Igor Kudryashov: Each of us deserves a better life! Semyon Innokent'evich Sergeev.

It is called the sea gate of Yakutia. Bulunsky is one of the largest regions of the republic. How the distances between naslegs affect the development of the ulus, why the number of its inhabitants is decreasing, and how the law on the “Far Eastern hectare” is being implemented here - the head of the district, Igor Kudryashov, spoke about this and many other things in Yakutia.

Priorities and plans
- Igor Vladislavovich, you were born in the city of Kalinin, Tver region, studied in Tambov, how did you end up in Yakutia?
-In 1979, my family and I moved to the Bulunsky district, then I was not yet 10 years old. Here I graduated from high school, and then entered the Tambov Higher Military School, mastered the profession of a pilot and returned to serve in Tiksi. He rose to the head of the garrison, the commander of the air base. He flew AN-12 aircraft for 24 years. In 2009, he headed the Tiksinsky search and rescue base, and from 2012 to September 2016 he was the representative of the head of the republic, Yegor Borisov, in the Bulunsky district. Now I work as the head of the ulus.
How did you get started in your new position?
-Initially, I met people, administration employees, I have already had the opportunity to work with most of them, and I have yet to work with some of them. Studied the main republican and federal programs in which we participate. I got acquainted with the plan for the socio-economic development of the ulus in order to determine important guidelines and tasks for the future.
-What areas of development are the most promising for the region today?
- Three main issues for us are agriculture, transport accessibility and employment of the local population. It is difficult to find a family in the region in which both husband and wife would work at the same time. This problem is especially relevant in naslegs. Today we are forced to say that the transport infrastructure and the lack of jobs are our pain points. To correct the situation, it is necessary to create a good investment policy at the level of the municipal district, additional jobs, while maintaining the existing ones. Develop agriculture, transport accessibility, information technology. By the way, the speed and quality of the Internet in the ulus is generally a subject for a separate discussion.
Year of improvement and youth
- The outgoing 2016 in Yakutia was declared the Year of Improvement. What work has been carried out in the Bulunsky district?
-Planned and implemented a large number of events, actions, including environmental ones. Residents of the district go out on subbotniks, take out dry garbage, and liquidate unauthorized dumps. We are engaged in the repair of streets, we pay special attention to the arrangement of courtyards, street lighting. For example, large-scale work on the installation of lampposts was carried out in Tiksi.
- Igor Vladislavovich, it is already known that next year in the republic will be devoted to youth. It is said that today's younger generation aspires to be "white collar". What does the youth of Bulun want to be?
- We have too few jobs to be "white collar". Therefore, graduates of our schools definitely choose working specialties, are actively engaged in fishing, and also receive licenses to search for paleontological materials, in other words, mammoth tusks and other valuable finds. Reindeer herding is less attractive to them. According to statistics, the average age of representatives of this type of activity in the ulus is 55 years old, can you imagine?
Many guys leave to get higher education in Yakutsk and the cities of Central Russia, naturally, they try to stay there. Although there are those who return to their small homeland with great pleasure. We would like to see their number grow every year.
“Nevertheless, the population of the region is decreasing. What is it connected with?
- If we talk about the birth and death rates, then everything is stable here. Again, everything rests on the lack of jobs. People go to places where they can earn money in order to simply feed their families and dress warmly, which is also not cheap.
- While the implementation of the law on the “Far Eastern hectare” is underway in the region, is there any hope that it will increase the number of residents?
- At the moment, the district office of the Multifunctional Center "My Documents" has received only one application for the provision of free land. It is difficult to call this the implementation of federal law. It is understandable, we live in the Far North, so we have never been afraid that our land will be taken away, and we know that few people want to live here.
-At the same time, entrepreneurship is successfully developing in the ulus ...
