By order of the Minister of Education of the RSFSR of January 11, 1992, the post of rector-organizer of the Leningrad Regional Pedagogical Institute was introduced, to which V. N. Skvortsov was appointed. He also headed the new university, the official opening date of which was November 2, 1992.

In three months, preparations for the educational process were completed: the selection of teaching staff, the development of curricula and programs. In February 1993, classes began at six faculties: natural science, foreign language, history and social sciences, mathematics and computer science, pedagogy and psychology, Russian language and literature. From September 1, students were also admitted to the faculties of geography and economics, defectology, engineering and pedagogy, and physical culture. The only department-workshop of the Russian School in Russia was opened.

The special status of the university, financed from the local budget, dictated a number of features in the acquisition of the student body: the conclusion of agreements with students on future work in one of the schools in the region; benefits for winners of regional Olympiads.

In 1996, the Institute was transformed into the Leningrad State Regional University, the founders of which were the State Committee of the Russian Federation for Higher Education and the Government of the Leningrad Region. The regional university became the second classical university in the region.

Today, more than 6,000 students study at the full-time, part-time and part-time departments of the university. The faculties of natural science and geography were opened; history and social sciences; engineering and pedagogical; foreign languages; correctional pedagogy and special psychology; philological; mathematics, physics and informatics; psychology and pedagogy; physical culture and sports; economy and investment; legal; arts; medical. The 39 specialties in which training is provided include such topical areas of professional training as linguistics and intercultural communication, sports management, socio-cultural services and tourism, design, information systems in the economy, accounting and auditing, public relations, government and municipal management, environmental economics.

The university is known far beyond the Leningrad region. The competition among applicants in 1999 averaged 5 people per place, and at the Faculty of Foreign Languages ​​it reached 13 people. Such a competition makes it possible to select the best school graduates of the region for training, raise the requirements for students, and at the same time improve the methodology and quality of teaching.

More than 500 teachers work at 26 departments of the university, including about 55% who have academic degrees and titles. Among them are academicians of the Russian Academy of Sciences and branch academies, honored workers of science, culture and art, honored teachers of Russia. The experience and skill of venerable teachers is combined with the energy and creative aspirations of the young. The average age of the teaching staff is 40 years. University teachers are the authors of 107 monographs, textbooks and manuals, 622 articles.

The concept of a regional university provides for the creation of a system of continuous education "school - college - university - postgraduate study and other forms of advanced training." This scheme has a theoretical and economic justification in the works and doctoral dissertation of the university rector V. N. Skvortsov, as well as real content. The university supports students of general educational institutions in professional self-determination, for future applicants there are preparatory courses, and at some departments there are Small Correspondence Faculties.

Relations have been established with lyceums and colleges, pedagogical schools: students study according to special "related" curricula and programs and have the opportunity to continue their education at the university, starting from the 2nd-4th year.

Postgraduate education is deployed in several areas:

Training of persons wishing to receive a second higher education;

Postgraduate and doctoral studies;

Improving the qualifications of city and region specialists.

The program for obtaining a second higher education is designed for 1.5-3 years of study, depending on the basic education in the chosen specialty.

Postgraduate students and applicants are enrolled in 17 specialties in the field of pedagogy, psychology, philology, history, philosophy, mathematics, computer science, history of science and technology. Doctoral studies open specialties in the field of history, philosophy and philology.

Professional development of specialists is carried out according to comprehensive plans. 15 training programs have been prepared in the most relevant areas, taking into account modern innovations and educational technologies.

In 1993, future foreign language teachers sat down at their desks in Boksitogorsk. The range of specialties has expanded rapidly, and now there are about 900 students studying full-time and part-time. Successful experience was used to organize representative offices of the university in Kingisepp, Tikhvin, Pushnoy village.

The results of scientific activity are published on the pages of the scientific press, including in the "Scientific Notes of the Leningrad State Regional University", discussed at conferences, symposiums, seminars. The most representative among the conferences organized by the Leningrad State Educational Institution were the Tsarskoye Selo Readings. The student scientific society is actively working.

Higher education today is also an early acquaintance with the experience, culture, economy, business life of foreign countries, readiness for existence in an open society and competition. The university has established relations with organizations and educational institutions in Germany, the USA, France, Austria, Poland, and China. Foreign teachers give lectures, conduct practical classes, in particular, the course of classical marketing is taught by Patricia Hadelstone, Professor of the University of Michigan. Foreign language practice is organized for the best students.

The material and technical base of the university is constantly being improved. An information and telecommunications center and a methodological center for modern educational technologies have been created, and the classrooms of a number of faculties are equipped with computers. A network of scientific and educational laboratories is being developed. The pride of the Faculty of Natural Science and Geography is the Winter Garden. The prospects for the development of sports disciplines are wide. The years that have passed since the founding of the university are marked by resounding victories of the pupils of the Faculty of Physical Culture and Sports at world, European and Russian competitions.

The scientific and reference apparatus of the university library, whose funds number hundreds of thousands of volumes, is being computerized. Here are rare editions (1500 books), and the 120,000th collection of the former House of Teachers from the Yusupov Palace, and the latest literature.

The new university quickly grew into a modern large educational and scientific center, the first graduates of which have been working in the cities and villages of the region for several years. Members of the State Examination Commissions note a good level of knowledge, a penchant for scientific research, and a high professional orientation of young specialists. In 1998, Leningrad State University passed a rigorous examination - it successfully passed attestation and accreditation. Today, no one doubts that the young, dynamically developing university has succeeded and has firmly taken its place among the higher educational institutions of the North-West of Russia.

The most important task that the Leningrad Regional State University sets for itself is the formation of a layer of true patriots who are able to solve humanitarian and economic problems in accordance with the needs of a particular person and country based on deep theoretical and practical knowledge.
