Speech of the President of the Russian Federation at the 201st RVB in Dushanbe, Tajikistan on October 5, 2012

Speech by the President of the Russian Federation Vladimir Putin October 5, 2012 in front of the veterans of the 201st Russian military base:

Dear comrades - soldiers and officers! Dear friends!

I congratulate you on the state award, your entire unit, the entire military base! The 201st Russian military base in the Republic of Tajikistan performs an important mission to protect the interests of the Russian Federation. Your military unit is famous for its fighting traditions. The servicemen of the division, and today the 201st Russian military base, took an active part in the hostilities during the Great Patriotic War, near Leningrad, defended the interests of our country in Afghanistan, had a serious impact on stabilizing the situation in Tajikistan, where you are today . This is a big military path, serious. You are here, in Tajikistan, today at the forefront of solving not only combat, but also military-political tasks. The Russian military base in Tajikistan is one of the most important factors of stability in the republic, in a republic with which we have special fraternal, very close strategic relations, in a republic that is an outpost of the entire Commonwealth of Independent States in this direction, in the very difficult, responsible Afghan direction . You do not need to explain how important this is for Tajikistan, and for the whole of Central Asia, and for Russia too. I am sure that you will honorably cope with the tasks entrusted to you, carry out this honorable mission with dignity, and improve your combat training. I very much hope that, as has been the case lately, you will develop good business relations with local citizens, who overwhelmingly welcome the presence of Russian military personnel on the soil of Tajikistan. And we should cherish such an attitude. This is a very important factor in the normal existence of the Russian military base in Tajikistan..

Awards

Decree of the President of the Russian Federation No. 1345 of October 3, 2012: "For the successful fulfillment of military tasks, and the courage and heroism shown by the personnel, the 201st Russian Gatchina twice Red Banner military base was awarded the Order of Zhukov"

Other Russian military installations in the Republic of Tajikistan

Another Russian military facility in Tajikistan - Optoelectronic complex "Window" ("Nurek") of the outer space control system (SKKP), located near Nurek - is subordinate to the Aerospace Defense Forces and is not part of the military base.

Since 2004, it has been possible to defend the independence of Tajikistan and maintain the constitutional order in this republic of the Gatchina Order of Zhukov, twice Red Banner Division 201. The military base belongs to the Russian Federation and is located in the Central Military District, being an object of geopolitical presence in the Central Asian region.

Start

Military base 201 was formed on the basis of the glorious motorized rifle division - twice Red Banner, and was called upon to strengthen and protect the national interests of the Russian Federation, ensure the stability of the military and political situation, and also maintain the independence of Tajikistan. Regarding the creation of this facility, an agreement was concluded, according to which the stay in this territory was extended until 2042, and the two countries signed and ratified this document. It is located 201 in two cities - Dushanbe, Kurgan-Tyube, and until 2015 it was also present in Kulyab. The governments of the Russian Federation and Tajikistan have concluded an agreement on real estate objects, on the number of plots and their boundaries, which were allotted for the creation of this object.

This is the largest Russian land division abroad. Military base 201 maintains peace and order in this friendly country, assists the border guards of Tajikistan, performing their functions to a greater extent. At first, it was called the 4th military base (which is now no less famous South Ossetian), but later the number of the motorized rifle division was returned. Still, it was from this unit of the Armed Forces that the military base 201 was created. The responses of the servicemen warmly welcomed this decision. In addition to duties regarding border services, junior army specialists for Tajikistan are trained here. More than one and a half thousand people have already gone through this school.

First cast

Initially, the Russian military base 201 included three regiments located in Dushanbe (92nd motorized rifle, 998th artillery and 1098th anti-aircraft missile), and also in this city were the 670th air group, 303rd helicopter squadron and the 783rd reconnaissance battalion. The 99th medical battalion, the 114th company of biological, chemical and radiation protection and the 118th company are located there.

The 191st motorized rifle regiment and the 2nd jet battalion with installations of the Uragan system were stationed in Kurgan-Tyube. The 149th motorized rifle regiment was located in Kulyab. All these units were famous and decorated. In addition to military units, the 201st military base had three of its own training grounds - in Lyaur, Momirak and Sambuli, where military personnel regularly and intensively worked to maintain and improve combat training.