-Yes, because the main employment of the population falls on private organizations. If we imagine that entrepreneurship is a tree, then its soil is the total money supply that we have. Water for the soil is our initiative youth who develops business and helps the tree to grow. But when there is little soil, then the tree is significantly reduced.
Now we hope for the implementation of projects for the development of the Arctic, powerful federal programs for the development of the northern sea route, the port of Tiksi.
- Bulunsky - one of the largest regions of Yakutia. How does this factor affect its development?
- In matters of ecology and tourism, it is wonderful, but as for the cost of travel and transportation of goods, everything is quite complicated here. After all, we have almost the entire landscape: mountains, and tundra, and forest-tundra, and even ice crossings, which in Yakutsk are measured by three to four kilometers, and we have 120, moreover, in offshore areas. The area is notable for its climatic conditions. And in each nasleg completely different weather conditions. In general, Bulunsky is a very interesting ulus.
- And yet the issue of transport accessibility remains the main thing for you.
-This problem today significantly slows down the development of the region. If we solve the issue of transport accessibility, imagine for a moment that the delivery of goods and people to the ulus will cost minimal money, then next time we will hardly talk to you about the problems of the ulus, since the main one will receive the status of resolved.
Unfortunately, for now, we can only dream about it. In the coming years, investment projects in our region will not be implemented, they are not going to build roads, nor are they going to install fiber optics. Tourists do not come to us.
Fishing in Tiksi
Have you tried inviting anyone?
- Of course. Bulunsky district is a unique place and just an uncultivated region for tourism. We made an announcement with a proposal to go fishing from Moscow to Tiksi for 10 days. The cost of the tour was estimated at 150 thousand rubles. Despite this, in just three days, 10 groups of nine people each gathered from those who wanted to.
It is worth saying that most of all costs are eaten by transportation costs. For example, when we write programs to send children to a sanatorium, we know that 90% of this voucher is travel expenses, and only 10% is the cost of accommodation, food, treatment. Or in a store: you bought a product for a thousand rubles, 500 of which is the cost of its delivery.
- Igor Vladislavovich, then how is construction developing in the district?
- If compared with the central uluses, then, of course, weakly. This year, about 680 square meters of individual housing was put into operation. In addition, as part of the nationwide program of good deeds "My Yakutia in the 21st century", we began work on the improvement of houses. In nasleg Sikty, new boilers were installed, a heating and sewerage system was installed. Improvement in the houses of the villagers is now no different from the urban ones. This significantly improves the standard of living of the population.
- Is the program of resettlement of citizens from dilapidated and dilapidated housing in the ulus being implemented?
- Not yet. Although we have houses that require demolition. In the immediate plans of the administration to protect the project for the implementation of the state program. The documents are currently under development.
Main industry
- How are things with agriculture?
-Agriculture is the basis of the ulus economy. Therefore, we always pay close attention to farmers and agricultural enterprises. Indicators in horse breeding and fishing have been stable for many years. Reindeer herding enterprises also have good results, but not all of them. Now we are trying to defend the Bulunskoye Municipal Unitary Enterprise, for us this is a matter of principle. On December 15, a decision will be made on the bankruptcy management of the enterprise for its exit from bankruptcy. In this regard, we are seriously helped and supported by the leadership and the government of Yakutia. For which they bow low.
However, I believe that the task of preserving enterprises is not only a matter for the authorities, but also for the residents of the ulus. They must be interested in it.
- Igor Vladislavovich, the last question we ask all the heads. What is your ulus proud of?
- Its residents, kind and hardworking people. We have very smart, talented youth, wise pensioners, who guarded the ulus. And what a nature! The real beauty of the Far North can only be seen here. The Bulunsky ulus has a very interesting culture and national relations. Nations and traditions have moved here since the Cold War. You can even write books about this with such a plot that many screenwriters will envy.

