Biographies Characteristics Analysis

The new rector MGL promises to return the university to its leading position.

Last week Russian students and their parents were closely watching how the situation with non-accreditation was unfolding in one of the country's main universities - the Moscow State Linguistic University (formerly Inyaz named after Maurice Thorez). The story of Inyaz can be revealing.

Silence Month

On March 21, students became aware of the results state attestation MSLU, held on January 11-15, 2016. Several areas of the university did not receive the state "blessing": theology, economics and management, service and tourism, and postgraduate studies in law. Two months before graduation, about two hundred students learned that they would not receive MSLU diplomas. A stormy meeting was held with the participation of acting. Rector Igor Manokhin and the university administration with students and their parents. Despite the fact that the rector forbade the use of a voice recorder at the meeting, the students “recorded” the meeting and posted the recording on the Web. It shows how, for an hour and a half, students tried to get an answer from the acting rector to a simple question: will the university support them in obtaining diplomas from other educational institutions? Students want to get a university degree equal to MSLU in terms of level. Speech, from the point of view of graduates, can be about MGIMO, Russian University of Economics. Plekhanov and Moscow State University, but so far no one has offered them such a choice.

The case of MSLU is certainly not the first when a university does not receive accreditation. But to two months before graduation! This, in my opinion, has never happened before. As a result, there were pickets of students and their parents near MSLU and the Ministry of Education.

The main question that is now of interest to everyone is why, if it was decided to remove "non-core" areas, it could not be done in the summer, after school year, and let those who entered these areas finish their studies?

Another mystery is why the university learned about this only on March 21, if the certification itself took place on January 11-15, and the order on non-accreditation was issued by Rosobrnadzor on February 26? Why were the "responsible persons" silent for a whole month?

They say

Says a 4th year student of the Institute of Law, Economics and Management MSLU ( asked not to name): “The first sensation from this news is shock. When on February 29 I learned that we had the conclusion of the expert commission, I tried to clarify the issue. The dean's office reassured me, they said that they knew about the document and that, most likely, the accreditation would be passed. Therefore, when Rosobrnadzor published the order on March 17, it was a complete surprise.

Now the administration of the university tells us that there are two options for the development of events. The first is that we stay at the university, but we get a non-state diploma. This means that we will not be able to enroll in most of the master's programs of other institutions, the path to public service, and some employers may even find fault with the document itself. The second way is to transfer to other universities while maintaining the form of education, payment, course. In addition, and.about. the rector said that for students studying for money, the issue of reimbursement of fees will be resolved on a compensatory basis. The only thing we would like from the leadership: closer contact with us, a more open position, so that the leadership would protect our interests.”

Teacher's opinion

MSLU teachers agreed to communicate with the press only on condition of anonymity.

— This whole story with accreditation unfolds against the backdrop of changes taking place at the university. On February 5, 2016, in accordance with the amendments to the university charter made in the autumn, according to which the rector is now not elected, but appointed, an order was issued to appoint Igor Manokhin as acting rector; the day before, on February 4, on the day of her 70th birthday, Irina Khaleeva, rector of Moscow State Linguistic University since 1986, was notified that she was fired, the teachers say.

The new rector does not meet the job qualification requirements: the head of the university must have academic title associate professor, at least Igor Manokhin is not one. He is a graduate of the Sverdlovsk Higher Military-Political Tank Artillery School and the Military University (Department of Psychology). Students are interested in how a rector can act linguistic university a person who does not know any foreign language?

From the Soviet model Inyaz im. Maurice Thorez, who was involved in the training of teachers and translators, during the years of Irina Khaleeva's rectorship came to the model of a university that graduates specialists of various profiles with knowledge foreign languages. We teach a number of disciplines in a foreign language, and this is very attractive for a future employer. Therefore, the current situation with non-accreditation is a problem not only of diplomas, but also of the approach to higher education generally. Of course, you can study law and economics at other universities, but subject disciplines with a deep knowledge of languages are given only at MSLU and MGIMO.

Who is guilty?

In comments and meetings with students, Igor Manokhin blames the previous leadership for what happened. We met with Irina Khaleeva, former rector of MSLU, and asked her to comment on these claims.

— During the period of preparation for accreditation, Manokhin served as Vice-Rector for academic work, but shortly before the certification he received an extraordinary vacation and urgently quit after his graduation, without starting work. Meanwhile, the preparation for accreditation was his official duty- says Irina Khaleeva. - Manokhin calls the reason for non-accreditation a sudden change curricula. But there were no such changes.

