When students are promoted to the next course. Conditions for continuing education in the presence of academic debts

    A student who has academic debts in no more than two different disciplines after the end of the retake period and is not studying according to an individual curriculum of a special type in connection with the repeated study of disciplines / parts of disciplines for which the student has academic debts (hereinafter referred to as IEP with repetition), the possibility of training on IEP with repetition is provided.

    A student who has academic debts in no more than two different disciplines after the end of the retake period, and who is studying under the IEP with repetition, is given the opportunity to include additional disciplines (parts of disciplines) in which he has academic debts in the existing IEP with repetition, for re-study .

    A student who agrees with the IEP proposed to him with a repetition is transferred to the next course (autumn period), if the number of forms of final and intermediate knowledge control does not exceed 10 exams and 12 credits during one academic year 16, or continues to study in the current course (spring period and autumn period), if the number of forms of final and intermediate control of knowledge exceeds 10 exams and 12 tests during one academic year.

    A student who agrees with the IEP offered to him with a repetition (autumn period) may not be transferred to the next course if he decides to master the disciplines studied repeatedly during the academic year, separately from other disciplines of the working curriculum of the next year of study. This decision is formalized by a record in the student's personal application for the provision of an IEP.

    A student who refuses the IEP offered to him with a repetition is expelled from the Higher School of Economics for academic failure.

    The procedure for providing training opportunities and the procedure for training on the IEP with repetition is regulated by Appendix 5 "On training according to individual curricula for students with academic debts" to this Regulation. An exemplary form of the IEP with repetition is contained in Appendix 6 to this Regulation.

    In the case of a student being reinstated after being expelled for academic failure, he is given the opportunity to study on the IEP with a repetition, which also contains disciplines that have arisen due to the difference in the curricula of different enrollment years.

    The restoration of a student after expulsion for academic failure does not give the right to retake the discipline without re-study.

  1. Final provisions

    When conducting Exams and forms of current control of knowledge, in addition to the teaching staff (hereinafter referred to as the teaching staff), the rector, vice-rectors, dean of the faculty, heads of departments, representatives of the Department for the Organization of the Educational Process and the Methodological Department may be present. Other persons may be present during the control of students' knowledge only with the permission of the dean of the faculty.

    Violation of this Regulation on the part of the teaching staff and teaching support staff (hereinafter referred to as the CEP) of departments and educational units can be appealed by students individually by contacting the dean or vice-rector who coordinates the academic work. Failure to comply with the teaching staff or UVP of this Regulation is considered as a violation of the established procedure for conducting the educational process.

    A copy of the Regulations is located in educational units, at departments, in methodological and educational-methodical rooms, posted on the websites of faculties, as well as in other forms, including electronic ones, available to all students and teachers. Responsibility for compliance with this clause in terms of placement on the websites of faculties is assigned to the deans of faculties / heads of departments.

    This Regulation is subject to application by subdivisions of additional professional education of the University, including its branches, implementing reduced and / or accelerated educational programs of higher professional education, in terms of the procedure for summing up the results of knowledge control.

    Features of organizing the control of students' knowledge at the International Institute of Economics and Finance of the University are regulated by Appendix 7 to this Regulation.

    Features of the organization of knowledge control of students of the department "Joint Bachelor's Degree HSE and NES" of the Faculty of Economics are regulated by Appendix 8 to these Regulations.

    A student is considered to have academic indebtedness if he received a final grade below 4 points (on a 10-point scale) for the intermediate / final control of knowledge in the discipline, or for other types of educational work (practice, term paper, research seminar), or not showed up for Exam 13 without a good reason.

    Students who complete the academic year without academic debt are transferred to the next course in the prescribed manner.

    The procedure for the transfer of master's students who have successfully earned the required number of credits established in the working curriculum, but who have academic debts in disciplines in excess of the established required number of credits, is regulated by the Rules for the Development and Implementation of Master's Programs.

    Students with less than three academic debts in different disciplines at the end of the academic year are allowed to study in the next course with the obligation to eliminate academic debts at the beginning of the new academic year in accordance with the approved schedule of retake periods.

