The appointment of scholarships of the President of the Russian Federation (Decree of the Government of the Russian Federation of August 27, 2016 No. 854) and the Government of the Russian Federation (Decree of the Government of the Russian Federation of November 03, 2015 No. 1192) in priority areas of training is carried out on a competitive basis. RUSSIAN ECONOMY

1. This Regulation establishes the procedure for awarding scholarships of the Government of the Russian Federation to students (cadets; students enrolled in educational programs of higher education in educational organizations administered by federal state bodies that train personnel in the interests of defense and security of the state, ensuring law and order) and graduate students (adjunct students) of organizations engaged in educational activities, studying in educational programs of higher education full-time in specialties or areas of training corresponding to the priority areas of modernization and technological development of the Russian economy (hereinafter, respectively - students, graduate students, scholarships).

2. Scholarships are awarded to students and graduate students studying in specialties or areas of higher education included in the list of specialties and areas of higher education that correspond to the priority areas of modernization and technological development of the Russian economy, approved by the Government of the Russian Federation.

3. Scholarships are awarded to students and graduate students by organizations engaged in educational activities at least 2 times a year in accordance with the selection criteria established by paragraph 5 of these Regulations, as well as within the quotas for scholarships established in accordance with these Regulations.

4. Applicants for the appointment of scholarships from among students and graduate students of the second and subsequent years of study must meet the criterion established by subparagraph "a" of paragraph 5, subparagraph "b" of paragraph 5 of these Regulations.

Applicants for the appointment of scholarships from among students and graduate students of the first year of study must meet the criterion established by subparagraph "a" of paragraph 5 of these Regulations, and one or more of the criteria established by subparagraphs "b", "c" and "d" of paragraph 5 of these Regulations, depending on the level of education.

5. The following criteria for the selection of applicants for scholarships are established:

a) a student or postgraduate student receives at least 50 percent of the grades "excellent" from the total number of grades received, in the absence of "satisfactory" grades obtained as a result of an interim assessment preceding the award of a scholarship;

b) achievement by a student or postgraduate student during the 2 years preceding the award of the scholarship, the following results:

receiving an award (prize) for conducting research work;

obtaining a document certifying the exclusive right of a student or graduate student to the scientific (scientific-methodical, scientific-technical, scientific-creative) result of intellectual activity (patent, certificate) achieved by him;

obtaining a grant for the implementation of research work;

recognition of a student or graduate student as the winner or prize-winner of an international, all-Russian, departmental or regional olympiad or olympiad held by an organization, competition, competition, competition and other event aimed at identifying the educational achievements of students and graduate students;

c) achievement by a student or postgraduate student during the 1 year preceding the award of the scholarship, the following results:

the presence of a publication in a scientific (educational-scientific, educational-methodical) international, all-Russian, departmental, regional publication, in the organization's publication. Said publication may contain restricted access information;

public presentation by a student or graduate student of the results of research work (including by making a report (message) at a conference, seminar, other event (international, all-Russian, departmental, regional) held by the organization);

d) the student and postgraduate student of the first year of study have the results obtained during the year preceding the award of the scholarship:

a unified state exam score of 80 or more in a general education subject corresponding to the priority entrance test established by the organization carrying out educational activities;

a document confirming that the student is the winner of the Olympiad for schoolchildren or the final stage of the All-Russian Olympiad for schoolchildren, held in accordance with the procedure established by the Ministry of Science and Higher Education of the Russian Federation, the profile of which must correspond to specialties and (or) areas of training. The indicated compliance is determined by the organization carrying out educational activities independently;

at least 50 percent of grades "excellent" from the total number of grades in the absence of "satisfactory" grades based on the results of the state final certification for educational programs of the previous level of higher education, subject to continuing education in the areas of training included in the list specified in paragraph 2 of these Regulations.

6. Scholarship quotas are established in proportion to the number of students and graduate students of organizations engaged in educational activities, studying in the specialties and areas of training included in the list specified in paragraph 2 of this Regulation.

7. Information on the number of students and graduate students for establishing quotas for scholarships for the next academic year annually, before November 20, is submitted to the Ministry of Science and Higher Education of the Russian Federation in the form established by this Ministry:

federal state bodies - in relation to students and graduate students of organizations engaged in educational activities that are under their jurisdiction;

organizations engaged in educational activities, which are the main administrators of federal budget funds - in relation to students and graduate students of these organizations;

organizations engaged in educational activities, the functions and powers of the founder in respect of which are exercised by the Government of the Russian Federation - in relation to students and graduate students of these organizations;

by the highest executive bodies of state power of the constituent entities of the Russian Federation or the executive authorities of the constituent entities of the Russian Federation authorized by them - in relation to students and graduate students of organizations of the constituent entities of the Russian Federation engaged in educational activities, as well as municipal and private organizations engaged in educational activities located in the territories of the constituent entities of the Russian Federation.