2009-2012

In the summer of 2009, the base was transferred to the standard staff of an ordinary motorized rifle brigade, leaving one battalion each in Dushanbe, Kulyab and Kurgan-Tyube, because the military reform was carried out in the Russian army. And in 2011, a new Battle Banner was solemnly presented, which is still carried by 201 military bases. The photo of this event eloquently shows the pride that the servicemen felt at that moment.

Further events were not so joyful. In 2012, relations between the two countries on some political issues lost mutual understanding. In the summer of 2012, the Tajik authorities were accused by Russia of unacceptable conditions for extending the lease for the 201st military base. Its funding was suspended. A series of very difficult negotiations followed, resulting in an agreement extending the stay of Russian troops in Tajikistan until 2042, inclusive.

Why do we need a military base in Tajikistan

Many countries show considerable interest in Tajikistan, since there are both gold reserves and uranium deposits. In addition, it is from there that threats to Russia's interests constantly come. In neighboring Afghanistan, members of the US-led coalition have built and operate a large number of US military bases. It has also been unsettled in Pakistan for the last thirty years. Afghanistan has no equal in the production of opiates, and the presence of American troops in the country only increased the amount of drugs produced, and much more - several dozen times.

Such volumes lead to simply insane amounts of money that can make a hole in any border without any difficulty. This region is a true paradise for radical Islamists, since Central Asia has long been proclaimed part of the IS caliphate, banned in Russia. Thousands of Tajiks are fighting in Iraq and Syria in the ranks. And the Russian Federal Service almost daily detains people from this country who are trying to arrange terrorist acts in our cities.

Today

Now the number of servicemen of the 201st military base is about seven and a half thousand people, and it is simply necessary to strengthen the military contingent in Tajikistan. The national army of the republic is very weak, and Russia does not have sufficiently significant military bases in this dangerous region. Available in Tajikistan is in great need in many ways, in its own military airfield, for example.

And then the question arises purely financial. In Syria, ours are free. This will not happen with the Tajiks. The costs will be very high, but whatever they are, we simply need a well-equipped military base in this territory. Because this problem will become much more expensive if it comes to our territory. And then the costs will become simply incomparable.

Composition and arrangement of parts now

The following subdivisions are located in Dushanbe: Military Base Administration; reconnaissance battalion (four companies: reconnaissance, two special forces companies and one electronic intelligence); three companies of the repair and restoration battalion; mat. battalion security; electronic warfare center; artillery control platoon; air defense control platoon; 92nd motorized rifle regiment (3 battalions, sniper company, tank company, howitzer division, anti-aircraft missile division, engineer company, medical company); 109th garrison court; 354th clinical hospital (branch).

The 191st Red Banner Motorized Rifle Regiment is located in the city of Kurgan-Tyube. In the city of Kulyab, the 149th Red Banner Motorized Rifle Guards Chestokhov Regiment of the Order of the Red Star was stationed until the end of 2015, now it has been redeployed to the Lyaur training ground in Dushanbe.

Three polygons

About three thousand hectares is the total area of three training grounds of this unit, and all of them are well equipped so that service in 201 military bases and training of military personnel take place without bad incidents. The educational and material base has been modernized and improved, the territories are cleared with the help of mine detectors and with the involvement of dogs from the service of miners. The soil after firing is recultivated.

Special attention is paid to the technical equipment and general condition of all military shooting ranges. Scheduled repairs and restoration of target fields with special equipment simulating armored vehicles, aircraft and manpower of the enemy are carried out on time. Military ecologists and sanitary and epidemiological services check and inspect each compound site, studying water samples, carry out disinfestation and disinfection of all areas where personnel are trained. Nevertheless, at the Tajik outpost, one year of service was always considered three.

illustrious connection

In the entire structure of the RF Armed Forces, there are not too many such glorified formations. And among those that are stationed outside the borders of our Motherland, 201 military bases are the most eminent. There are as many as three orders on its banner, among which is a new award, which not every formation can deserve. This division went through the glorious path of the Great Patriotic War, and also fought heroically in Afghanistan.

The military contract service in the 201st military base is distinguished by such special conditions that the selection of candidates is not carried out in the same way as in regular units. Tajikistan is an unstable country, with a difficult social and even more complex political situation, with ongoing tension on its borders, and the climatic conditions are difficult. Such specificity requires incredible physical endurance and outstanding special training from the contractor. The requirements for the selection of candidates are the most stringent.

