"Someone stole the video." How the story develops with the arrival of graduates of the FSB Academy on gelendvagens

For obvious reasons, the Academy of the FSB has always been one of the most closed - despite the fact that it is very prestigious - higher educational institutions of the Soviet Union - the Russian Federation. There has never been a shortage of people who want to enter here, but many could not find an answer to the question of how to do this and where in general you can learn something about an educational institution that trains employees for state security agencies. Our interlocutor is the First Deputy Head of the Academy of the FSB of Russia, Major General Viktor OSTROUKHOV, Honored Lawyer of the Russian Federation, Doctor of Law, Professor. Your university has always differed from other military educational institutions even by its name. Previously, there was the Higher Red Banner School of the KGB, and at a time when the purely military names of schools and academies began to change into amorphous institutes and universities, it turned into an academy. Why?

“School” is a historical name. So initially all military educational institutions were called. This year our academy is celebrating its 85th anniversary - it dates back to April 26, 1921. And on August 24, 1992, the President of Russia issued a decree, according to which the Higher Command of the KGB became known as the Academy of the Ministry of Security. The renaming was not formal, there were appropriate prerequisites for this: the scientific potential became stronger, a galaxy of outstanding scientists appeared both in the humanities and in the mathematical field, who created their own schools ... So, in accordance with the standards of the Ministry of Education, we could already be called an academy.

So now you give an academic education?

In principle, in terms of its status, the KGB Higher School of Command was equated with an academy, graduates received the appropriate basic training, and they no longer needed additional education. By the way, they were traditionally called not cadets, but listeners. Graduates were given an academic badge. With state accreditation in 2003, the status of the academy was unconditionally confirmed. In general, the scientific potential of the university allows us to say that this is a real academy, and not just a tribute to fashion and time.

It is known that in many military educational institutions bringing the program under a single educational standard had a negative impact on the quality of training of military specialists ...

I would like to say right away that the academy trains not military specialists, but future employees of the special services of the Russian Federation. The state standards of higher education used at the academy make it possible to prepare exactly the kind of graduates that are required in the existing divisions.

What is emphasized in terms of vocational training?

In addition to the fact that we provide general standard higher education, our students receive special training in full. The first two years the main emphasis is on general academic training, then we move on to specialization. She gets special attention. Of course, we are in a very difficult situation: we need to meet the requirements of the State Educational Standard and train specialists in a quality manner. In general, this is Scylla and Charybdis.

It is clear that somehow you manage to pass between them... Such a question that interests many readers: what is the "military component" of training at the academy?

Although we usually wear civilian clothes, we are still people who wear epaulettes. This is where the component of military training comes from. In general, the employee must be a physically strong person, prepared in all respects. Therefore, all those who entered the academy during August take a “young fighter course” in the camps - combat, fire, moral and psychological, up to running in tanks, and other initial military training ... Thus, strong-willed qualities begin to be laid from the very beginning.

As you said, you usually wear plain clothes...

But students attend classes only in uniform, so that they feel that they are military people. They serve on guard duty, in internal dress, and penalties, if necessary, are applied to them in accordance with the Disciplinary Charter of the Armed Forces of the Russian Federation.

Given the current situation in the North Caucasus, what percentage of your graduates are sent to this region?

Immediately upon graduation from the academy, our students do not fall into "hot spots". Only later, when they have already gained sufficient experience in their specialty.

Who is being trained within the walls of the academy today?

First of all, operatives, investigators, translators, mathematicians, engineers, information security specialists for the FSB and other special services and bodies... Although these specialties belong to our service, they are also in demand by civil society. The list and number of specific specialists are determined by the territorial bodies, departments that send their candidates to us for training.

Many are interested in the question, to which, unfortunately, it is not easy to get an answer: how can I enter you?

The question is really important, it is often asked, and the answer for many, I think, will be unexpected: it is very easy to get to us. Anyone who wants to enter the academy must apply to the FSB unit at the place of residence. If we talk about the territory - then this is a territorial body, if about the Moscow region - the Moscow Department of the FSB or the Central Office. You can also apply directly to the academy, to our personnel service, but it is better to contact the territorial divisions.

And no more problems?

How can you tell? A person has a desire, aspiration ... And the task of those who select personnel for work in the security agencies is to understand what motives drive a person and whether he is worthy of working in the agencies.