Residents threaten the head of the Bulunsky district of Yakutia with a referendum. The open letter to the general public has already been signed by 163 people. The signatories confessed to TaigaPost that they were afraid to leave a stroke under the appeal, since repressions could follow. But it is even scarier to live in an area that, in their opinion, was left without management. The head, Igor Kudryashov, has been ill for a long time and practically does not appear at work. In his absence, some "volunteers" run the affairs, in particular, the head's wife.

Kudryashov should resign - this is what the authors of the appeal think. The text has already been sent to the government of Yakutia. How the authorities of the republic will react to such a will of the inhabitants of the Arctic is still unclear.

An open letter from residents of the Bulunsky district

Republic of Sakha (Yakutia)

We, residents of the Bulunsky district, appeal to the general public about dissatisfaction with the activities of the administration of the municipality "Bulunsky ulus (district)" represented by the elected head Kudryashov Igor Vladislavovich.

As a rule, northerners are strong-willed people, open-hearted, sincerely responsive to kindness, patient, confident in the future and in their own strength, who cannot be broken by any difficulties, always ready to help anyone who needs it, hospitable, free , proud people who endlessly love their land, their loved ones. But any patience, even a northerner, comes to an end when the first persons of the region commit atrocities, which, as it seems, have no boundaries.

Here are just a few examples for which we cannot find any justification or explanation. Those actions that can not come to mind to perform an adequate person. A reasonable person does not even find suitable words to evaluate all this.

It makes no sense to go into the building of the district administration to see officials even in the most urgent need, because it is known that nothing good will come of it. The posts of deputy heads were occupied by persons who have no idea about the life and way of life of the inhabitants of the region, not to mention the prospects for the development of the region. At every step there are some "volunteers", in the person of the wife of the head of the district and others, who solve some important issues, however, it is not clear whether they receive any payment for this or not. There is also a representative in Yakutsk, who allegedly represents the region at important meetings, meetings with high-ranking officials of the republic. It is known that this representative receives a salary comparable to the salary of the first deputy of the district administration. It is not clear how this is only allowed.

Meanwhile, it has become a tradition to dismiss the heads of municipal institutions and specialists of the district administration, the natives of the district, whose ancestors from time immemorial mastered the district, were noble reindeer herders, hunters, fishermen, were and are real workers who brought up their children with dignity and gave their children a high level of education. At the same time, the experience, professionalism, and authority of the dismissed are not taken into account in any way, and no other work is offered in return. It seems that they decided that the descendants of the ignoramuses should return to their plagues. People are simply thrown out to the mercy of fate, without means of subsistence. And all this to please the whims of those who actively worked in the election headquarters during the election campaign for the election of the head of the district in 2016, the current head Kudryashov I.V., in order for them to satisfy their ambitions, becoming leaders or specialists of the district administration. And this despite the fact that they do not have any experience in working with people, not to mention how to lead them. And all this happens without any competitive selection, as was always the case until 2016.

Bulunsky district, as you know, is deeply subsidized. Therefore, the funds allocated for the socio-economic development of the region are very interesting for each of us. If earlier we knew how it was planned to spend the funds received from OAO Nizhnelenskoye at the beginning of the year according to publications in the regional newspaper, and what to expect, now none of us knows how Mr. Kudryashov plans to distribute 21 million received or received in this year. We used to know that for this money children went to various competitions, competitions, large-scale regional events were held, mainly for children. There were significant achievements at the level of the republic and the country. And now, even if all this is, it is hidden by a terrible secret. No openness and transparency, no accountability.

The loss of voters' confidence in the ruling party is also important. So, according to the results of the elections of deputies of the district council, United Russia party retained 11 out of 21 mandates, while losing 3 mandates from the previously available ones. In the previous composition, the United Russia faction had 14 mandates. On the other hand, the Just Russia party strengthened its position, retained the Communist Party of the Russian Federation, and the district council was updated with members of the Liberal Democratic Party. According to the results of the elections of people's deputies of Il Tumen and Il Darkhan in 2018, our Bulunsky district is among those districts that supported United Russia the least. It is unlikely that this is expressed by the attitude towards the ruling party itself, most likely, this is a protest to the current head of the district. After all, everyone understood that United Russia would take the forefront in any case, but somehow it was necessary to express their dissatisfaction with the existing outrages in the area.

With an acute shortage of qualified personnel in the region, young specialists, graduates of educational institutions who are residents of the Bulunsky region, are not willing to return to their native land. And all because there is no support for young personnel from the municipality. Even those who come and conscientiously work in the region have no guarantees. They have low wages at the subsistence level and housing insecurity. Everyone lives with their parents. There is no need to talk about mentoring and the adaptation period of involvement in labor activity; rather, the district leadership has no idea about this.