Contract service

A soldier of the 201st military base must have at least completed secondary education and advanced professional training in accordance with the requirements of the Directive of the General Staff of the Ground Forces No. 453/4743, perfect health and physical fitness for a passing score of 190 points. Particular attention is paid to psychological and moral stability. Scouts must have climbing experience. The requirements are strict. However, the social package offered to the contractor is serious: a double salary, calculation of the term "a month for three", monthly additional payments. First, the servicemen live in the barracks, and only after a certain period of time, with positive characteristics, they can rent apartments that guarantee a good level of comfort, including air conditioning.

Here it must be recalled that the climate in this country is special: in summer it never happens below thirty degrees, on the contrary, fifty degrees in the shade is a normal temperature, even in December roses bloom everywhere. Air conditioning is not a luxury. Satisfaction is guaranteed to all servicemen. Veterans also receive special food rations. Leisure time for military personnel is, of course, limited, but during the rare hours of rest, they have many great entertainment options. The infrastructure at the 201st base is well developed. Near markets, shops, billiards, water park.

DUSHANBE, June 1 - Sputnik. On the first day of summer, June 1, the 201st Russian military base in Tajikistan turns 75 years old. Sputnik Tajikistan recalls its history, from the Great Patriotic War to Afghanistan and the bloody civil confrontation in the young Tajik republic.

The history of the creation of the 201st base

The military unit began its 75-year-long combat path not in the southern latitudes of Central Asia, but in the snows of besieged Leningrad, first liberating Gatchina and then the Baltic cities from German troops.

And on November 7, 1945, the first parade of the 201st motorized rifle division took place in Dushanbe (it was it that later became the 201st military base), which took place annually until 1990.

The Soviet government did not trust the Afghan authorities too much, keeping in mind Kabul's plans to attack the USSR during the Great Patriotic War and subjugate a number of territories of Tajikistan and Uzbekistan.

That is why the Kremlin kept manned and well-trained military units on the border.

Soldiers, sergeants and officers of the division regularly practiced climbing skills, combat in mountainous areas and constantly participated in major exercises of the Turkestan military district.

So, in the spring of 1964, the 201st division, having made a march along the route Dushanbe - Dekhkanabad - Kerki, attacked a mock enemy.

But the division received a full-fledged baptism of fire, of course, in Afghanistan. On February 14, 1980, the unit, as part of the Limited Contingent of Soviet Troops, was sent to Kunduz.

The troops participated in many dangerous military operations in the provinces of Kunduz, Takhar, Balkh, Baghlan, Samangan, guarded checkpoints and remote outposts. And 9 years later, in February 1989, all parts of the 201 MSD returned to their homeland.

The division received the second Order of the Red Banner of War, becoming red banner twice. However, the high reward was paid at a high price - for many military men, the march through the Pyanj turned out to be a one-way business trip.

And in Tajikistan, soldiers and officers of the 201st division took to the streets in order to prevent mass riots in Dushanbe - a civil war began in the country.

In 1993, after bloody battles, in accordance with the decision of the heads of the CIS countries, a collective peacekeeping force (CPF) was created in Tajikistan, the basis of which was the 201st, already Russian, division.

Russian base guarding security in Tajikistan

The soldiers of the unit perform not only combat missions, but also humanitarian missions - they guard convoys with provisions and medicines, evacuate the wounded and refugees. In addition, the MSD played a significant role in the peace negotiations, withdrawing detachments of the United Tajik Opposition from Afghanistan, who were willing to make peace.

In addition to the border service, the 201st MSD was engaged in training recruits for the regular army of Tajikistan, helping to form the basis of the future armed forces of the republic.

The motorized rifle division became the 201st Russian base in 2004 and over time completely transferred the functions of protecting the troubled Afghan border to the command of the Tajik Armed Forces.

And today, Russian fighters, together with the Tajik military, regularly participate in anti-terrorist exercises, live firing and army games.

But just like in the years of the civil war, the peaceful mission of the Russian military is an important part of the life of the 201st base.

Thus, in May, military personnel, together with volunteers from the Do Good group, provided humanitarian assistance to orphans of an orphanage in the Khatlon region, handing over stationery, soft toys and food to the children.

And a month earlier, the Russian military visited children with polio and participated in a charity event to donate blood.

In addition, soldiers and officers of the military base participate in numerous cultural events held in Tajikistan, are engaged in the restoration and preservation of monuments, memorials and graves.