Well, let's say the national question - can't it become a barrier to admission?

We have a multinational state, and there are no restrictions on the education of representatives of one or another nationality at the academy. We can assume that all the nations and nationalities of the Russian Federation are represented here. The main thing is that a person acts with an open soul, clear aspirations and pure thoughts. Of course, there is a psycho-physiological selection, testing. And the methods that we have developed clearly show what kind of person he is: either with a really stable motivation for serving in the security agencies, or he is pursuing some kind of selfish goal, or this is just not yet a well-established personality ... We can learn only balanced people, diligent, strong-willed, because the preparation is really serious, and the workload is high. In fact, they are the ones who come to us.

The young man decided to come to you. What should he do?

About a year before admission, he must apply to the territorial body of the FSB, that is, at the end of the 10th grade or during the summer holidays, no later. During the year, a candidate for study must pass a military medical commission, a test for professional suitability in terms of his personal qualities, mental, psychological state. In addition, it is no secret that various structures are striving to get into the bodies - both organized crime and foreign intelligence services ...

Can these be identified?

We have very qualified employees, and the possibility that an unwanted element will get to us is practically excluded.

After passing the test, do applicants come to take exams at the academy?

No, only residents of Moscow and nearby regions take exams here. A certain quota is allocated for all territorial bodies, and entrance examinations, as well as competitive selection, are held directly on the spot. Children from the regions come to us already as listeners.

Where do they take their exams?

There are certain universities, usually the leading civilian universities in the region, where applicants undergo centralized testing. Thus, several tasks are solved simultaneously. First of all, since we now have a targeted direction for study, the head of the territorial body works with the candidate for study from the very beginning and knows that the one he selected will return to him. Another task is to save money: it is not necessary to take all applicants to Moscow. By the way, passing exams begins with physical preparation - passing certain standards. If a young person fails to meet the standards, the question arises: will he be able to endure the physical, moral and psychological stress that he faces in the future in the service? Therefore, we pay great attention to physical training during the entire period of study.

How can you assess the overall level of applicants?

Pretty good. A person with a level below the average will certainly not enter us. Solid knowledge of Russian and foreign languages, history, social science is required. Those who go in the line of communication and informatics must be prepared at the level of applicants for the Mechanics and Mathematics of Moscow State University. We have a very difficult learning process, no discounts are given to anyone, and only those who have good basic training and really practice can stand it. On the other hand, specialists also turn out to be of high quality: after all, they must not only know what the enemy knows, but also anticipate his actions.

If we talk about social characteristics - is it possible to approximately determine who comes to you?

I will make a reservation right away: the criterion of “rich” or “poor” does not work for us. Our main criterion is the moral, physical and mental readiness to serve in the security agencies. Basically, several categories can be singled out... Of these, I will especially note those who come according to family tradition: children, grandchildren of former or current employees of the security agencies. They usually make a conscious choice. There are, of course, romantics (in a good sense of the word) who seek to serve the state. By their service in the organs, they may themselves establish a family tradition.

As you can understand: now you are mainly graduates of high school ...

The VKSh of the KGB accepted either those who had completed military service or military personnel, but in the 1990s, due to the situation in the army and in the country, it was decided to accept school graduates. Now the situation is gradually changing, and we focus more on the admission of those people who have formed a motivation, that is, people who have received higher education in various universities. They receive vocational training at the academy, and then are sent to the units. This direction is now becoming dominant.

What can you tell about the peculiarities of studying at the academy?

First of all, every applicant must be aware that it is difficult to study here, but it is interesting that he will be given a good specialty. We have a strong teaching staff. Corresponding members, doctors of sciences teach at the academy... We take an active part in the development of federal laws, we work on orders from the Security Council. In general, the academy is an educational institution where scientific research is really carried out for the benefit of our state and society.

Does that mean research is being done?

Yes, the academy has both postgraduate and doctoral studies, there are 6 dissertation councils - three humanitarian profiles and three technical ones - in 13 specialties. I would like to note that our academic mathematical school is a universally recognized world-class school. But most of the topics, of course, are closed, because we are talking about issues of state security.

It is clear that scientific research is connected with the most pressing issues of our time. But are today's realities reflected in the educational process?

