PROFESSIONAL STANDARD "TEACHER"

The professional standard of a teacher is a document that includes a list of professional and personal requirements for a teacher, educator, valid throughout the Russian Federation.

Federal Law No. 236-FZ of 03.12.2012 “On Amendments to the Labor Code of the Russian Federation and Article 1 of the Federal Law “On Technical Regulation” introduced amendments that provide for the introduction of a new institution, a professional standard, into the labor sphere.

Chapter 31 of the Labor Code of the Russian Federation of December 30, 2001 No. 197-FZ (hereinafter referred to as the Labor Code of the Russian Federation) was supplemented by Article 195.1 "The concepts of employee qualification, professional standard"

Qualification of an employee is the level of knowledge, skills, professional skills and work experience of an employee. A professional standard is a characteristic of the qualifications necessary for an employee to carry out a certain type of professional activity.

By order of the Ministry of Labor of Russia dated October 18, 2013 No. 544 n, the professional standard "Teacher (pedagogical activity in the field of preschool, primary general, basic general, secondary general education) (educator, teacher)" was approved.

Decree of the Government of the Russian Federation of January 22, 2013 No. 23 approved the Rules for the development, approval and application of professional standards.

Professional standards are applied by: Employers in personnel policy and in personnel management, in organizing training and certification of employees, developing job descriptions, rating work, assigning tariff categories to employees and setting wages, taking into account the peculiarities of the organization of production, labor and management; Educational organizations of professional education in the development of professional educational programs; When developing, in the prescribed manner, federal state educational standards for vocational education.

The professional standard of a teacher has been applied by employers since January 1, 2015: In the formation of personnel policy and in personnel management; Organization of training and certification of employees; Conclusion of employment contracts; Development of job descriptions; Establishment of wages.

Teacher Assistant Job Responsibilities. Participates in the planning and organization of the life of the pupils. Carries out daily work under the guidance of a teacher; together with a medical worker and under the guidance of an educator, ensures the preservation and strengthening of health; hosting an event; ensures the sanitary condition of premises and equipment; ensures the protection of the life and health of pupils; interacts with parents.

Must know. Priority directions of development of the educational system of the Russian Federation; laws and other legal acts regulating educational activities; the convention on the rights of the child; pedagogy; psychology; age physiology; basics of pre-hospital medical care; sanitary and hygienic standards for the maintenance of premises and equipment; internal labor regulations of the educational institution.

Qualification requirements. Environment (full) general education and vocational training in the field of education and pedagogy without presenting requirements for work experience.

Junior Teacher Job Responsibilities. Participates in planning the organization of the life of pupils, conducting classes organized by the educator. Carries out daily work under the guidance of an educator, together with a medical worker and under the guidance of an educator, ensures the preservation and strengthening of the health of pupils. Ensures the condition of premises and equipment that meets the sanitary and hygienic standards for their maintenance. interacts with parents of pupils. complies with the rules on labor protection and fire safety.

Qualification requirements. Secondary vocational education without presenting requirements for work experience or secondary (complete) general education and professional training in the field of education and pedagogy without presenting requirements for work experience.

Tutor. Job responsibilities. Organizes the process of individual work with pupils to identify, form and develop their cognitive processes; together with the pupils, distributes and evaluates the resources of all kinds available to him for the realization of the set goal; organizes interaction with parents; contributes to the most complete realization of creative potential and cognitive activity; controls and evaluates the effectiveness of the construction and implementation of the educational program (individual and educational institution).

Must know. Priority directions of development of the educational system of the Russian Federation; laws and other legal acts regulating educational activities; the convention on the rights of the child; pedagogy, psychology; age physiology; methods and forms of monitoring; pedagogical ethics; fundamentals of ecology, economics, sociology; labor legislation; tutor technologies; modern pedagogical technologies of productive, differentiated, developing education; the basics of working with text editors, spreadsheets, e-mail and browsers, multimedia equipment; rules on labor protection and fire safety.

Qualification requirements. Higher professional education in the field of study "Education and Pedagogy" and at least 2 years of teaching experience.

Persons who are not allowed to engage in pedagogical activity are: Deprived of the right to engage in pedagogical activity in accordance with a court verdict that has entered into legal force; Those who have or had a criminal record for crimes, the composition and types of which are established by the legislation of the Russian Federation; Recognized incompetent in accordance with the procedure established by federal law; Having diseases provided for by the established list

To date, the start date for the application of the professional standard "Teacher (educator, teacher)" has been postponed to September 1, 2019.


Outside work invariably seems easier than it actually is. So the work of a teacher, according to the ideas of most people, comes down to checking notebooks and filling out a class journal. Few people realize that in addition to conducting classes, teachers are inundated with a paper routine. What is it (the opinion of those in power)

The current rhythm of life requires constant innovation. Today's students are not exactly the same as they were literally 10 years ago. They require a special approach of the teacher.