    A student who fails to take the exam for a valid reason is not considered to have academic debt. He submits it within the deadlines set by the dean of the faculty, in the next period of retakes.

    An “unsatisfactory” or “failed” mark, obtained during the intermediate or final control of knowledge in the elective disciplines of the curriculum, selected by students and included in their individual plan on the basis of a written application, is considered an academic debt and is taken into account on an equal basis with other debts.

    A "failed" grade obtained in a university-wide elective course is not considered academic debt.

    To eliminate academic debt, retakes are organized.

  1. The procedure for organizing retakes

    Students who have academic debts in three or more different disciplines 14 at the same time are not allowed to retake the results of intermediate or final knowledge control and are subject to expulsion for academic failure immediately after receiving academic debts in the third discipline.

    It is forbidden to retake the results of the intermediate or final control of knowledge in order to increase a satisfactory grade (from 4 points on a 10-point scale).

    Retake in the same discipline is allowed no more than two times.

    Retakes are held at any level of the accumulated assessment in this discipline.

    The first retake is conducted by the teacher who took the exam. Acceptance of the first retake by another teacher can be carried out only by agreement of the department with the teacher who conducted the Exam.

    The procedure for the first retake must fully comply with the procedure for passing the Exam. Only the grade obtained in the Exam is subject to retake. The previously accumulated score cannot be changed.

    The second retake of the Exam is accepted by a commission consisting of at least three people.

    The date of the second retake in the discipline, the composition of the commission and its chairman are determined by a written order of the head of the department responsible for the implementation of the discipline. The commission consists of the teacher who took the exam and at least two other teachers, one of whom is appointed by the chairman of the commission. The commission may include teachers from other departments. In the absence of a departmental structure in the unit implementing the academic discipline, the functions and procedures described above are performed by the dean of the faculty.

    When conducting the second retake, the commission, as an exception, may not take into account the results of the current control of knowledge and set the resulting grade, determining the results of mastering the discipline by the student.

    The second retake of the oral exam is held in the presence of at least three members of the commission, including its chairman. The score is given at the end of the meeting.

    The second retake of the written exam is held in the presence of at least one member of the committee. Reading and evaluation of the written work can be carried out by the members of the commission independently. Marks for written work are transferred by members of the commission to the chairman of the commission. Written work is graded no later than five working days after the retake.

    The grade for the Exam within the framework of the second retake is set by agreement of the members of the commission. In case of divergence of assessments, the assessment of the chairman of the commission is decisive.

    Based on the results of the second retake, a protocol is drawn up, which is signed by all members of the commission. The minutes of the retake of the Oral Exam contain the questions asked and a summary of the content of the answers. The protocol of the retake of the written exam contains the questions of the written work and a brief conclusion on the content of the answers.

    If the discipline program does not provide for the Exam, and the resulting grade is determined based on the results of the current knowledge control, then for students with academic debt in such a discipline, only one retake is organized, which is accepted by the commission, in accordance with the rules for the second retake, provided that the accumulated the assessment is not taken into account when assessing by the commission.

    For students with academic debt on term paper, only one retake is organized, which is accepted by the commission.

    The schedule of retakes is approved by the dean of the faculty twice a year.

    The start of the retake period cannot be scheduled earlier than the end of the session of the second and fourth modules.

    Retakes cannot be scheduled during vacation time.

    Retake periods cannot end later than the dates indicated in the table:

    The retake schedule includes at least two dates for the first retakes of the Exam by each teacher in whose discipline there are students with academic debts. The number of admission dates for the first retakes of the oral exam can be increased if the number of students with academic debts and absenteeism for a good reason during the session in this discipline at the faculty is more than 40.

    The retake schedule includes one date for the acceptance of the second retake of the Exam by a committee empowered to accept the second retake of the Exam for each discipline in which students have academic debts at the end of the last session. The number of dates for receiving the second retakes of the oral exam can be increased if the number of students with academic debts and absenteeism for a good reason during the session in this discipline at the faculty is more than 40.

    Teachers and departments that implement disciplines for which a student has academic debts following the results of the last session, inform and coordinate with the educational departments of the faculties the dates of admission of the first and second retakes, as well as the maximum number of students who can be present on one date at the retake, no later than than 5 working days before the start of the retake period.

