Classification and category of highways.

Deputy Head of FKU "Dalupravtodor" Vyacheslav Kochemasov

FKU "Dalupravtodor" as a customer is engaged in the repair and maintenance of seven roads in six constituent entities of the Russian Federation: in Kamchatka, Khabarovsk and Primorsky territories, Sakhalin and EAO, Chukotka Autonomous Okrug. The road network is located in three road-climatic zones from Chukotka in the north to the south of Primorsky Krai, with fluctuations in outdoor air temperatures in winter from -35 ºС in the western regions of the JAO to +1 ºС in Primorsky Krai with heavy snowstorms and significant snow cover in winter period in Sakhalin, Chukotka and Kamchatka and monsoon climate in Primorye.

The growing amount of funding allowed, albeit slowly, but to reverse the negative trends in the transport and operational condition of the roads. The increase in funding has had a positive impact on the condition of the roads.

Technical condition of roads

In the operational management of FKU "Dalupravtodor" as of January 1, 2012 are 1 609,266 km of public roads of federal significance. Roads are distributed by subjects as follows:

Jewish Autonomous Region - 413,641 km;

Khabarovsk region - 437,817 km;

Primorsky Krai - 577,308 km;

Chukotka Autonomous Okrug - 30,5 km (including ice crossing 7 km);

Kamchatka Krai - 38,0 km;

Sakhalin region - 112,0 km.

Of these, 1,521.715 km of improved surface roads and 80.551 km of gravel roads.

Artificial road structures

The number of bridge structures is 297 bridge structures with a length of 23,151.78 linear meters. m, including:

- 26 viaducts overall length 2,211.15 linear meters m, of them:

- 271 major bridges length 20 940,63 linear m.

The number of culverts was1347 units overall length35 617.66 rm. m.

247 bridges are in good and satisfactory condition, 50 bridges are in unsatisfactory condition.

M-60 "Ussuri" from Khabarovsk to Vladivostok

The operational management of FKU "Dalupravtodor" is the public highway of federal significance M-60 "Ussuri" from Khabarovsk to Vladivostok 12-752 km, passing through the territory of the Khabarovsk and Primorsky territories.

The total length of this highway, according to statistics, is 765.308 km. Including on the territory of the Khabarovsk Territory is 228 km, on the territory of the Primorsky Territory is 537.308 km.

Evenness - 357.966 km, or 46.77%;

Strength - 556.393 km, or 72.7%;

Grip - 303.580 km, or 39.67%.

In the operational management of FKU "Dalupravtodor" on the highway M-60 "Ussuri" there are bridges - 177 pcs. (11,338.51 linear meters) and 532 pipes (12,851.71 linear meters).

Construction and reconstruction

Currently, FKU DSD "Far East" is reconstructing 64.414 km the Ussuri highway (29.076 km in the Khabarovsk Territory and 35.338 km in the Primorsky Territory).

Ready design documentation for construction and reconstruction is available at 251.829 km / 4885.941 linear meters. m.

Of these, in total in the Khabarovsk Territory - 102.552 km / 1391.041 linear km. m, including: 99.414 km / 1293.272 linear meters. m (FKU DSD "DV") and 2.638 km / 97.77 linear meters. m (FKU "Dalupravtodor").

In Primorsky Krai - 149.777 / 3494.899 linear meters. m (FKU DSD "DV").

Capital repairs of the highway

At the approval stage, there is design documentation for the overhaul of bridges 415.67 linear meters. m (in Primorsky Krai).

Artificial electric lighting device

In 2011year settlements were equipped with artificial outdoor lighting 8.648 km, including in the Primorsky Territory in three settlements, Luchegorsk, Gornye Klyuchi, s. Volno-Nadezhdinskoye 6.62 km and along the Khabarovsk Territory with. Lermontovka 2,028 km.

In 2012 It is planned to produce artificial electric lighting for 10.786 km of the road, of which 7.030 km are in the Khabarovsk Territory in Bikin and 3.756 km in the Kirovsky urban settlement in the Primorsky Territory.

