational institutions looks like this:

  1. Find a school where your child can be accepted.
  2. Go to the "new" educational institution and write a request for a transfer.
  3. Bring a package of certificates to school to check the progress of a minor. About him a little later.
  4. Pass tests before accepting a child to school. Sometimes this step is not needed.
  5. Obtain consent to accept the child in a new educational institution.
  6. Write an application in the "old" school for expulsion in connection with the transfer. You will have to confirm the fact of acceptance of the minor by another educational institution.
  7. Pick up the student's documents and bring them to the "new" school.

At this stage, the operation can be considered completed. From now on, it is clear how to transfer to another school. Usually problems arise at the stage of preparing documents and when choosing a good educational institution. Moreover, now there are very few places in the classes for translation. And not all schools are ready to take such a step.

Documents to be translated among the year

How to transfer to another school? If a child is being transferred after grade 9, you can simply apply with some package of certificates to one or another educational institution. There is no need to specially deduct from the former place of secondary education.

Suppose that the child is in elementary or secondary education, or the operation will be carried out in the middle of the school year.

A similar situation involves the preparation of the following papers for the "new" school:

  • personal file of the student;
  • grades list;
  • statements with the child's current grades;
  • application from parents for enrollment in a new place of study;
  • awards and certificates to demonstrate the mental and physical development of the child;
  • a certificate from the place of residence of the minor;
  • any documents indicating the availability of benefits when enrolling in a school;
  • student's birth certificate (may be replaced by adoption certificates);
  • applicant's parent's passport.

All these extracts are submitted together with their copies. In return for them, parents will be given consent to accept a new student in the school. This act will have to be attached to the transfer application submitted at the "old" educational institution.

For the graduating class

Going to another school in 9th grade is a risky move. It is connected with the fact that the child will have to prepare for exams. The transfer from school to school will force the minor to adapt to the new requirements of the educational institution, which will create an additional burden. Therefore, it is better to wait until the 10th grade.

Suppose. that the parents decided to enroll a minor child in grade 10 at a new school or lyceum. Then you need to take with you and take to the director:

  • child's passport;
  • private bussiness;
  • certificates of passing the exam (GIA, OGE);
  • school certificate for 9 classes;
  • awards and diplomas proving the development of a minor;
  • application for enrollment in a particular class;
  • the identity identifier of the applicant parent;
  • certificate of birth of the student or his adoption.

Transferring to another school in grade 10 is easier than transferring before passing exams. Moreover, the child can go to school or college after 9 classes. Then there is no question of transferring to school.

Medical card - is it necessary?

When figuring out how to transfer to another school, you can often hear about the need for a mandatory medical examination for minors, as well as the preparation of a student's medical record. Are these procedures really necessary?

Previously, yes, they were required. Now parents can not report to schools about the health status of minors. Therefore, there is no need to bring a medical card. This can be done on a personal basis.

Important: if the child has any diseases, it is recommended to bring relevant certificates from specialists. For example, a recommendation on the distance of the child from the board. This will help not to harm the minor during training.

They require SNILS - what to do?

You can go to another school in the 11th grade at any time, but this is not the best solution. What to do if SNILS is required when enrolling in an educational institution?

The insurance certificate is not included in the list of mandatory documents for the transfer or enrollment of a child in educational institutions of one type or another. Therefore, you can safely refer to the current legislation of the Russian Federation.

If admission to the school is denied due to non-submission of SNILS, a written refusal must be demanded with a rationale for the decision. All requests should be recorded. Nothing helped? It's time to call the Ministry of Education with a complaint about the director of the selected school.

Vaccinations and translation - can they be banned

How to transfer to another school? To cope with this idea, you must adhere to the previously mentioned tips. But what can cause problems in the translation process?

A lot of questions today when enrolling in school are caused by vaccinations. Educational institutions often refuse to accept a child as a student in the absence of a vaccination certificate.

Parents should know that such an act is illegal! In Russia, vaccination is a voluntary matter. Moreover, parents are not required to report in full detail about the child's health. Usually, a certificate from a TB specialist or the results of a TB spot (tuberculosis test) is sufficient. These statements have nothing to do with vaccinations.