Of course, the existing problems, the changes that are taking place within our country and in the international arena, are taken into account by our teachers, leading scientists. In connection with the situation in the North Caucasus, it became necessary to train specialists with knowledge of the relevant languages, mentality, traditions, and customs. In the courses of the block of special disciplines, specializations are constantly appearing that meet new challenges: the component of the fight against terrorism, organized crime, ensuring economic security, etc. is being strengthened.

An age-old question for any university: how much does the knowledge gained correspond to real work practice?

I can say that the students receive good practical training. As in any university, in their senior years they go on practice, get acquainted with those departments where they will have to work. Listeners, as it were, polish their theoretical knowledge, applying them in practice.

From our conversation, we can conclude that your graduates should not expect an easy life. Why is it that today, when many young people are striving to "get a profitable job", there are so many who want to enter your academy?

In my opinion, far from everyone is already looking for only one benefit for themselves ... The society sees and understands that the FSB are bodies that are not corrupt. Here the money is not at all that big, but for our compatriot such a concept as patriotic duty is very important, it is important to realize that one is in demand.

By the way, after graduating from the academy, how many people go to the “citizenship”?

In the 1990s, there was such a trend, but today these are isolated cases related to family and personal problems.

That is, the vast majority of graduates serve in state security agencies ...

I would say - they serve well! There are numerous examples of how academy graduates, for example, took a direct part in localizing armed conflicts, solving complex problems in the North Caucasus...

One of our graduates, carrying a child out of a school in Beslan seized by terrorists, died after being shot in the back. He was posthumously awarded the title of Hero of Russia. Even during the “first Chechnya”, our graduate, an employee of military counterintelligence, covered the retreat of the group and, being seriously wounded, fired back to the last, and then blew himself up and the militants surrounding him with a grenade ... He was also awarded the title Hero of Russia. I would like to say a lot of kind words about the current employees of the state security agencies - our graduates, however, as you understand, the time has not yet come to talk about their affairs. I can name two names of graduates that we are proud of: they are Secretary of State - Deputy Minister of Defense General of the Army Nikolai Alexandrovich Pankov and Head of the Department of Military Counterintelligence of the FSB of Russia Colonel General Alexander Georgievich Bezverkhniy.

And nothing new is needed. Everything was before us. If the KGB higher school accepted young people, it was only after the army, when a person realized what an army strap was. It's no secret that parents hide their children in the academy from the army. But now, what is there to hide from her? And the army is different, and serve a year!

This did not apply to mathematicians, whose brains are needed fresh to study at the Faculty of Cryptography. These were bright heads, the level of which neither Moscow State University nor Moscow State Technical University, nor other prestigious universities dreamed of. This is real color!

Enrollment in the KGB staff was carried out by direct enrollment after a civilian university with a basic education. And during his studies there, and during his work, they looked at him, studied and made an offer. They took not those who want, but those who NEED! We need a physicist - they took a physicist, a chemist, a linguist ... How can a major after the academy, who did not take the metro, ensure the safety of transport? Or a nuclear power plant, if he does not understand the difference between uranium 235 and uranium 238?

A graduate of the Higher School of the KGB of the USSR, who received gratitude from Yuri Andropov for ensuring security during the 1980 Olympics in Moscow Alexander Travnikov, shared his memories of how it was before:

Why not just kick them out? The calculation is the most practical: enough effort, time, state money, and, most importantly, special knowledge, have been invested in these young people. So the "hussars" will remain in the ranks of the Federal Security Service - one must think that under the control of the personnel inspection and the own security units at the place of service.

But to check exactly where the graduates of 2016 will find their first job, the ordinary Russian does not have the slightest opportunity. So, it remains to believe in the word.

The arrival of future security officials on about three dozen gelendvagens in Moscow (they talk about 28, then about 30 cars) has already been commented on in the Kremlin. They did not express their attitude there, specifying that “this is not a reason for comments from the Kremlin,” but they recognized that there are administrative and moral and ethical aspects that need to be dealt with.

Recall that over the weekend, videos and photos were scattered on the Internet, which, as the Ren-TV channel found out, were staged by graduates of the FSB Academy on June 21. Social media users were indignant at the behavior of the future security forces, and FSB Major General Alexander Mikhailov even accused them of treason because, being graduates of the FSB Academy, they did not hide their faces and posted a photo with the names of the entire group on the Internet.