Everyone knows about the difficulties with transport accessibility, even those who do not live in the Arctic. So, in addition to all this, the fact that this year the crews of aircraft were replaced by pilots who do not have experience in working in the north. People who came from vacation could not get to their homes in Borogon and Taymylyr for two months (September and October). There are even those who, without getting to Taymylyr, returned to Yakutsk, as they had to go to the session to take tests and exams. People somehow managed to get to other villages (Bykovsky, Kyusyur, Siktyakh, Khara Ulah), some on a motor boat, some on a motor ship. And it all depended not only on weather conditions, the inexperience of the crews also took place. For the same reason, in the 2018 elections, the reindeer herders of the municipal unitary enterprises “Borogonskoye” (all 4 herds) and “Bulunskoye” (1 herd) did not vote, did not use their legal constitutional right. And the gentlemen from the district administration have nothing to do with this.

Until this year, the children of reindeer herders annually went to reindeer herds, to the places of work of their parents. So, the children of reindeer herders from. Kyusyur could not leave this year. For unknown reasons, the helicopter did not fly to the herds. And the children lost the opportunity to earn extra money in the summer, which would be a tangible help to a family, as a rule, socially unprotected. Also, reindeer herders did not go to the herds after their vacation, who expected to go to work with their children on this helicopter. And the children of reindeer herders with. The Borogon went to the herds on snowmobiles with their parents in May, while the snow lay, not counting on municipal funds. But they returned only at the end of September, when it was already getting colder, and the school year had already begun a long time ago. Everyone was waiting for the elective helicopter, which was not there, but who had to come back on what much.

Everyone knows that the head Kudryashov is seriously ill, since he was not in place for half a year, he only happened to raids just before the elections, then disappeared again for a long time. During this period, no issues were resolved. Mr. Bydygiev, who held the post of first deputy, turned out to be hopelessly bankrupt. I couldn't even resolve the issue of holding a referendum on assigning national status to the Bulunsky district, because every indigenous person is interested in this. And this is in the presence of several lawyers.

In this situation, I would like to ask Kudryashov a question.

Dear Igor Vladislavovich, shouldn't you voluntarily resign as head of the district? You yourself understand that to hold a referendum on your resignation, you need a lot of funds, which are simply not available in the region. Or will you personally finance it, hoping that voters will support you? Everyone knows the results of the 2016 elections. You didn’t have any confident victory then, and each of us still has questions about the summing up of the voting results in a separate Tiksi-3 polling station. Are you really sure that you can make all of us dumb, blind and deaf? Hardly, Igor Vladislavovich. If you have even a little sense, think about it. It's not clear if it's really worth it...

2016-05-19 0 1282 2016 primaries

“He is a man of word and deed. Enjoys the respect and support of the population of the Bulunsky district. He knows the problems of the region and ways to solve them, ”this is all about Igor Kudryashov. Igor Vladislavovich is one of the participants in the preliminary voting on May 22, 2016 for the election of candidates for the head of the Bulunsky district.

Igor Vladislavovich, you say that “each of us deserves a better life”, what do you think “a better life” means?

This is the quality of life. Only it is the most important social category that characterizes the structure of human needs and the possibility of satisfying them, that is, the quality of life of the population is the degree of satisfaction of the material, spiritual and social needs of a person. And this state is necessary for a person constantly. A person himself strives to improve the quality of his life - he gets an education, works at work, creates a family, he is not indifferent to the fate of society.

Then you think that in the Bulunsky ulus there are problems with the quality of life of the population, since you are calling for a “better life”?

I said "worthy". That is why I decided to participate in the United Russia primaries for further selection as candidates for the post of head of the ulus. We must provide a better life for every Bulunchan!

The main indicators of the quality of life of the population are the income of the population, the quality of food, the comfort of housing, the quality of health care, social services, education, culture, the service sector, ecology, demographic trends and security. Which of these indicators are close to you? Today there are some achievements, because you worked as a representative of the Head of the RS (Y) in the region.