Important: if an epidemic of one or another disease begins at school, the unvaccinated person can be sent to home schooling, transferred to another class for a while, or put into the walls of the institution under the responsibility of parents.

Conclusion

How to transfer to another school? Every parent can now easily cope with the task. Especially if the child has no problems with academic performance. The better the grades, the greater the chance of enrolling in a "new" school in the middle of the year in the shortest possible time.

Transfer to another school.

With the modern dynamics of life, growing needs, the issue of transferring children from one school to another does not seem to be something incredible.

There are many reasons for transferring a child to another school.

People change their place of residence in connection with the purchase of a larger apartment, in connection with moving to another city because of a new job.

Some of the parents want their child to receive in-depth knowledge in a gymnasium or lyceum - and for this purpose they have to part with their former school.

Some have long been in a conflict situation with a teacher or peers, and changing schools is the only way out of this situation.

It seems that everything is simple: a change of school should lead to the most improved conditions for the child, why then do this? Those parents who transferred the child to another school know how difficult it will be for him psychologically, up to falling into outcasts. But this, of course, is an extreme critical case.

Let's try to figure out how to transfer a child painlessly to another school, is it worth it, when and how is it better to transfer a child?

Consider the reasons for transferring a child to another school:

1. Change of family residence(as a result of the purchase of a new apartment, as a result of a change in job, divorce of parents, a change in the area of residence to a more prosperous one). There is still a choice here: if the change of residence occurred within the same city, then parents should think carefully: whether to transfer the child to another school or not, is it possible to travel by transport to the previous school without injuring the child with a transfer? If this is not possible, then a transfer to another school is inevitable.

The most difficult option is to transfer the child to another school in another city. Because in this case, the child finds himself close to new circumstances: a new house, yard, street, city - everything is unknown. Old friends and acquaintances are far away, you won’t even call for a weekend visit, you won’t meet. Plus, a new class, their own rules, perhaps a slightly different curriculum.

2. Change of school to a specialized one, gymnasium, lyceum, school with any bias(sports, medical, language). In this case, the child will have to pass a preliminary screening test, based on the results of which the school management will give an answer: whether the child will be accepted to the educational institution or not, and also whether there are free places and whether it is generally possible to transfer the child to this school.

3. Conflict situation in the former school. Often the child himself asks to be transferred to another school in the presence of an acute conflict with classmates, class teacher, teachers, principal.

If the situation is not resolved and the transition to another class of the same school does not change the situation, then, of course, parents think about changing schools.

So when is the best time to transfer your child to another school?

Basically, at any time. The transfer will be most favorable from September 1 after the summer holidays. At this time, all schoolchildren experience some difficulties in adapting to the renewed educational process, to a new load. In addition, it is likely that your child will not be the only newcomer in the class and getting to know new guys will be easier if there are several new ones.

In the middle of the year, a transition is also possible (preferably from the beginning of a new quarter), but, as a rule, at the end of the year, few parents want to change schools, due to the increased workload at the end of the annual quarter, and give the child the opportunity to complete their education in the same place.

How to transfer a child to another school:

  1. Find a suitable (at the place of residence) or desired (with some bias) school.
  2. Talk to the school administration about the availability of places, because. the priority right to enroll in a school is given to those children whose area of residence is assigned to this school;
  3. If there are free places in the chosen school, find out what screening tests (tests, exams, psychological consultations) the child can expect. Complete all required procedures;
  4. Pick up the necessary documents from the previous school (personal file, an extract from the class journal on the child's certification, medical record), after writing an application for the child's expulsion from the school in connection with the transition to a new one. The application must indicate the number of the selected school;
  5. Write an application for enrolling a child in a new school, hand over all the necessary documents.

The translation procedure is quite simple. But how many worries, experiences, sorrows he conceals in himself. The child will have to part with old friends, establish contact with new guys, which is quite difficult, especially in the middle link, when the guys have already formed their own team. In addition, at this age, children develop some critical character traits: ridiculing a newcomer, making fun of him in order to test, plotting against a newcomer, increased aggression, opposition.

How can you help your child move to another school?

Let's see what difficulties await at the initial stage, when the child moves to another school.