Then the channel's sources reported that the graduates rented cars: two or three people rented a car for three hours, the cost of an hour of rent is 1.5 thousand per person. However, later, in a conversation with the Govorit Moskva radio station, Vsevolod, a rally participant who posted a video of the event, said that “the drivers are the owners of the cars and their releases have passed a long time ago.” In addition, he said that gelendvagens are “sponsored assistance to the younger generation.”

At the same time, a spokesman for car rental company Gwagen told the radio station that the alumni were unable to rent all the cars in one location due to financial problems. According to him, they wanted to rent 30 cars, but after finding out the prices, they decided to look at other places.

They turned to many people, all over Moscow. (...) We have conditions from 2 thousand per hour, they wanted cheaper. There are also contracts, they collected money for six months.

According to the interlocutor of the radio station, the graduates took only two cars from Gwagen, and then through intermediaries. The company suggested that some of the cars could be provided by participants in the Gelandewagen owners forum.

This is a regular rental. Those rooms that I saw are just rental rooms. Half of the rental rooms.

An interlocutor of Moskovsky Komsomolets in one of the rental shops, whose services the young people never used, estimated the cost of renting all cars at 250-300 thousand rubles.

Two thousand rubles per hour seemed too expensive for them, and as far as I know, they turned to other offices (there are about 30 of them throughout the capital) and “scraped” the cars “through the bottom of the barrel”. I find it difficult to say the exact amount of their budget, but I can assume that the run that took place cost them 250-300 thousand rubles.

The cameraman who filmed the race told Moskovsky Komsomolets that young people began planning their graduation in February. The race was actually filmed back in June, but the professionally filmed video was not supposed to get on the Internet.

Yes, there was indeed a shoot. But we didn't know who these guys were or where they came from. We thought that these were ordinary graduates, no one showed us any "crusts". They paid 7 thousand rubles for the video. We filmed it back in June, and only now everything has scattered in the media - and only because someone stole the video from us. We keep all the footage in the archive, but apparently someone got access to it and posted the video on the network.

Perhaps we are talking about this video, which was filmed really professionally. On it, young people in gelendvagens and in white shirts occupy several lanes, buzz and lean out of the windows. You can also see how they take a group photo on Sparrow Hills:

Responding to criticism from the public and the security forces, Vsevolod, a participant in the race, said that "this is normal."

It's quite normal. If they rode white Volgas, they would be praised. I do not see anything inadequate in the passage of the cortege without traffic violations.

And to Mikhailov’s accusations, the young man said at all that he was “a graduate of the journalism faculty of Moscow State University, and not a military general”:

As a former employee, he must understand that with these comments he only inflates a topic that, in theory, should be silenced, and not advertised to a millionth audience.

Today, the press service of the FSB announced the completion of an investigation into the incident related to the mass arrival of graduates of the FSB Academy in black Gelandewagen. “In relation to the perpetrators, fundamental personal decisions have been made to change the conditions for their service,” the message says.

Forbes found out that we are talking about the distribution of graduates by place of service. Muscovites are sent beyond the Urals, and those who refuse are resigned, one of the sources close to the special service told Forbes.

Another source close to law enforcement agencies confirmed that the distribution of delinquent graduates to distant garrisons was indeed discussed. The fact is that before the incident, many of them had been assigned to units in Moscow and the Moscow Region, he specified. “Such punishments have never been practiced and never will be,” said another person close to the FSB academy. “And if they are sent beyond the Urals, they will rejoice: they pay more there.”

Retired colonel, ex-head of the analytical department of the KGB of the USSR Vladimir Rubanov does not agree with him: “In terms of meaning, this should be a punishment, but in reality, we don’t know the details of who and where they were sent.

But, let's say, if they wanted to leave a graduate to work in Moscow or send him abroad, and after this rally he is sent to the periphery - this, of course, is a punishment for him.

When I was taking courses, such an incident could not have happened in principle. This is a shame, a stain on the entire system, and this is not forgiven. Even if the cadet went over too much and was detained by a patrol, this was already a reason for expulsion.

Two people who are familiar with the peculiarities of service in the FSB told Forbes that graduates most likely will not be admitted to operational service, "but will work in the office and secretariats." According to one of them, the alumni rally was a serious blow to the reputation of the Academy and the FSB as a whole.

The current FSB officer said that already in the fourth year they usually know who and where will serve. Cadets who enter the academy from all over the country often study under the order of units. “But now they can be put on tighter lines in the regions further away for the first five years. It’s harsh everywhere here, but we’ll see how it goes there, ”says the Forbes interlocutor.