    The retake schedule is presented to students with academic debts following the results of the last session, no later than three days before the date of the appointment of the first retake. To notify students about the schedule, electronic information transmission channels used at the faculty can be used.

    A student who has an academic debt or missed the exam during the session for a good reason, independently determines the retake date from the retake dates offered in the schedule and is recorded in the study unit to participate in the retake on a specific day.

    The educational part keeps records of students who signed up for retakes. In case of exceeding the maximum number of students agreed with the teacher, he offers the student another date for retaking the Exam.

    Coordination of the retake date between the student and the academic unit can be arranged using corporate e-mail, or other communication channels used by the faculty.

    Exam sheets for retakes are drawn up, transferred and received by the teacher / chairman of the commission in the manner prescribed by these Regulations, for the preparation, transfer and receipt by the teacher of examination sheets during the Exam.

    If a student is unable to appear for a retake due to valid reasons, the student or teacher / chairman of the commission notifies the study unit according to the rules used during the Exam.

    In the event of a significant number of non-appearances of 15 students for good reasons for the first or second retakes, by decision of the dean, additional dates may be determined within the dates established in clause 133 of these Regulations.

    At the end of the retake period, a student who has not managed to use the set number of retakes is considered a student who has not eliminated academic debts.

    A student who did not appear for a retake due to health reasons during the retake period is obliged to submit the conclusion of the clinical expert commission (hereinafter referred to as CEC) of the state, municipal medical and preventive healthcare institution at the place of constant observation of the student on the possibility of granting him academic leave for medical reasons. In this case, a decision is made in relation to the student to grant him academic leave in accordance with the Procedure for granting academic leave, approved by order of the Ministry of Education of Russia dated November 5, 1998 No. 2782. days from the end of the retake period.

    In exceptional cases, it is allowed to retake the Exam with an unsatisfactory grade, as well as in case of no-show, before the start of the retake period during the current session. The decision is made by the dean of the faculty in agreement with the teacher who conducted the exam. The number of retakes does not increase and is regulated by clause 117 of this Regulation. A student's application addressed to the dean with a request to allow him to retake early as an exception must contain a description of the reasons with the attachment of documents confirming the exceptional situation.

    The student is obliged to independently learn about the results of knowledge control. Ignorance of the results of the knowledge control does not relieve the student from responsibility and cannot serve as an excuse for not appearing for a retake or violating the deadline for filing an appeal.

    For graduate students, by decision of the dean, it is allowed to retake academic debts for the third or fourth modules before the start of the final state certification.

Rules for transferring to the next course and completing the learning process for undergraduate students of the International Institute of Economics and Finance of the State University - Higher School of Economics

1. General Provisions

1.1. These Rules establish the procedure for transferring to the next course and completing the education process for undergraduate students of the International Institute of Economics and Finance of the State University - Higher School of Economics (hereinafter ICEF), which take into account the specifics of teaching students in the undergraduate program with the receipt of diplomas from two universities: State University - Higher School of Economics (hereinafter SU-HSE) and the University of London (hereinafter LU).

1.2. The rules are developed in accordance with the Regulations on the final state certification of graduates of higher educational institutions in the Russian Federation, approved by the order of the Ministry of Education of Russia "On approval of the Regulations on the final state certification of graduates of higher educational institutions in the Russian Federation"; the regulation governing the issues of monitoring students' knowledge, approved by the Academic Council of the SU-HSE; other local acts of the SU-HSE, including the Regulations on determining the rating of students of the International Institute of Economics and Finance of the State University - Higher School of Economics, approved by order of the SU-HSE -04/630, and the regulations of the University of Latvia.

1.3. A student is transferred to the next ICEF course subject to the full completion of the SU-HSE undergraduate educational program for the corresponding academic year and the mandatory requirements of the LU program for this year of study (sections 3-6 of these rules). In case of failure to meet the mandatory requirements of one of the two programs, the student cannot be transferred to the next ICEF course.


1.4. In accordance with the requirements of the double degree program at ICEF, along with the forms of control established at the SU-HSE, external examinations are held. External Exam – an exam administered by the LU (hereinafter referred to as the LU Exam) or an exam administered by another organization that is taken into account by the LU for enrollment in its program.