From the moment when I was in the position of base commander, I have always lived and live with people's problems. I have experience as a federal leader. As a representative of the Head of the RS (Y), I direct my efforts, first of all, to the social security of the population, respectively, to the development of the Bulunsky district.

- Then you probably have tremendous organizational skills, the ability to convince, prove, promote?

My main credo is a step-by-step guide to action. So, he was the first in the region to create an agricultural enterprise with the production of dairy products, open a workshop for the production of "Pure Water", created the first motor transport enterprise for the maintenance of highways.

In the Far North, the main role in the life support of the population is played by roads. Created on my initiative LLC "Voskhod", today is the only enterprise in the region that serves the roads of the region. Purchased special equipment for snow removal, created additional jobs.

During the emergency in the village of Tiksi, Tiksi-3, together with members of the Public Council, controlled and personally helped restore water supply in the village of Tiksi.

In 2012, an agreement was terminated between the Federal State Unitary Enterprise Tiksi Airport and the structures of the Ministry of Defense of the Russian Federation, which clearly divided the rights and obligations of the parties in maintaining the airfield and servicing aircraft. I addressed the President of the Republic of Sakha (Yakutia) E.A. Borisov and personally participated in the restoration of air communication with the city of Yakutsk. Under my control, the construction of access roads to the cargo-and-passenger berth in Neelova Bay was carried out.

A gym was commissioned by the residents of the village. He was elected as the head of the “Road to God” fund by the heads of enterprises in the village of Tiksi, since I have experience in building a temple in the village of Tiksi-3 and was the organizer of the construction of a temple in Tiksi-1.

I think that all this contributes to close cooperation with the Government of the Republic of Sakha (Yakutia).

Now you are the head of the branch of the Far East APSU - Tiksinskaya RPSB. What kind of pre-acceptance, what does it do?

The rescue service performs its tasks at any time and in any weather. Our company is subordinate to the Federal Air Transport Agency of the Ministry of Transport of the Russian Federation. Formed in 2010. This led to the ulus, firstly, security and 17 jobs.

Yes, life in the Arctic is truly extreme. But, nevertheless, people live here - people who love their native land. How do you see the accelerated development of the Arctic territories?

First of all, the traditional branches of management should develop: reindeer breeding, fishing, fish processing, and the production of meat products. In this regard, municipal unitary enterprises and personal subsidiary plots will be supported. Thus, we will create new jobs and preserve the traditional way of life. Transport infrastructure, energy, housing and communal services, and the social sphere also require great attention. We will resolve with the Government of the Republic of Sakha (Yakutia), with deputies of the State Assembly (Il Tumen) of the Republic of Sakha (Yakutia) the issues of reducing the cost of air travel. We will increase the number of construction of residential buildings in naslegs. Also, do not forget about the environment, we must protect the environment. We have to invest a lot of efforts in order to live with dignity, for this we need to attract investments in the region's economy.

I will begin work with the implementation of new energy-saving projects, with planned decisions for the development of the Northern Sea Route with the involvement of the seaport of Tiksi.

- We wish you good luck and success for the benefit of the development of the Bulunsky district!