  • First, the new school curriculum. Even if schools follow the same program and study the educational material at about the same time, there are a great many differences in the presentation of the material and its depth, in conducting lessons, checking home material. At first, it will be difficult for the child to enter the desired rhythm and educational process, especially since the newcomer will not always be helped by new classmates.
  • Secondly, building relationships with peers. As a rule, in a children's team, a wall is internally psychologically erected in front of a new member, his rejection appears. It is quite difficult for a beginner to pass through this wall and it takes some time. How quickly he will enter a new society depends on various factors: character traits, sociability, inner peace, goodwill, and the ability to avoid conflict. A favorable environment in the classroom depends on the class teacher to a greater extent.
  • Thirdly, longing for the old school. The child will miss his old friends, his position, authority (if he was a leader or took a worthy place of honor among his peers), the former classroom environment. object, or some bias. Those. first you need to catch up with the already completed program, and then constantly study at an accelerated pace, increasing the amount of material being studied.

How to help a child when he transfers to another school?

Let's try to give some tips that will help set the child in the right mood if he moves to another educational institution:

  1. If the child is in elementary school, then try to get to know the new school in advance, the road to school, show the child where the wardrobe, dining room, toilet are;
  2. Get to know the class teacher, principal. Talk to them about the child, tell as much information as possible about his character, features, reasons for the transfer. Perhaps find out the existing order in the school and class;
  3. Regularly attend parent meetings, get in touch with other parents, participate in joint activities of the class, and outside of it (attend joint trips to the theater, cinema, skating rink, performances, holidays);
  4. Arrange meetings with old friends of the child, do not stop communicating with them;
  5. If the child resists the transition to a new school, it is necessary to motivate him. Determine the benefits of the new school (better area, in-depth study of subjects, new friends, the opportunity to change the image, etc.);
  6. Praise for achievements, do not compare with other guys in terms of academic performance;
  7. Protect him from household chores for a while, communicate more with the child, ask about the day spent, about new comrades;
  8. If possible, invite new guys to visit or arrange a joint trip.
  9. Do not speak negatively about any aspect of the new and old schools.

Tips for making a positive first impression:

  • - make sure that the child is neat, friendly, polite and tidy;
  • - set the child in a positive way, try to calm him down internally;
  • - try to establish contact with a neighbor on the desk;
  • - at first, take the position of an observer, do not participate in the internal conflicts of the class, try to help classmates, but do not "be clever" if the child's knowledge is higher than the rest. Otherwise, he will be perceived as an "upstart" and the negative is guaranteed.

Warning signals to watch out for:

  • - the child refuses to go to school;
  • - the child stops all attempts to talk about the new school and classmates;
  • - brings a clean diary for a long time; - bruises appeared;
  • - cries at the mention of the school. If the parents themselves cannot cope with the problems that have arisen, it is worth contacting a specialist, a psychologist.

There may be a situation where the child needs to be temporarily transferred to another school. In this situation, it will be easier to establish contact with classmates, because. a temporary person does not cause such negativity and rejection as a “new one” in general, but rather more curiosity and interest.

Possible difficulties in the temporary transition:

  • - changing the curriculum
  • - getting used to new methods,
  • - making up for delays in educational material,
  • - familiarity with the new environment, the new class, teachers.

You can also hear from many parents: “I want to transfer my child to another music school. Is it possible?" There is nothing impossible.

Most often, the reasons for transferring to another music school are a conflict with the teacher and proximity to home or to the main school (parents' place of work). There is nothing difficult in how to transfer a child to another music school (in the process itself). It is necessary to talk with the director music school about availability and write an application. The reason for the transfer is optional. Most likely, an audition will be arranged for the child, as a result of which it will be known whether they will be taken to school or not.

Estimated difficulties in entering a new music school:

  • - interaction with a new teacher; - possible change in technique;
  • - contact with the new group.

Thus, the transition to a new school for any child (sociable, withdrawn, capable or lagging behind) is a big stress. The task of parents is to prepare him for this as much as possible, to be a reliable support and friend.

Education at school is the first serious stage in the life of a developing personality. This is a place where the child not only gains knowledge, but also socializes among teachers and peers. As a rule, the process of adapting to new living conditions lasts quite a long time. Moreover, sometimes there are situations when it becomes necessary to transfer a student to another school. And again the child has to adapt.