8. The Ministry of Science and Higher Education of the Russian Federation annually, until December 30, sets quotas for scholarships for undergraduate and graduate students for the following quota recipients:

9. Federal state bodies, on the basis of quotas established by the Ministry of Science and Higher Education of the Russian Federation, annually, until March 20, set quotas for scholarships for students and graduate students to organizations engaged in educational activities under their jurisdiction, in proportion to the number of students and graduate students.

10. Organizations carrying out educational activities:

determine the procedure for selecting applicants for the appointment of scholarships, which provides for the formation of an expert commission for the selection of applicants for the appointment of scholarships, which includes authorized representatives of students and graduate students of organizations engaged in educational activities, representatives of collegial management bodies of organizations engaged in educational activities, professional and public organizations and associations , scientific and pedagogical employees of organizations engaged in educational activities, and if the applicants' works contain restricted information, also employees of organizations engaged in educational activities with access to restricted information;

The RF government scholarship is awarded to students of secondary and higher specialized education. It is aimed at stimulating the successful education of students in priority areas for the state's technological development of the country.

The amount of such a study payment is fixed and amounts to 4,000 rubles for secondary specialized education, 5,000 rubles for higher education, and 10,000 rubles for graduate students.

In addition to the basic monthly payments, there are also additional payments that encourage the manifestation of special results in scientific activities:

  • 3600 rubles are additionally added to graduate students of higher educational institutions;
  • university students 1440 rubles per month;
  • students of secondary specialized institutions 840 rubles.

Throughout Russia, the number of annually paid scholarships of the Government of the Russian Federation is limited. Their total number is 2000. Of this total, it is provided:

  • postgraduate students 30;
  • university students 1200;
  • students of secondary special education 500.

One of the main requirements for an educational institution for assigning a government payment to a student is the corresponding priority area determined by law. These areas include the following:

Conditions for admission to the university

Students studying at a higher education institution may qualify for a monthly government payment. To do this, they must learn:

  • at an accredited university;
  • in priority areas approved by Russian legislation;
  • full-time education;
  • on the basis of reimbursement of the cost of education from the federal budget.

  1. Possession of copyright for a scientific article published in the media or in any scientific publication.
  2. Receive a grant for scientific research activities in the last two years.
  3. Have a patent right for a scientific discovery.
  4. Presentation of reports in scientific conferences, seminars.
This information and evidence is submitted by the students to the Scholarship Commission, which is compiling the list of candidates. Registration of the list takes place annually before the start of the academic year.

In order for the scholarship commission to include a candidate for receiving a government study allowance, it is necessary not only to meet all the requirements, but also to confirm them with documents. Collect and present the following documents and their copies:

  • a record book confirming the results of the student for the required period;
  • characteristics of the student received in the dean's office for this applicant on the government payment;
  • his passport;
  • a certificate stating that the student is enrolled in this educational institution;
  • student ticket;
  • documentary evidence confirming his successes and awards in scientific competitive activity;
  • evidence of patent law;
  • evidence of receiving a grant for scientific activities.
The collected documents are accepted by the scholarship committee, and on the basis of them a decision is made to include the student in the list. After the approval of the list, it is sent to the Ministry of Education for payment assignment.

Conditions for obtaining a secondary special educational institution

When approving the list, first of all, the compliance of the educational institution with the approved standards is checked. It must be accredited for the compliance of curricula established by law.

The following requirements are imposed on the form of education of a student of secondary special education:

  • Full-time education;
  • non-commercial type of training;
  • the direction of the profession and the educational program corresponds to the state goals and objectives.

The following requirements are imposed on the student when he is included in the list of persons who are entitled to a government payment:

  1. His participation for a year and a half in scientific research and experiments conducted by an educational institution.
  2. Participation and receiving prizes in various regional, international, all-Russian competitions and olympiads held to identify talents in scientific, creative and sports activities.
  3. Completion of the previous semester only with excellent and good results, provided that there will be more excellent results than good ones.

Documents required for registration

After a student of secondary specialized education began to meet all the criteria for receiving a scholarship from the Government of the Russian Federation, he must notify the scholarship commission of his educational institution about this. And to provide them, along with documentary evidence of their scientific activities, the following original documents and their copies:

  • student ticket;
  • a description of yourself from an educational institution;
  • record book;
  • passport;
  • a certificate from a secondary specialized institution that at the moment he is studying in it.

Based on these documents, the commission makes a decision and includes it in the list if there are good reasons. The list is then sent to the Ministry of Education.

Requirements for first year students