In addition, by order of FKU "Dalupravtodor", lighting projects are being developed for settlements in the Primorsky Territory: Znamenka, Sibirtsevo, Chernigovka, Kiparisovo - with a total length of 7.0 km. The development period is 2012.

Federal highway "Amur"

As of January 1, 2012, the FKU "Dalupravtodor" operates the Amur highway, a road under construction from Chita through Never, Svobodny, Arkhara, Birobidzhan to Khabarovsk with a length of 419.158 km, passing through the territory of the Jewish Autonomous Region - 413.641 km, Khabarovsk Territory - 5.517 km.

According to the diagnostics carried out in 2011 by the Far Eastern branch of the Federal Unitary Enterprise "Rosdornia" does not meet the standard:

Evenness - 64.084 km, or 15.29%;

Strength - 119.108 km, or 28.42%;

Grip - 50.491 km, or 12.04%.

There are 39 bridges on the Amur highway. (2,241.07 linear meters), 5 viaducts and 311 pipes (8,763.66 linear meters).

In 2011 9.762 km of the Amur highway were overhauled

Repaired 69,364 km,

including:

Restoration of wear coatings - 11.939 km;

Surface treatment - 57.425 km;

Bridge repair - 30,640 linear meters m.

According to the ACTION PLAN approved by the order of the Ministry of Transport of Russia dated November 6, 2010 No. 241, for 2012 provided:

Repair 34,646 km (restoration of worn-out coatings);

for 2013 provided:

Road Petropavlovsk-Kamchatsky - seaport

In the operational management of FKU "Dalupravtodor" there is a public highway of federal significance Petropavlovsk-Kamchatsky - a seaport, a car access to the airport from Petropavlovsk-Kamchatsky with a total length of 38.0 km, passing through the territory of the Kamchatka Territory.

According to the diagnostics carried out in 2011 by the Far Eastern branch of the Federal Unitary Enterprise "Rosdornia" does not meet the standard for:

Flatness - 35.299 km, or 92.89%;

Strength - 28.737 km, or 75.62%;

Adhesion - 34.453 km, or 90.67%.

On this road is 31 artificial road structure with a total length 1411.37 linear m, of which - 30 culverts with a total length of 1354.17 running meters. m and 1 overpass with a total length of 64.4 linear meters. m, of which:

29 pipes - in unsatisfactory condition;

1 pipe in a satisfactory condition;

1 overpass - in a satisfactory condition.

Motor road Petropavlovsk-Kamchatsky - seaport on the section from 0 + 000 - 13 + 100 km assigned toI- Bcategories. The traffic intensity in transport units for 2009 is 25.3 thousand vehicles per day, which is natural for the city limits; there is an obvious tendency to decrease in intensity in the final section. The prospective traffic intensity in 2015 will be 42.6 thousand vehicles per day. The actual load on the section 0 + 000 - 13 + 000 km is from 0.98 to 1.0 with the standard 0.6. On the rest of the length, the actual load is below the standard.

0 + 000 - 6 + 000 km passes through a mountain pass and does not correspond to the parameters of the I-B category in terms of the radii of curves in plan and profile, the width of the carriageway.

0 + 000 - 1 + 800, 3 + 000 - 4 + 700 km the road has two lanes traffic with a pavement width of 8-9.5 m. On sections 0 + 000 - 0 + 350 km there are no shoulders, 0 + 350 - 1 + 000 km - not reinforced shoulder on the left 1.0 m, 1 + 000 - 1 + 400 km - not reinforced shoulder on the left 1.5 m, 1 + 400 - 1 + 800 km - two non-fortified shoulders 3.0 m each, 3 + 000 - 4 + 700 km without shoulders;

1 + 800 - 3 + 000 and 4 + 700 - 6 + 000 km the road has four stripes traffic with a pavement width of 15 m, 1 + 800 - 3 + 000 km two unreinforced shoulders of 3.0 m each, 4 + 700 - 6 + 000 km without shoulders.