The professional standard of 2017 includes a list of documents that contains requirements for the personal and qualification skills of a teacher. According to the Ministry of Education, this list will increase the interest of the teaching staff in their work. And, thanks to this, modern children will begin to love classes and lessons more.

From January 1, the professional standard of the teacher 2017, approved by the Government of the Russian Federation, is introduced. This is a key document that contains a list of personal and professional competencies of a specialist.

The adopted document will become the basis for the certification of teachers and the assignment of qualification categories. Its norms will be guided when hiring and forming wages. Specifying the knowledge and skills that a teacher should possess, the professional standard reflects in detail his labor actions and divides them into modules.

Professional standard of a teacher: structure

To create all professional standards, there is a single base - a layout that includes the following items:

  1. General characteristics of the profession. Name, activities of employees, classification according to OKVED and OKZ.
  2. functional card. Activity functions.
  3. Characteristics of labor functions. A detailed description of the knowledge, skills and types of actions carried out by specialists.
  4. Information about the organizations- developers.

The structure of the teacher's professional standard is determined by two generalized components:

  • basic ("three whales" of pedagogical activity - training, education, development);
  • additional (project development and implementation of educational programs, taking into account the specifics of the teacher's work).

In addition, the professional standard has two additional blocks - "Mathematics" and "Russian language". It follows that, for example, the qualification of a Russian language teacher is determined by five job functions:

  1. Education.
  2. Upbringing.
  3. Development.
  4. Implementation of educational programs.
  5. Block "Russian language".

According to Government Decree No. 584, the transition to the new standards will continue until January 1, 2020. The new professional standard is not a rigidly fixed, "monolithic" document - it allows for the possibility of supplementing the requirements depending on regional characteristics and internal standards of educational institutions.

Professional standard for teachers in 2017: new tasks

The new document introduces five differentiated levels of teacher qualification. They define the requirements for knowledge, skills, abilities and experience that are necessary to perform a job function. The standard also includes a list of professional competencies. For example, for a full-fledged work, a teacher needs to have eighteen basic skills and abilities. Particular attention is paid to inclusive education, support for socially vulnerable and talented students.

We can say that the modern teacher is assigned the role of a social therapist who is able to recognize the pedagogical and even psychological problems of the child in time. In cooperation with narrow specialists, the teacher must identify and solve a wide range of problems that the student has.

"Pitfalls" of the introduction of the professional standard "Teacher"

Today there are more than a million teachers in Russia. Some of them are ready to follow the new rules, while others are not. The main problem is the lack of conditions:

  1. Insufficiency of the material base. If the school intends to educate special children, the building must be provided with elevators, ramps, equipped toilets, etc.
  2. Shortage of narrow specialists. In order for a teacher to be able to deal with all students, not only his knowledge, skills and desire are needed. The staff should include psychologists, tutors, sign language interpreters, defectologists and medical workers.
  3. Lack of methodological materials for working with students of different categories.
  4. Weak base for training and retraining of teachers.
  5. The absence of an attestation procedure that will allow an objective assessment of the teacher's complicated work and ensure his professional growth.
  6. Overload of teachers. Speaking about the need for a personal approach to each student, one will have to take into account that almost all teachers today work for one and a half to two rates. To meet the requirements of the standard, the load should be no more than twenty hours per week.
  7. Insufficient awareness of representatives of local ministries and departments of education about what is required of teachers today. Managers have minimal knowledge of pedagogy and psychology.
  8. Possibility of deterioration of relations in pedagogical collectives. The emergence of a system of positions (assistant and assistant teacher, teacher, senior and chief teacher, mentor and expert), according to many experts, can negatively affect the education system and lead to an outflow of personnel.

Against the background of the introduction of the “Pedagogue” professional standard, everyone who it affects is divided into two camps - those who are sure that difficulties can be overcome, and those who call the document another headache. But since the salary of the teacher will depend on the fulfillment of the norms of the standard, both of them will have to get down to business.

In the meantime, the school administration needs to develop a plan for a phased transition to the application of professional standards and at the same time take into account all the changes that occurred during 2016. Including the fact that the new Minister of Education and Science Olga Vasilyeva announced a number of innovations in the professional standard of the teacher, as well as the postponement of the date of introduction of this document at the request of the pedagogical community until January 1, 2018.

When will the professional standard of the Teacher begin to operate?

As we noted above, this document came into force on 01/01/2017. Fortunately, this does not mean that right from the beginning of this year, the employer must strictly follow this professional standard, and employees must meet the requirements specified in it. There are regulations that will allow the employer to prepare a little for work according to the professional standard of the Teacher, approved by the Ministry of Labor.

1. Draft Order of the Ministry of Labor of the Russian Federation, which suspends the professional standard of the Teacher. In the specified legal act, it is proposed to postpone the start date of the professional standard for teaching staff to September 01, 2019. The reasons for the postponement are the following:

  • numerous appeals from teaching staff and representatives of trade unions that employers and employees are not yet ready to apply the professional standard;
  • a unified system for assessing the level of professional competence of teachers has not been formed;
  • federal state standards of higher and vocational education must be brought into line with the professional standard.