The comments talk about profile and non-profile. But, for example, journalism is also “non-core”. However, she was accredited. When we changed our name from an institute to a university, we conceived it as an international institution that develops programs related to intercultural communication, and all our specialists graduated with two foreign languages. The competition for these specialties reached 40 people per place. Economics students listened to lectures by world-class foreign economists. I believe that students and their parents should sue, not against the university, but against the organization that conducted the examination. The non-accreditation order is illegal, because the administration of the university was not notified of what shortcomings the examination revealed.

After the appointment of Manokhin acting. rector, a group of his new deputies came to the university from power structures. One was in charge of the police school, the other was a former CEO MegaFon, the third is a lieutenant colonel who has not yet retired from the ranks of the Armed Forces. The university is run by a team of non-professionals. They fire those who worked with me - they send notifications about changes in staffing.

Officially

From the answer of the head of the legal department of MSLU V. Gavrilin to the editorial request:

According to the results of the inspection of FSBEI HE "MGLU" by the commission of Rosobrnadzor, conducted in January 2016, groups of professions, specialties and areas of training were not accredited vocational education— economics and management, service and tourism, theology. To our regret, the former management of FGBOU VO "MGLU" did not properly prepare for the upcoming accreditation. The result of this omission was the order of Rosobrnadzor on the non-accreditation of the above groups.<…>

At present, in accordance with the recommendations of the Ministry of Education and Science of the Russian Federation, the leadership of the Moscow State Linguistic University prepared and sent letters to the leading specialized universities in Moscow with a request to admit students of professions, specialties and areas of professional education - economics and management, service and tourism , theology for further study.<…>

Press Service of the Ministry of Education and Science of the Russian Federation:

“First of all, it should be noted that all decisions made by Rosobrnadzor regarding the deprivation of accreditation are not unexpected for the universities themselves. Such acts come into force after a sufficiently long period of time, after repeated inspections, so that the university has the opportunity to carry out all the necessary measures while respecting the rights of each student.

The legislation has an operating mechanism that protects the rights of students in similar situations: in case of deprivation of a university of accreditation, the management of the university is obliged to ensure the transfer of each student to another university for a similar field of study (with a similar tuition fee, if the student studied at paid basis), and the founder of the university, in turn, to follow this procedure.

The Ministry monitors the observance of the rights of students in all Russian universities and, of course, performs all the duties of a founder in situations where such transfers occur in universities subordinate to the Ministry.

So, economics students from Moscow State Linguistic University were offered a transfer to the Russian University of Economics. Plekhanov on the same conditions of study<…>».

Community "Dissernet", leading the search for plagiarism in scientific papers, convicted the acting rector of the Moscow State Linguistic University (MSLU) Igor Manokhin of cheating his Ph.D. thesis. The examination showed that the work of the head of the university almost entirely consists of borrowing.

Manokhin defended his PhD in 2003, according to the Dissernet website. The topic of the dissertation is "Armed formations on the territory of Siberia in the period civil war and military intervention: historiography and source study of the problem". For his scientific work, which was carried out at the Moscow City Institute of Jurisprudence, Manokhin received a Ph.D. historical sciences.

Table of borrowings, compiled by "Dissernet", that the dissertation has been written off almost entirely. Manokhin took as a basis the work of a senior researcher at the Military University of the Ministry of Defense Vitaly Voronov, who defended himself in 1999. Its theme sounds almost the same - "Armed formations on the territory of Siberia during the civil war and military intervention in 1917-1922."

[ : According to the results of an examination conducted by community activists, 171 out of 221 pages of the work contain plagiarism. - Inset K.ru]

Dissernet noted that such large-scale borrowings are rare. “Actually, there is still a rather rare case here. In Dissernet’s internal jargon, this is called a “carbuncle”: this is when the dissertation is blown away entirely, from the first to the last letter, from one source. In essence, this means that a person simply took someone else’s work glued to her title page with his own name and passed it as if it was his own,” Sergey Parkhomenko, one of the founders of the anti-plagiarism community, explained on his Facebook page.

Manokhin February 2, 2016 appointed acting rector of MSLU (former Moscow State Pedagogical Institute Foreign Languages named after Maurice Thorez) Head of the Ministry of Education and Science Dmitry Livanov. The ex-rector of the university, Irina Khaleeva, was dismissed from her post due to her age. In 2008-2015, Manokhin was vice-rector for educational and methodological work at MSLU. Prior to that, he served in the Armed Forces and for 10 years headed the faculty of foreign military information Military University of the Ministry of Defense of the Russian Federation.