From 4 + 600 to 13 + 200 km the road has four stripes traffic with a pavement width of 15 m, no shoulders, starts urban development.

From 6+000 to 12+000 km- residential and administrative and commercial buildings.

13 + 100 km - the end of the city limits.

13 + 100 - 35 + 000 km with a length of 21.9 km in a flat area is assigned and corresponds to 2nd category. The average annual traffic intensity for 2009 is 7.5 thousand vehicles/day, the prospective intensity for 2015 will be 11.4 vehicles/day. The strength factor ranges from 0.71 to 0.88.

35 + 000 - 38 + 000 km - 3rd category with a length of 3.0 km. The average annual traffic intensity is 5.4 thousand vehicles/day, prospective for 2015 is 8.0 vehicles/day.

In 2011

Repaired 3,571 km (restoration of worn out coatings);

for 2012 provided:

Repair 5,444 km (restoration of worn-out coatings);

for 2013 provided:

Repair 13.0 km(recovery of worn out coatings).

To be repaired - 7,374 km.

At present, projects have been developed for the repair of the A-401 highway, the access road from the seaport of Petropavlovsk-Kamchatsky to the airport Petropavlovsk-Kamchatsky (Yelizovo) in the following sections:

8-10, 10-12, 12-14 km.

Federal highways of the Sakhalin region

In the operational management of FKU "Dalupravtodor" there are two public roads of federal significance, passing through the territory of the Sakhalin Region, with a length of 112 km.

Highway Yuzhno-Sakhalinsk - Kholmsk, 5 + 775 - 86 + 873 km

According to the diagnostics carried out in 2011 by the Far Eastern branch of the Federal Unitary Enterprise "Rosdornia" does not meet the standard:

Evenness - 52.161 km, or 64.4%;

Strength - 2.015 km, or 2.5%;

Grip - 45.403 km, or 56.1%.

In the operational management of bridges - 19 pcs. (1224.91 running meters) and 163 pipes.

Highway Yuzhno-Sakhalinsk - Korsakov, 5 + 890 - 36 + 242

In the operational management of bridges - 8 pcs. (198.48 linear meters) and 73 pipes.

According to the diagnostics carried out in 2011 by the Far Eastern branch of the Federal Unitary Enterprise "Rosdornia" does not meet the standard:

Evenness - 30.445 km, or 98.2%;

Strength - 11.123 km, or 35.9%;

Grip - 29.144 km, or 94.0%.

In 2011:

Repaired 6.0 km (restoration of worn out coatings);

A culvert with a length of 62.33 linear meters has been repaired. m;

Indicators for determining public roads of regional or intermunicipal significance

Public motor roads of regional or intermunicipal significance, with the exception of public motor roads of federal significance and their sections, are the following motor roads:

connecting the administrative center of Primorsky Krai - the city of Vladivostok with the administrative centers of municipal districts and urban districts of Primorsky Krai;

connecting checkpoints across the State Border of the Russian Federation with public roads of federal, regional or intermunicipal significance;

interconnecting highways of regional or intermunicipal significance;

interconnecting motor roads of regional or intermunicipal significance with motor roads of federal significance;

interconnecting the administrative centers of municipal districts, as well as the administrative centers of municipal districts with urban districts and urban districts among themselves;

which are entrances from public roads of federal, regional or intermunicipal significance to seaports, airports, airfields, railway stations;

as well as motor roads and access roads connecting certain objects of regional (regional) significance (specially protected natural areas; cultural heritage sites (monuments of history and culture) of the peoples of the Russian Federation; places used for organizing recreation, tourism; specialized medical institutions; places traditional residence and economic activities of indigenous peoples and others) with federal, regional or intermunicipal highways.