2. Transfer to the next ICEF course: requirements of the SU-HSE program

2.1. The procedure for organizing and conducting knowledge control, including conducting retakes of exams and tests under the SU-HSE program, is determined by the regulation governing the issues of student knowledge control, approved by the SU-HSE Academic Council. The final (resulting) grades for academic disciplines and types of work are determined in accordance with the Regulations on determining the rating of student achievement of the International Institute of Economics and Finance of the State University - Higher School of Economics, approved by the order of the SU-HSE -04/630 and the Methodology for the formation of the resulting grade at the International Institute Economics and Finance of the State University - Higher School of Economics, approved by the order of the State University-Higher School of Economics -04/605.

2.2. Retakes, mentioned in clause 2.1, are held for academic disciplines that are not included in the LU program, as well as for disciplines of the LU program, provided that the LU exam is passed, but the resulting grade for the academic discipline is unsatisfactory. A student who did not pass the LU exam, but nevertheless completed the LU program requirements for transfer to the next ICEF course (sections 3-6), can also retake the final exam in the relevant academic discipline within the SU-HSE program.

2.3. A student who has fulfilled the requirements of the LU program for transfer to the next ICEF course (sections 3-6), and who has 1 or 2 debts under the SU-HSE program after two retakes, by decision of the ICEF International Academic Committee (hereinafter ICEF IAC) may get the opportunity study according to an individual curriculum in accordance with the regulation governing the issues of monitoring students' knowledge, approved by the Academic Council of the SU-HSE.

2.4. Students who can study according to an individual curriculum must submit an appropriate application indicating the deadlines for liquidating the remaining debts to the ICEF Education Department by October 10th. In case of violation of this deadline, the student cannot study according to an individual curriculum and cannot study academic disciplines from the next ICEF course either according to the SU-HSE educational program or the LU educational program and is subject to expulsion from ICEF SU-HSE.

3. Transfer to the next ICEF course: LU program requirements

3.1. The mandatory requirements of the LU program for transfer to the next ICEF course are determined by the results of external examinations. External exams are prepared and reviewed by the Advanced Placement Board (hereinafter AP Board) and LU. The IELTS English exam is compiled and conducted by an organization authorized by one of: the British Council (British Council), or IDP: IELTS Australia, or the University of Cambridge ESOL Examinations (Cambridge ESOL).

3.2. The AP Board and LU conduct exams once a year, so retakes of these exams during the year are not allowed. The LU Rules allow transferring a student to the next ICEF course in cases where the student has not passed the LU exam in an academic discipline that is not mandatory for studying the academic disciplines of the next ICEF course (hereinafter referred to as pre-requisites). In this case, the student is required to retake this exam at the end of the next academic year. A student can take the LU exam in a certain academic discipline no more than three times. A student who has not passed the LU exam three times and cannot continue studying at ICEF under the LU program is expelled from ICEF SU-HSE.


3.3. It is not allowed to retake the LU exam for which a positive assessment was received.

3.4. If a student cannot be transferred to the next ICEF course or complete his studies in accordance with the requirements of the LU program, then he may be allowed, in accordance with the criteria established by the ICEF IAC (clauses 4.2, 5.3, 6.2, 7.4), to re-take training at this ICEF course (not more than once per course, and not more than twice during the entire period of study), and at the end of the academic year, retake the relevant LU exams.

3.5. When repeating a year of study, the student studies according to an individual curriculum and, with the permission of the ICEF IAC, can study some disciplines of the program of the next ICEF course.

3.6. A student who can study according to an individual curriculum in accordance with clause 3.4 of these rules must submit a corresponding application indicating the list of academic disciplines of the next ICEF course that he intends to study to the ICEF Academic Department by October 10th. In case of violation of this deadline, the student cannot study according to an individual curriculum and cannot study disciplines from the next ICEF course either under the SU-HSE program or under the LU program.

3.7. Students who repeat the year of study are allowed to take LU exams only in the academic disciplines provided for by the working curriculum of the SU-HSE educational program.