Reasons for transfer

The transition to another school may be associated with a desire to study individual subjects in depth.

When transferring a child from one school to another, parents face the main task: how to make the change of educational institution the most painless for their child and for themselves. It all depends on the reasons that caused the need to transfer to another school. The most common reasons for changing schools are:

  • a change in the place of residence of the family (in this case, the child not only changes the school team, but in general the whole habitual way of life - the environment, the house);
  • the initiative of parents or the child himself, caused by the desire to gain deeper knowledge in certain subjects;
  • conflicts with teachers or classroom staff.

In the first case, you should talk to the child more often so that he does not feel lonely in the new living conditions. Also, if possible, you need to periodically meet with old friends, classmates or communicate with them on social networks. Do not worry about the fact that this will slow down getting used to the school or the class team - children adapt very quickly, so soon your student himself will refuse to communicate with former classmates too often - he will simply have no time to do it.

If the transition to another school is caused by a desire to improve the quality of education, then you need to carefully consider how easy it is for the child to master large amounts of material. If necessary, it is better to resort to the help of tutors so that the transition to a new school does not provoke a decrease in the child's academic performance and self-esteem.

More than 70% of all students who transfer to other schools do so in order to study individual subjects in depth.

In conflict situations, it is better, of course, to try to find a compromise, but if this is not possible, then changing the educational institution may be the way out. And then parents should make sure that such situations in the life of their baby do not happen again. To do this, together with the child, you need to understand the causes of conflict situations and the ways that help to avoid them.

What is the transfer process

Before you write an application to a new school, you need to talk with the principal

When transferring to another school, parents must draw up an ethically literate statement of the reasons for the transfer for the director and teachers, and this is done both in the former and in the future school. The issue of settling formalities is also important. The procedure for transferring to another school consists in the sequential fulfillment of a number of points:

  1. A visit to the director of the school you are going to transfer to in order to clarify the admission rules, requirements for students and the quality of educational services in the institution.
  2. Drafting an application for admission.
  3. If you transfer your child to a specialized educational institution, you will need to pass exams. Based on their results, you will be announced about admission to the school or refusal. If no entrance examinations are required, you can proceed to the next step.
  4. Conversation with the class teacher and principal of the school about the reasons for leaving. Be extremely polite and tolerant in the wording, as required by the ethics of conduct. In addition, this way you will avoid additional problems - the school administration must give you a reference to the child. And any conflicts can affect its content.
  5. Drafting a resignation letter.
  6. Settlement of issues related to the library. If some textbooks are lost, you will have to pay a fine, otherwise you will not be signed a bypass sheet, which means that you will not be given medical documents.
  7. Written confirmation from the school to which the child is transferring that he will be accepted to the new educational institution. This can be a certificate or an email, if the schools are geographically located far from each other.
  8. Obtaining a report card, characteristics, medical documents from the previous school and processing these documents in the new one.

This is a general plan for transferring a child from one school to another, but it should be noted that these requirements may vary slightly in different regions and cities. The package of necessary documents for admission to a new educational institution remains unchanged:

  • Application for admission;
  • Report card for the last academic year and current grades (if you are transferring a child in the middle of the year);
  • Psychological and pedagogical characteristics for the child from the class teacher, certified by the director.
  • Medical documents (results of annual examinations of specialists, vaccination card).

How to transfer through public services

Soon it will be possible to transfer a child to another school through the public services portal

In 2009, at the initiative of the Government of Russia, a public services portal project was launched, which performs the functions of connecting Russian citizens with the apparatus of regional and municipal government. Through the portal, you can not only ask a question of interest to one or another official, but also write an application for admission or transfer to another school. In order to use the online application form, you need to register on the portal, providing the following information about yourself:

  • Full Name;
  • Date of Birth;
  • place of residence;
  • passport data;
  • telephone and email address.

This information is enough to complete the registration and use the e-government opportunities for filing applications, making an appointment with various institutions. To use a number of other portal services, additional data is required.

To date, the service for registering the transfer of a child to another school is operating in a test mode for Muscovites.