The procedure for approving the lists of public roads that are the property of the Primorsky Territory

1. The list of public roads that are the property of the Primorsky Territory (hereinafter referred to as the List) is approved by a resolution of the Administration of the Primorsky Territory on the proposal of the authorized executive body in the field of road facilities - the Department of Road Facilities of the Primorsky Territory.

2. Proposals to amend the approved List (hereinafter referred to as proposals) are submitted to the Department of Road Facilities of the Primorsky Territory by the executive authorities of the Primorsky Territory, local authorities of the Primorsky Territory, and organizations.

The general procedure for the establishment by municipal districts of indicators for determining public roads intended to address issues of local importance of an intermunicipal nature

1. Public roads intended for resolving issues of local importance of an intermunicipal character include, as a rule, roads located outside the boundaries of settlements and connecting settlements with each other, with the exception of public roads of federal significance and public roads of regional or intermunicipal significance.

2. Indicators for determining public roads intended for solving issues of local importance of an intermunicipal nature are approved by a municipal legal act published in the prescribed manner.

1. Classification of roads in accordance with federal law No. 257 of November 8, 2007 "On highways and road activities in the Russian Federation":

1. 1. Motor roads, depending on their significance, are divided into:

a) highways of federal significance;

b) motor roads of regional or intermunicipal significance;

c) motor roads of local importance;

d) private roads.

Motor roads, depending on the type of permitted use, are divided into public motor roads and non-public motor roads.

Public motor roads include motor roads intended for the movement of vehicles of an unlimited number of persons.

Motor roads for non-public use include motor roads owned, owned or used by executive bodies of state power, local administrations (executive and administrative bodies of municipalities), individuals or legal entities and used by them exclusively to meet their own needs or for state or municipal needs.

1.2. Highways of general use of federal significance are the following highways:

Connecting the capital of the Russian Federation - the city of Moscow with the capitals of neighboring states, with the administrative centers (capitals) of the constituent entities of the Russian Federation;

Included in the list of international highways in accordance with international agreements of the Russian Federation.

1.3. Motor roads of federal significance may be motor roads:

Connecting the administrative centers (capitals) of the constituent entities of the Russian Federation;

Being access roads connecting public roads of federal significance, and major transport hubs of international importance (seaports, river ports, airports, railway stations), as well as special objects of federal significance;

Being access roads connecting the administrative centers of the constituent entities of the Russian Federation that do not have public roads connecting the corresponding administrative center of the constituent entity of the Russian Federation with the capital of the Russian Federation - the city of Moscow, and the nearest seaports, river ports, airports, railway stations.

1.4. The list of public roads of federal significance is approved by the Government of the Russian Federation.

1.5. The criteria for classifying public roads as public roads of regional or intermunicipal significance and the list of public roads of regional or intermunicipal significance are approved by the highest executive body of state power of a constituent entity of the Russian Federation. The list of public roads of regional or intermunicipal significance may not include public roads of federal significance and their sections.

1.6. Public roads of local significance of a settlement are public roads within the boundaries of settlements of a settlement, with the exception of public roads of federal, regional or intermunicipal significance, private roads. The list of public roads of local significance of a settlement may be approved by the local self-government body of the settlement.

1.7. Public motor roads of local significance of a municipal district are public motor roads within the boundaries of a municipal district, with the exception of public motor roads of federal, regional or intermunicipal significance, public motor roads of local significance of settlements, and private motor roads. The list of public motor roads of local significance of a municipal district may be approved by the local self-government body of the municipal district.

1.8. Public motor roads of local significance of an urban district are public motor roads within the boundaries of an urban district, with the exception of public motor roads of federal, regional or intermunicipal significance, and private motor roads. The list of public motor roads of local significance of an urban district may be approved by the local self-government body of the urban district.

1.9. Private public roads include roads owned by individuals or legal entities that are not equipped with devices that restrict the passage of vehicles of an unlimited number of persons. Other private motor roads are private non-public motor roads.

1.10. Public roads, depending on the conditions of travel on them and the access of vehicles to them, are divided into highways, expressways and ordinary highways.

