Background

In 2014, Russian President Vladimir Putin instructed to create a national ranking of universities. Its task is to show the society and the universities themselves the state of affairs in the university in each direction of its activity.

On November 2, 2016, Viktor Sadovnichy announced the launch of the Moscow International University Ranking "Three Missions of the University".

The founders of the project are the Russian Union of Rectors and the Association of Rating Compilers became the operator, among the founders of which are the research center " Expert RA", VTsIOM and other organizations.

Rating agency "Expert RA"- Russian credit rating agency. Engaged in the assignment of ratings, as well as research and communication activities.

All-Russian Center for the Study of Public Opinion, VCIOM(until 1992 - All-Union) - the oldest Russian research organization that regularly conducts sociological and marketing research based on public opinion polls. One of the largest Russian companies in this market. Created in 1987. 100% of the company's shares belong to the state.

Universities in the ranking are evaluated according to 35 indicators, reflecting the three main missions of the university in the modern world:

  • "education",
  • "the science",
  • "university and society".

Moreover, unlike the three currently recognized global world rankings of universities ( THE, QS, ARWU), the largest weight - about 40% - in the new international ranking will be taken by the assessment of the educational mission of higher education institutions.

35 indicators are combined into five groups, each of which has a certain weight in the final assessment:

  • "education" (40%),
  • "science" (30%),
  • "internationalization",
  • "sustainability and development potential",
  • "distance education" - 10% each.

Project 5-100- a state program to support the largest Russian universities. Launched by the Ministry of Education and Science of Russia in accordance with the decree of Vladimir Putin dated May 7, 2012 "On measures to implement state policy in the field of education and science."

The goal of the project is to increase the prestige of Russian higher education and bring at least five universities from among the project participants into the top 100 universities of three authoritative world rankings: Quacquarelli Symonds, Times Higher Education and Academic Ranking of World Universities.

Every year, thousands of useless and poorly trained specialists enter the Russian labor market. To avoid such a situation after graduating from an institute or university, it is better to study the rating before entering the most demanded Russian universities in 2017-2018. We bring it to your attention. The rating compiled by the Social Navigator project (owned by the International Information Agency Russia Today) is based on a number of important factors, such as:

  • the need (on the part of employers) for specialists trained by one or another educational institution;
  • the demand for a research product produced by a university, which is measured in the citation index of scientific publications of employees;
  • monetization of the intellectual product (research and development) produced by the university.

The list of the most popular universities in 2017 includes almost all institutions that train students in the most important and additional programs of higher education. The exception is religious and military educational institutions, as well as universities in the field of culture.

Here is what the top 20 best classical universities in Russia look like. They are leaders in citing the works of employees - 11.9%.

As in 2016, it occupies the first line in the current ranking.

Here are engineering universities that are considered the best of all Russian technical universities.

MEPhI tops the list, in which the index of citation of the works of the teaching staff reaches a record 27%.

Engineering universities have the highest rate of intellectual product capitalization. On average, it is 15.6% of the budget of universities.

On the other hand, agricultural universities in Russia have the highest share of graduates who got jobs by distribution. It is 68%.

As in the list of demand in 2016, the first lines in the current selection were “staken out” by SSAU and KubSAU.

Russian medical universities are in second place in terms of employee citation index (11.7%).

On the other hand, liberal arts universities cannot boast of either a high citation index (8.6%) or a large share of the budget from scientific research (7.7%).

And the selection of the most popular universities and institutes in Russia in 2017 is completed by institutions from the field of management.

Graduates of such universities are the most unclaimed in the labor market. The hardest thing will be with finding a job in the specialty for graduates with "crusts" of economic, financial and legal profiles.

Natalya Tyurina, who heads the Social Navigator project, believes that such a rating will be of great interest to both future applicants and current employers who are looking for promising personnel. Many school graduates are guided by the demand for higher education institutions, making a choice where to go to study.