While this document is only under public comment and has not yet passed the registration procedure with the Ministry of Justice. We are monitoring the progress of this regulation and will keep you updated on this matter.

2. Decree of the Government of the Russian Federation of June 27, 2016 N 584. This government decree establishes the features of the application of professional standards in state and municipal institutions. Officials gave time to these organizations to switch to the application of the professional standard until 01/01/2020.

What actions need to be taken to switch to the professional standard of the Teacher?

The aforementioned Decree of the Government of the Russian Federation notes that before the beginning of 2020, state and municipal institutions must completely switch to the application of the professional standard. To do this, it will be necessary to approve a plan for organizing the application of the professional standard. This plan should include the following information:

  • a list of professional standards that are to be applied in your organization;
  • on the need for employees to receive additional education, vocational training after assessing the compliance of their competence with the qualification requirements specified in the professional standard, as well as information on the implementation of these activities;
  • stages of application of the professional standard;
  • a list of internal documents of the organization that will need to be amended in connection with the application of the professional standard (regulations on certification, regulations on bonuses, job descriptions, etc.).

As of 2017, this complex has more than 1000 professional standards that are used to regulate the work of specialists in various fields. To streamline this list, in accordance with the Order of the Ministry of Labor and Social Protection of the Russian Federation of September 29, 2014 N 667n “On the Register of Professional Standards (List of Professional Activities)”, an information resource was formed containing a constantly updated base of professional standards.

Pedagogical activity is considered by the Ministry of Labor and Employment as one of the most responsible areas of activity. That is why professional standards in this area were among the first to be approved. At the same time, taking into account the versatile and complex nature of pedagogical work, such documents were compiled on the basis of the principle of maximum universality.

Special requirements for applicants for the post of educator

Since the work of an educator involves constant close contact with children, the experts, when developing a professional standard in a preschool educational institution, were guided primarily by the need to ensure their safety. In this regard, this professional standard, in addition to the requirements for education and qualifications, special conditions were included, for compliance with which the employer is obliged to check each applicant for the position of a kindergarten teacher:

  • deprivation of the right to carry out any types of pedagogical activity, which entered into force on the basis of a sentence pronounced by the court;
  • conviction for special types of crimes listed in Art. 331 of the Labor Code of the Russian Federation;
  • the incapacity of a citizen, established in the manner determined by the current legislation;
  • the presence of diseases that pose an immediate danger to persons in contact with the carrier.

Application of the professional standard of a preschool teacher

The procedure for applying professional standards, including the professional standard of a preschool teacher, is regulated by the provisions of Art. 195.3 of the Labor Code of the Russian Federation. In particular, this section of this regulatory document establishes that the application of a specific professional standard is mandatory if such a requirement is established by the Labor Code itself or other applicable regulations.

At the same time, the professional standard of the preschool teacher does not apply to such documents, which means, within the meaning of paragraph 2 of Art. 195.3 of the Labor Code of the Russian Federation, its application is advisory in nature. In particular, this article suggests that employers use it to develop and establish their own requirements for the qualifications of preschool education workers.

Particular attention should be paid to the timing of the entry into force of this professional standard. Thus, the text of the order of the Ministry of Labor No. 544 contains an indication that its provisions come into force on January 1, 2015. However, due to the complexity of the development of this document, the date of its entry into force was postponed by Order of the Ministry of Labor and Social Protection of the Russian Federation of December 25, 2014 N 1115n “On Amendments to the Order of the Ministry of Labor and Social Protection of the Russian Federation of October 18, 2013 N 544n "On approval of the professional standard "Teacher (pedagogical activity in the field of preschool, primary general, basic general, secondary general education) (educator, teacher)"".

Note! The final version of the professional standard of the educator came into force on January 1, 2017.

Use of a professional standard in case of insufficient qualification of an employee

The current regulatory documents do not consider the discrepancy between the level of qualification or knowledge of the employee professional standard requirements as grounds for his dismissal. At the same time, in practice, such a discrepancy can create a real problem for an employer who requires certain professional characteristics from a given employee. In this situation, it is advisable to pay attention to paragraph 2 of part 5 of Art. 47 of the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation", which provides education workers with the right to undergo training to improve their skills. At the same time, such training should be organized at least once every three years.

Thus, the professional standard of a preschool teacher is a comprehensive description of the requirements for the professional characteristics of such a specialist, including the presence of special knowledge and skills, education, qualifications, etc. At the same time, however, the employer has the right, at its discretion, to adjust these requirements for the purposes of application in personnel policy, thereby ensuring their maximum compliance with the specifics of the work of their institution. This is due to the fact that professional standard teacher as of 2017 is not included in the list of professional standards that are mandatory for employers.