1.11. Highways include highways that are not intended to serve adjacent territories and:

a) which have several carriageways along their entire length and a central dividing strip not intended for traffic;

b) which do not cross at the same level other motor roads, as well as railways, tramways, bicycle and pedestrian paths;

c) access to which is possible only through intersections at different levels with other roads, provided no more than every five kilometers;

d) on the carriageway or carriageways of which stops and parking of vehicles are prohibited;

e) which are equipped with special rest areas and parking areas for vehicles.

Highways classified as motorways must be specifically marked as motorways.

1.12. High-speed motor roads include motor roads, access to which is possible only through traffic interchanges or controlled intersections, on the carriageway or carriageways of which stops and parking of vehicles are prohibited and which are equipped with special rest areas and parking areas for vehicles.

1.13. Ordinary motor roads include motor roads not specified in paragraphs 1.11 - 1.12 of this article. Ordinary highways may have one or more carriageways.

2.1. Decree of the Government of the Russian Federation of September 28, 2009 N 767 approved the Rules for the classification of highways in the Russian Federation and their assignment to categories of roads.

2.2. Motor roads are divided into the following classes according to traffic conditions and access to them:

a) highway
b) high-speed highway;
c) ordinary road (non-fast road).

2.3. For a highway of the “motorway” class, it is established 1A category.

2.4. For a highway of the class "high-speed highway" installed 1B category.

2.5. For a motor road of the class "ordinary motor road (low-speed motor road)" may be established 1B, II, III, IV and V categories.

2.6. Motor roads are divided into categories according to transport and operational characteristics and consumer properties depending on:

a) the total number of traffic lanes;
b) lane width;
c) shoulder width;
d) the presence and width of the dividing strip;
e) type of intersection with the road and access to the road.

2.7. The assignment of operated roads to categories of roads is carried out in accordance with the main indicators of the transport and operational characteristics and consumer properties of roads, given in the appendix to this decree of the Government of the Russian Federation (table 1).

The Far Eastern Federal District is the most remote region of the Russian Federation. Its area is about 36% of the territory of Russia - 6169.3 thousand square kilometers. The total length of highways in the Far East region, including departmental roads, is approximately 78,300 km. Main highways: M60 Ussuri, M58 Amur, M56 Lena and M56 Kolyma. They are under the jurisdiction of Rosavtodor.

The density of the automobile network in the Far East is significantly lower than in the whole country, only in the Primorsky Territory this indicator is closer to the Russian average. About 80% of paved roads are located in the southern part of the Far East and Sakhalin. The main highways pass here: "Ussuri", "Kolyma" and "Amur".

Of the total length of roads in the Far East region, only 43% have a hard surface. Huge sums are allocated from the federal budget of the country for their maintenance, repair and construction. The main routes (M60, M58, M56) have a good asphalt concrete surface.

Motor transport in the Far East plays an important role, especially in its southern part, in conducting trade with China. In recent years, 13 customs checkpoints on highways have been opened on the Russian-Chinese border. They are located: 5 - in the Primorsky Territory; 3 - in the Amur region; 2- in the Khabarovsk Territory; 3- in the Jewish Autonomous Region.

The federal highway M56 "Lena" (Never-Yakutsk) and "Kolyma" (Yakutsk-Magadan) have a length of 1160 km and 1878 km. The road passes through the territories of Yakutia and the Magadan region.

The M58 Amur motorway (Chita - Khabarovsk) is part of the longest route in the world (St. Petersburg - Moscow - Vladivostok). The significance of this highway for the state is enormous. The total length is about 2165 km. It connected the Trans-Baikal Territory, the Amur Region, the Khabarovsk Territory and the Jewish Autonomous Region of the Russian Federation.

The federal highway M60 "Ussuri" (Khabarovsk-Vladivostok) runs through the territories of the Khabarovsk and Primorsky regions of the Russian Federation. The total length of the road route is 760 km.