It is worth noting that Livanov does not approve of the activities of the Dissernet organization. In his opinion, check scientific work plagiarism should only experts, not activists. In addition, the head of the Ministry of Education and Science believes that by studying the dissertations of politicians and businessmen, Dissernet is politicizing its activities.

Today I met the new rector of MSLU Irina Arkadyevna Kraeva. She is a candidate of sciences, a professor, but has been working for many years at MSLU and Translation Faculty with English language. English has probably always been the strongest language of our university. Although, I think, the “French” and “Germans” will not agree with this.
Irina Arkadyevna is determined to return MSLU to its rightful place in the education market. But it is not going to stop there either. She wants, for example, to revive the UN translation courses and in every possible way improve the quality of education and training of future specialists of the University.
She honestly addresses MSLU graduates with a request to help in this difficult matter and is also ready to comply with and cooperate with the MSLU Alumni Association in everything. The university does not have much money, but there are enough problems. For example, for practice at the UN in April, two selected students must be sent. But there is no money either for tickets or for housing yet. So the rector of the Duma thinks, looking at us with hope. Believes that the university should be fully open to former students, for their initiatives that are useful to the university and turn into a real Alma Mater for everyone who has not forgotten their first university.
It is difficult to argue with such an approach, and the respected Yan Anastasievich and I happily agreed with her.
They agreed and went to get acquainted with the new head of the personnel department and the press service.
Kadrovik Elena Vyacheslavovna turned out to be a very pleasant, educated and constructive leader, who expressed her full readiness to help us in good deeds. Realizing that she needed to at least a little understand the difficult personnel management, we could not expect more from her.
At the press office we were greeted by two charming girls Olga and Evgenia, who were sitting at pristine tables, which they had also recently occupied. The girls wrote down our coordinates, we left ours and they promised to invite graduates to everything interesting events MSLU and, if possible, involve us in promoting and promoting the image of the University.
Proud of the honor that fell to us, we went to get acquainted with the new Vice-Rector for Academic Affairs, Irina Anatolyevna Smolyannikova.
It turned out to be a charming young woman who also promised us support in everything.
And the new rector also has a new assistant. Graduate of our University in 1975. He seemed to me a very thorough and reasonable man.
Thus, inspired and favored by the members of the new rector's team, we parted ways with Yan Anastasyevich in the firm conviction to help the rector and his associates in the worthy cause of the revival and formation of Inyaz.
I hope we succeed.

MOSCOW, 17 February. /TASS/. The new rector of the Moscow State Linguistic University(MSLU) Igor Manokhin promises to protect the university from reorganization and return its leadership position in the educational market. He told TASS about it on Wednesday.

“From our founder (Ministry of Education and Science), I received the task of returning the university to the positions it held in the past, when it was impossible to enter the university. The name of InYaza should sound again,” Manokhin believes.

According to the rector, he also intends to accumulate all the linguistic programs of the university. "You need to be able to earn, we have unique techniques, it needs to be sold," Manokhin said.

"I had a meeting with the head of the ministry (Dmitry Livanov), he promised to help us in every possible way in achieving our goals - both in terms of space and finances," the MSLU rector added.

With regard to space, in particular, the university is now considering applications from 3-4 Moscow schools to join it. Previously, it was already attached to MSLU linguistic lyceum No. 1555. Now children in it study languages under the guidance of university teachers.

Inheritance and debt

At the time of Manokhin's accession to the post of rector, the university had a debt. "It is connected with housing and communal services and additional educational services", - Manokhin specified. He did not name the exact amount, but noted that it was "a good size."

“Today, the university has 93 million rubles on its account, so all debts will be repaid in the near future,” the rector emphasized. He added that the current funds will also be used to pay teachers' salaries for February and March and scholarships - up to September, and the remaining amount is intended for the initial steps to develop the university.

First decisions

As Manokhin told TASS, one of his first decisions was to increase the number of languages studied at the university. "Now Vietnamese and Amharic will be taught at the university - official language Ethiopia," said the rector.

In addition, a ban was imposed on the expulsion of students without the decision of the student council. "All the guys are in very different life situations, everyone has problems, you need to react in time, and not drive such students out into the street. We need to figure it out in each case," Manokhin stressed.

He has the same thorough approach to personnel. "No indiscriminate decisions will be made. Although I have questions for several employees, whose actual workload was only two hours a week," the head of the university concluded.