Tyurina also noted that the comparison of the current and last year's rating results would not be entirely correct. This year there have been changes in the internal structure and optimization of universities. Because of this, some educational institutions that were in worthy positions in 2016 disappeared from the list.

At the same time, the leaders in each list of universities remained the same, which, according to experts, indicates the sustainability of higher education, if we take its characteristics as a basis.

Higher education at all times was considered an element of prestige, although not all graduates, being on the threshold of their alma mater, are fully aware of the importance of the step taken. What's there - many until the moment they receive a certificate cannot decide on a university, respectively, on the business of a lifetime, and when it comes time to make a decision, they either do it hastily or start from not the most significant factors.

Of course, the more prestigious the institution, the greater the desire to become a part of it. The status of the university in the future may play a dominant role in the distribution of vacancies in a reputable company. Most likely, this is how it should be done - choose an institution in accordance with its popularity and the quality of education, and the rating of the best Russian universities in 2016 will help you find out which institution is better.

Universities "not for everyone" have been and will always be. The competition also existed in Soviet times, only instead of the results of the Unified State Examination, the average number of points on the basis of the entrance exams was taken into account. As a rule, there were 4 of them, respectively, in order to go through the competition to a reputable institute, it was necessary to score "20", having passed all the exams with "5". Today, competition is viewed in terms of USE scores - the higher the pass limit, the more difficult it is to get into an institution. According to the results of the last "university" year, economic and medical institutions are in the first place in terms of prestige - 83.6 and 80.1 points, respectively. In third place are techies with 70.2 b.p.

Popular universities cooperate with related enterprises, so graduates have fewer problems with employment. High activity in this matter is shown by the same doctors and techies, who are determined to get as many skills as possible in their profession during their studies. Many graduates do not even have to think about their future work - they include the so-called "specialists" sent to study by the municipality or company. This practice is especially widespread in the field of medical education, where approximately 29% of students were once “seconded” by healthcare enterprises. In second place in terms of the number of target recipients are technical universities (9%), economists are in third (2%).

What does the rating show?

The most indicative ranking of universities, compiled by the Expert RA agency with the support of O. Deripaska's Volnoe Delo Foundation, turned out to be the most reliable. It was created with the aim of forming a list of popular institutions in the country based on an assessment of the quality of education received in them, as well as increasing their level of competitiveness. This is the fifth rating that has successfully passed the IREG-Observatory audit. International experts have confirmed that the rating compilers have chosen the most effective methodology for ranking participants, while the result meets the highest class standards.

In the course of the survey, it was possible to find out what influences the choice of a university to a greater extent. The first three positions were distributed as follows:

  1. 32% of applicants answered that they chose the rating as the defining source of information.
  2. 29% relied on the opinion of friends, loved ones.
  3. 11% obeyed their parents.

Fundamental factors in the ranking

The developers of the methodology have identified several weighty arguments by which it is possible to determine the quality level of education with a high degree of objectivity. When scoring, the following were taken into account:

  • The level of teaching, including how many teachers there are for every hundred students;
  • The degree of international integration - how many foreign students study at the institution;
  • Availability of resources - how much per year is spent on each student;
  • Popularity among applicants - the number of winners of the Olympiads accepted out of competition, the cost of education in the 1st year, the passing score of the Unified State Examination;
  • To what extent are university graduates in demand by employers;
  • Research activity.

findings

The analysis of the result led to several final conclusions:

  • In the top ten in technical and economic specialties there are 3 institutions - these are the state universities of Moscow, St. Petersburg and Novosibirsk;
  • In the field of technical HE, there is fierce competition between institutions;
  • In the system of economic higher education, there is no competition between higher and middle-level institutions.

Almost all the leading lines of highly specialized ratings are occupied by Moscow State University - the titled university of the country lost to its competitors in only two ratings: in the direction of engineering science (ahead of the Bauman Moscow Institute of Physics and Technology) and in medicine (Moscow State Medical University named after Sechenov is in first place).