The official representative of the FSB academy did not comment on the Forbes information, forwarding questions to the FSB press service. Forbes has not yet received a response from the FSB press service to its request.

In addition to graduates of the FSB academy, some leaders of the academy have been brought to disciplinary responsibility. They have been demoted and some will be fired, according to today's press release.

The department noted that during the audit it was found that falsified video materials were used on the Internet to “escalate the situation”, “allegedly related to the graduates of the Academy and these events.” The secret service is now "studying in detail" these data.

Retired FSB Major General Alexander Mikhailov criticized the participants of the race, calling the event "a violation of the basic postulates of work in the bodies," RIA Novosti recalls. Presidential spokesman Dmitry Peskov clarified that the traffic police and the university management should deal with this incident.

There are quite a few stories on the Internet about how graduates of the military and other universities celebrate their graduation. Even under the tsar, former cadets and listeners celebrated this day by scattering change and banknotes from under the shoulder straps. Every treasury institution has its own eccentricities. Graduates celebrate the end of their studies by riding boats, carriages, whatever comes into their heads.

They also rent wedding cars. For example, in Moscow, a Hammer limousine for 26 people will cost 4,000 rubles a day.

But the video that got on YouTube excited everyone: a cortege of 30 black Gelenvagens is driving through the center of Moscow. So - with pomp and chic - cadets of the Academy of the FSB, 22-year-old lieutenants, celebrated their graduation a few days ago.

Correspondents of "Komsomolskaya Pravda" studied the numbers of "Geliks" caught on the video. It turned out that many of these cars are actively rented out. For weddings, graduations and trips to business meetings for those who want to throw dust in the eyes of the right people. Some foreign cars appear in the Gwagen fleet. An hour of car rental (rented only with a driver) costs 2000 rubles here. But the minimum order is from 8000, this is for an hour of delivery and 3 hours of rent. On the photos from the pages of the company - the same cars, on which the cadets of the FSB Academy were dissected around Moscow.

They could also order limousines, as many graduates do. Gelendvagens are a little more expensive, but more agile on city streets, - Yury, a representative of the Gwagen company, told Komsomolskaya Pravda. - Two cars in this race of graduates of the FSB Academy were indeed ours, the rest were ordered from other similar agencies. We were often called from there - they were interested in whether our Gelendvagens were free. Cars began to be collected in the winter by a certain young man - an intermediary who called himself the organizer of this graduation. Perhaps at that time there were no identical Hummer limousines, and then he decided to collect the same Heliks. All foreign cars in our fleet are private, we only agree on hiring with a driver.

I understand they had money problems. They were not ready to pay immediately. They said we'll collect the money for now. They also had a banquet ... So they collected cars where they could. Including through the forums of the owners of Gelendvagens. There's a hodgepodge of such a team turned out, but basically these are ordinary rental cars. Indeed, a year ago we were approached by veterans of the FSB of Russia with a request to allocate 20 vehicles. We turned to various agencies that phoned the owners of the cars. The drivers of 15 Gelendvagens agreed to take part in the solemn event free of charge.

And the synchronization of movement is a matter of skill, coordination (and in the video you can see that the driver has an ordinary radio station in his hands) and the number of takes of shooting. Any car TV show is filmed in the same way, for this you do not need to be a trained driver of the FSO or the Ministry of Internal Affairs. And no one forbids opening car windows and waving their arms.

And the sediment from this whole story I personally left a strange one. Some people say that graduates of the FSB Academy wanted to stand out by driving expensive SUVs. This is supposedly a passion for the attributes of a rich life and it is not appropriate for future fighters against corruption to strive for this.

Could it really be that the graduates of the FSB Academy, the future elite of law enforcement agencies, could not calculate what their prank would lead to.

For example, I clearly know that if I start throwing stones at shop windows in the evening on my way home from work, then with a 99% probability I will spend the night in the police.

After all, they were supposed to be taught by the most experienced professors of psychology and analytics. These FSB lieutenants should be able to prepare analytical reports and forecasts about the mood in society. And accurately imagine what certain actions can lead to.

And many of these graduates probably have senior comrades and even relatives in the bodies. They could not help but know exactly how their offspring are preparing to celebrate graduation.