3.8. The conditions for transferring to the next ICEF course according to the requirements of the LU program by year of study are regulated by sections 4-6 of these rules. The conditions for completing the training under the LU program are determined by the LU regulations and are set out in clause 7.3 of these rules.

4. Transfer to the second year of ICEF: requirements of the LU program

4.1. In the first year of study, ICEF students are not students of the LU program. Students take external IELTS exams and Advanced Placement Testing System (hereinafter APT) exams at the end of the year: "Calculus AB", "Statistics", "Microeconomics", "Macroeconomics". Transfer to the second year of ICEF is possible only if the student is enrolled in the LU program. The minimum necessary requirements for this are determined by the LU. In accordance with these requirements, for enrollment in the LU program, the following conditions must be simultaneously met:

a) The student has obtained at least two grades of "3" or higher on APT exams from three academic disciplines ("Economics", "Calculus AB", "Statistics"). At the same time, "Economics" is considered a LU as one academic discipline, including "Microeconomics" and "Macroeconomics", and in order to successfully pass this academic discipline, students must receive grades of at least "3" in both "Microeconomics" and "Macroeconomics";

b) the student showed a positive result in the IELTS exam. In accordance with the requirements of the LU, a positive IELTS result is an overall score of 6.0 or more, provided that no score below 5.5 is obtained in any of the four sections of the exam. If a student has other documents confirming a sufficient level of knowledge of English according to the rules of the LU (TOEFL, etc.), then he satisfies the condition for enrolling in the LU program and transferring to the second year of ICEF in terms of the level of English proficiency. At the same time, ICEF does not arrange for students to take any other external English exams, except for the IELTS exam in May-June.

4.2. A student who has not fulfilled the requirements of the LE program for transfer to the second year of ICEF and is not enrolled in the LE program has the right, in accordance with the criteria established by the ICEF IAC, to re-take the ICEF first year study program. Permission to repeat the study program can be obtained if the following conditions are met simultaneously:

a) the student has passed at least one of the four ART exams (i.e. achieved a score of at least '3') and scored no more than one '1' on those exams;

b) the student attended at least 80% of classes in all disciplines during the course.

5. Transfer to the third year of ICEF: requirements of the LU program

5.1. The main disciplines for studying in the third year of ICEF are disciplines in economics, for which the prerequisites are the disciplines of the second year of ICEF. A student can be transferred to the third year of ICEF in accordance with the requirements of the LU program, provided that the following conditions are met at the same time:

exams "Introduction to Economics" and "Mathematics 1" (pre-requisites of the disciplines "Microeconomics", "Macroeconomics", "Elements of Econometrics"), exam "Statistics 1" (pre-requisites of the discipline "Elements of Econometrics") for students all specializations;

· exam "Mathematics 2" (pre-requisites of the discipline "Further mathematics for economists") for students of the specialization "Economics".

As a pre-requisite for the "Elements of Econometrics" discipline, instead of the "Statistics 1" exam, the LU can accept a successfully passed "Statistics 2" exam.

5.2. A student who has not passed one LU exam, but is transferred to the third year of ICEF, must retake this exam at the end of the third year of ICEF.

5.3. A student who has not fulfilled the requirements of the LE program for transfer to the ICEF third year, has the right, in accordance with the criteria established by the ICEF MAC, to re-take the ICEF second year program. Permission to repeat the study program can be given on the condition that the student during the second year of study at ICEF attended at least 80% of classes in all disciplines.

5.4. A student who does not fulfill the conditions specified in clause 5.1 after re-studying in the second year of ICEF is expelled from ICEF SU-HSE.

5.5. A student re-studying in the second year of ICEF is studying according to an individual curriculum and has the right, with the permission of the MAC ICEF, to study academic disciplines and take exams in the third year of ICEF under the following conditions:

c) if a score of less than 20 points was obtained on a 100-point system in any of the failed LU exams, then the student cannot take more than one ICEF third-year exam.