An excerpt characterizing the Bulunsky ulus

“Sit down, Natasha, maybe you will see him,” said Sonya. Natasha lit the candles and sat down. “I see someone with a mustache,” said Natasha, who saw her own face.
“Don’t laugh, young lady,” said Dunyasha.
With the help of Sonya and the maid, Natasha found a position for the mirror; her face took on a serious expression, and she fell silent. For a long time she sat, looking at the row of departing candles in the mirrors, assuming (considering the stories she had heard) that she would see the coffin, that she would see him, Prince Andrei, in this last, merging, vague square. But no matter how ready she was to take the slightest spot for the image of a person or a coffin, she did not see anything. She blinked rapidly and moved away from the mirror.
“Why do others see, but I don’t see anything?” - she said. - Well, sit down, Sonya; now you definitely need it, ”she said. - Only for me ... I'm so scared today!
Sonya sat down at the mirror, arranged the situation, and began to look.
“They will certainly see Sofya Alexandrovna,” Dunyasha said in a whisper; - and you're laughing.
Sonya heard these words, and heard Natasha say in a whisper:
“And I know what she will see; she saw last year.
For three minutes everyone was silent. "Definitely!" Natasha whispered and did not finish ... Suddenly Sonya pushed aside the mirror that she was holding and covered her eyes with her hand.
- Oh, Natasha! - she said.
- Did you see it? Did you see? What did you see? cried Natasha, holding up the mirror.
Sonya didn’t see anything, she just wanted to blink her eyes and get up when she heard Natasha’s voice saying “by all means” ... She didn’t want to deceive either Dunyasha or Natasha, and it was hard to sit. She herself did not know how and why a cry escaped her when she covered her eyes with her hand.
- Did you see him? Natasha asked, grabbing her hand.
- Yes. Wait ... I ... saw him, ”Sonya said involuntarily, still not knowing who Natasha meant by his word: him - Nikolai or him - Andrei.
“But why shouldn’t I tell you what I saw? Because others see it! And who can convict me of what I saw or did not see? flashed through Sonya's head.
“Yes, I saw him,” she said.
- How? How? Is it worth it or is it lying?
- No, I saw ... That was nothing, suddenly I see that he is lying.
- Andrey lies? He is sick? - Natasha asked with frightened fixed eyes looking at her friend.
- No, on the contrary - on the contrary, a cheerful face, and he turned to me - and at the moment she spoke, it seemed to her that she saw what she was saying.
- Well, then, Sonya? ...
- Here I did not consider something blue and red ...
– Sonya! when will he return? When I see him! My God, how I fear for him and for myself, and for everything I am afraid ... - Natasha spoke, and without answering a word to Sonya's consolations, she lay down in bed and long after the candle was put out, with her eyes open, lay motionless on bed and looked at the frosty, moonlight through the frozen windows.