6. Transfer to the fourth year of ICEF: requirements of the LU program

6.1. The main disciplines for studying in the fourth year of ICEF are disciplines in economics and finance, for which the prerequisites are the disciplines of the second and third years of ICEF. A student can be transferred to the fourth year in accordance with the requirements of the LU program, subject to the following conditions:

a) he successfully passed all the pre-requisites:

Macroeconomics exam (prerequisite for both International Economics and Monetary Economics elective exams) and Principles of Banking and Finance exam (prerequisite for Financial Intermediation and Investment Management exams) for specialization students "Banking and Finance";

Macroeconomics exam (prerequisite for International Economics and Monetary economics exams) and Microeconomics exam (prerequisite for International Economics and Industrial Economics exams) for students majoring in Economics;

Macroeconomics exam (pre-requisites for the International Economics and Monetary Economics exams), Microeconomics exam (pre-requisites for the Quantitative Finance and International Economics exams) and the Elements of econometrics exam (pre- requisites of the exam "Quantitative Finance") for students of the specialization "Economics and Finance";

· exam "Macroeconomics" (pre-requisites of the exam "International Economcis") and exam "Microeconomics" (pre-requisites of the exams "Industrial Economics" and "International Economics") for students of the specialization "Economics and Management".

b) he does not have academic debts for the LU exams or has a debt for no more than one LU exam.

6.2. A student who has not fulfilled the requirements of the LU program for transfer to the ICEF fourth year has the right, in accordance with the criteria established by the ICEF MAC, to re-take the ICEF third year study program. Permission to retake the ICEF third-year study program can be given on the condition that the student has attended at least 80% of the classes in all academic disciplines during the ICEF third-year studies.

6.3. A student who has not fulfilled the requirements specified in clause 6.1. conditions after re-studying in the third year of ICEF, is expelled from ICEF SU-HSE.

6.4. Students who are transferred to the ICEF third year without passing the ICEF second year LU exam are required to retake this exam at the end of the ICEF third year. If they do not pass this exam successfully, but have met all other requirements for promotion to the ICEF fourth year, they are allowed to take this exam at the end of the ICEF fourth year. In order for students to be able to successfully complete the ICEF fourth year program, they are not allowed to retake more than one LU exam in the ICEF fourth year program for the programs of previous years of study.

6.5. A student re-studying in the third year of ICEF studies according to an individual curriculum and has the right, with the permission of the IAC ICEF, to study academic disciplines and take exams of the LE of the fourth year of ICEF under the conditions:

a) for the studied disciplines, all pre-requisites for the LU program have been submitted;

b) no more than four LU exams are taken in total per academic year;

c) if a score of less than 20 was obtained in any of the failed LU exams, then the student cannot take more than one ICEF fourth-year exam.

7. Completion of the learning process and obtaining diplomas

7.1. An ICEF student receives a bachelor's degree in economics from the HSE, subject to successful completion of the final state certification.

7.2. The student is admitted to the final state attestation, which includes the final interdisciplinary exam and final qualifying work, upon successful completion of studies under the SU-HSE program.

7.3. The issue of awarding the LU diploma and the degree of its distinction at the end of the fourth year of ICEF is decided by the LU Examination Committee in August. Data on obtaining and the degree of distinction of the diploma are officially communicated by the LU to the student after August 23 and can be sent by the LU directly to other foreign universities when continuing the student's studies in foreign educational institutions. The student receives a diploma without reducing the degree of his distinction, provided that no more than one LU exam has been passed. Students who fail two LU exams receive a diploma with the loss of one degree of diploma distinction. Students who fail three or more LU exams do not receive a LU diploma. If a student receives three unsatisfactory marks in the LU exams in three or more academic disciplines, then he cannot receive a LU diploma.

7.4. A student who has not completed the SU-HSE program and has not received a LU diploma has the right, in accordance with the criteria established by the ICEF IAC, to re-take the ICEF fourth-year study program. Permission to retake the program of study can be given provided that the student has attended at least 80% of the classes in all disciplines.

On September 1, 2013, the Federal Law "On Education in the Russian Federation" comes into force. In accordance with this law, the system of higher education in the country is changing significantly. On the one hand, the law consolidates the positive experience that has been accumulated by the domestic education system, on the other hand, it takes into account global trends and prospects for the integration of Russian education into the global educational space.

How will this affect students?

Firstly, the rights and opportunities for students to receive education in various universities, including foreign ones, are expanding. A student can study academic disciplines in other universities, which will be counted and included in the diploma.

Secondly, state guarantees are given for obtaining a quality education, the interests and rights of the student are protected. For example, in accordance with Article 34 of the law, in the event of suspension of the license or accreditation of a university, the founder ensures the transfer of students upon their application to other universities to accredited educational programs of the appropriate level and focus. Previously, students themselves were looking for a university where they could continue their education, and RosNOU has already accepted students from several universities that have lost their state accreditation.

Thirdly, the responsibility of the participants in the educational process is increasing. As for students, they should know that now it will be possible to retake academic debts (poor grades and failure to appear for a test or exam) only twice. And the second time - a specially created commission. If the student has not arrived to retake the debt or has not liquidated the debt within the time limits established by the university, he is subject to expulsion from the university. The law determines the terms for the liquidation of academic debt within a year. In RosNOU, as in other universities, it is planned to set a deadline for the elimination of academic debts until the next session.

The law also introduces a new procedure - the conditional transfer to the next course of those students who, for a good reason, could not eliminate academic debts within the established time frame.

At the same time, charging students for re-passing the intermediate and final state certification is prohibited.

The rules for transferring from a paid place to a vacant budget place are changing - now only students who study at 4 and 5 can apply for this.

The whole system of higher education is changing radically.

The name of the education that students receive after graduation is changing. Today it is higher professional education, from September 1 it will be just higher education.

In higher education, three levels are established: level 1 - bachelor's degree, level 2 - specialist and master's degree, level 3 - training of highly qualified personnel. The system of postgraduate education has been abolished. Now federal state standards will also be developed for graduate students. They will also be awarded diplomas of graduation from the university, just like students.

Not only the form and type of higher education diploma is changing, but also its name. Students who have passed the state final certification will be issued a document on education and qualifications. It will not be called a government document. According to paragraph 11 of article 60 of the law, the samples of documents on education and qualifications will be established by the Ministry of Education and Science of the Russian Federation.

A new form of student card and record book has also been established, which will be received by students who entered universities after September 1 this year.

The student is transferred to the next course after passing all the exams and tests provided for in the curriculum (including differentiated tests for course projects and works). If, after the end of the session, students have an academic debt, then he is obliged to liquidate it within one month, after the start of the next semester, after the winter session - until March 10, after the summer session - until October 1. For valid reasons (for medical reasons), the dean may set the deadlines for the elimination of debts, but no later than the beginning of the next laboratory and examination session. As an exception, the dean may admit to the summer session a student who has arrears in the winter session, because. both sessions are within the same training course (first, second, etc.). But it is simply impossible to admit a student who has debts to the winter session, because. it is a debt for the previous course.

On the first day of the winter session, a student with debts must either be expelled or, at his request, left for re-education (only paid). There can be no other options.

Expulsion of students for academic failure is carried out in two cases, this is when:

a) the student received three “unsatisfactory” grades (including “failure” grades) in total in one or more subjects;

b) the student did not liquidate the academic debt within the period established by the dean's office.

The issue of leaving a student for re-training is decided by the dean of the faculty in exceptional cases, if there are good reasons; without good reason, retraining is carried out only on a contract basis.

Reinstated students and students left for a second course without good reason are required to fully study all the disciplines of the course in which they are enrolled.

In some cases, the dean has the right to re-credit some disciplines that were previously passed as “good” and “excellent”. The deadline for re-crediting is the first two weeks from the beginning of the academic year.

Retaking grades previously obtained in disciplines with the aim of improving them is not allowed. As an exception, the retake of disciplines in order to improve the grade may be allowed by the dean of the faculty in the last year of study upon the written application of the student in the case when it is necessary to score 75% of the grades "excellent" and "good" to receive a diploma with honors. The number of retaken disciplines is allowed no more than three.

The procedure for transferring previously passed disciplines is carried out as follows: the student writes an application for transfer to the name of the dean of the faculty, signs it with the teacher leading this discipline. Then the application is given to the dean of the faculty, who decides on the transfer.

Disciplines can be re-credited if they correspond to the course program of the studied discipline and the number of hours according to the curriculum (the difference in hours is allowed no more than 15%).