Soon after Christmas, Nikolai announced to his mother his love for Sonya and his firm decision to marry her. The countess, who had long noticed what was happening between Sonya and Nikolai, and was expecting this explanation, silently listened to his words and told her son that he could marry whomever he wanted; but that neither she nor his father would give him blessings for such a marriage. For the first time, Nikolai felt that his mother was unhappy with him, that despite all her love for him, she would not give in to him. She, coldly and without looking at her son, sent for her husband; and when he arrived, the countess wanted to briefly and coldly tell him what was the matter in the presence of Nikolai, but she could not stand it: she burst into tears of annoyance and left the room. The old count began to hesitantly admonish Nicholas and ask him to abandon his intention. Nikolai replied that he could not change his word, and his father, sighing and obviously embarrassed, very soon interrupted his speech and went to the countess. In all clashes with his son, the count did not leave the consciousness of his guilt before him for the disorder of affairs, and therefore he could not be angry with his son for refusing to marry a rich bride and for choosing Sonya without a dowry - he only on this occasion more vividly recalled that, if things had not been upset, it would be impossible for Nicholas to wish for a better wife than Sonya; and that only he, with his Mitenka and his irresistible habits, is to blame for the disorder of affairs.
The father and mother no longer talked about this matter with their son; but a few days after that, the countess called Sonya to her, and with cruelty, which neither one nor the other expected, the countess reproached her niece for luring her son and for ingratitude. Sonya, silently with lowered eyes, listened to the cruel words of the countess and did not understand what was required of her. She was ready to sacrifice everything for her benefactors. The thought of self-sacrifice was her favorite thought; but in this case, she could not understand to whom and what she should sacrifice. She could not help but love the countess and the entire Rostov family, but she could not help but love Nikolai and not know that his happiness depended on this love. She was silent and sad, and did not answer. Nikolai could not, as it seemed to him, endure this situation any longer and went to explain himself to his mother. Nicholas then begged his mother to forgive him and Sonya and agree to their marriage, then threatened his mother that, if Sonya was persecuted, he would immediately marry her secretly.
The countess, with a coldness that her son had never seen, answered him that he was of age, that Prince Andrei was marrying without the consent of his father, and that he could do the same, but that she would never recognize this intriguer as her daughter.
Blown up by the word intriguer, Nikolai, raising his voice, told his mother that he had never thought that she would force him to sell his feelings, and that if this was so, then he would say the last time ... But he did not have time to say that decisive word, which, judging by according to the expression of his face, his mother waited with horror and which, perhaps, would forever remain a cruel memory between them. He did not have time to finish, because Natasha with a pale and serious face entered the room from the door at which she was eavesdropping.
- Nikolinka, you are talking nonsense, shut up, shut up! I'm telling you, shut up! .. - she almost shouted to drown out his voice.
“Mom, my dear, this is not at all because ... my dear, poor one,” she turned to her mother, who, feeling herself on the verge of a break, looked at her son with horror, but, due to stubbornness and enthusiasm for the struggle, did not want and could not give up.
“Nikolinka, I’ll explain to you, you go away - you listen, mother dear,” she said to her mother.
Her words were meaningless; but they achieved the result to which she aspired.
The Countess, sobbing heavily, hid her face on her daughter's chest, and Nikolai stood up, clutched his head and left the room.
Natasha took up the matter of reconciliation and brought it to the point that Nikolai received a promise from his mother that Sonya would not be oppressed, and he himself promised that he would not do anything secretly from his parents.
With the firm intention, having arranged his affairs in the regiment, to retire, come and marry Sonya, Nikolai, sad and serious, at odds with his family, but, as it seemed to him, passionately in love, left for the regiment in early January.
After Nikolai's departure, the Rostovs' house became sadder than ever. The Countess became ill from a mental disorder.
Sonya was sad both from separation from Nikolai and even more from that hostile tone with which the countess could not but treat her. The count was more than ever preoccupied with the bad state of affairs, which required some kind of drastic measures. It was necessary to sell the Moscow house and the suburban one, and to sell the house it was necessary to go to Moscow. But the health of the countess forced her to postpone her departure from day to day.
Natasha, who easily and even cheerfully endured the first time of separation from her fiancé, now every day became more agitated and impatient. The thought that so, for nothing, her best time wasted for no one, which she would have used to love him, relentlessly tormented her. Most of his letters annoyed her. It was insulting to her to think that while she lives only by the thought of him, he lives a real life, sees new places, new people who are of interest to him. The more entertaining his letters were, the more annoyed she was. Her letters to him not only did not bring her consolation, but seemed to be a boring and false duty. She did not know how to write, because she could not comprehend the possibility of expressing in a letter truthfully at least one thousandth of what she was accustomed to express in her voice, smile and look. She wrote him classically monotonous, dry letters, to which she herself did not ascribe any significance and in which, according to bruillons, the countess corrected her spelling errors.
The health of the countess did not improve; but it was no longer possible to postpone the trip to Moscow. It was necessary to make a dowry, it was necessary to sell the house, and, moreover, Prince Andrei was expected first to Moscow, where Prince Nikolai Andreevich lived that winter, and Natasha was sure that he had already arrived.
The countess remained in the village, and the count, taking Sonya and Natasha with him, went to Moscow at the end of January.

Pierre, after the courtship of Prince Andrei and Natasha, for no obvious reason, suddenly felt the impossibility of continuing his former life. No matter how firmly he was convinced of the truths revealed to him by his benefactor, no matter how joyful he was at that first time of being carried away by the inner work of self-improvement, which he indulged in with such fervor, after the engagement of Prince Andrei with Natasha and after the death of Joseph Alekseevich, about which he received news almost at the same time - all the charm of this former life suddenly disappeared for him. There was only one skeleton of life left: his house with a brilliant wife, who now enjoyed the favors of one important person, acquaintance with all of Petersburg and service with boring formalities. And this former life suddenly presented itself to Pierre with unexpected abomination. He stopped writing his diary, avoided the company of his brothers, began to go to the club again, began to drink heavily again, again became close to single companies and began to lead such a life that Countess Elena Vasilyevna considered it necessary to make him a strict reprimand. Pierre, feeling that she was right, and in order not to compromise his wife, left for Moscow.
