In case of loss of accreditation, the university must inform students about this within five working days, as well as place an announcement on the Internet. However, as a rule, the management withholds information to the last, and for many students the news comes as a surprise.

The lack of accreditation does not deprive the university of the opportunity to train students. In accordance with the Federal Law "On Licensing certain types activities” the university will close only if it loses its license. A university deprived of accreditation can issue its own diploma - a non-state sample, but such a "crust" has no value.

"This document is modern conditions nobody needs. How in professional organizations and firms, and in the civil service, a diploma of a non-state sample is not quoted. How to transfer to another university

However, according to Grigory Shabanov, in this case, no serious university will accept him. Therefore, the student should try to choose the best option from those organizations that the rector's office offers him to choose from. State certification in another university

Sometimes universities deprived of accreditation do not inform students about this and graduate as if nothing had happened. In this case, in order to receive a state diploma, students have the right to pass the state final certification external student at an accredited university.

According to Shabanov, the duration of the procedure depends on how prepared the student is. All disciplines studied after the university was deprived of accreditation are subject to recertification. This also applies to practice, so the university must find time to conduct consultations, re-certify a person, set a defense time, provide time to prepare for the exam, and at the same time comply with all the deadlines set by the Ministry of Education. Typically, this takes three to six months. The student receives a diploma from the university in which he passed the state final certification.

In what cases can you receive compensation?

Rosobrnadzor revoked the licenses of the Lipetsk Institute of Management and the Moscow Banking Institute, banned branches of the Privolzhsky federal university in Naberezhnye Chelny and the Moscow Humanitarian and Economic University in Voronezh to accept students, and also deprived the Institute of Friendship of the Peoples of the Caucasus state accreditation in two specialties - "service and tourism" (bachelor's degree) and "jurisprudence" (master's degree). Lipetsk and Moscow universities were deprived of their licenses based on the decision of the Arbitration Court.

The license of the Moscow Banking Institute was suspended back in 2016, but now he has lost it completely.

The deprivation of state accreditation applies to all branches of the offending university. The ban on the enrollment of students was due to the fact that certain violations had already been identified in the branches, but universities were unable to eliminate them. Now, by law, they must transfer students to other universities to state-accredited programs in similar areas of training, while maintaining all the conditions of study.

Prior to this, Rosobrnadzor had already left a dozen universities without a license in just a few months. The license was lost by NOCHU VPO "Institute of Russian Theatre", Kislovodsk Institute of Economics and Law, Slavic-Greek-Latin Academy and others educational establishments. Even more universities were left without the opportunity to recruit students, but they still can train those who have already been recruited.

The most resonant was the story of the European University in St. Petersburg. Back in August 2016, the university underwent 11 inspections by various departments, two of which led to courts.

Rosobrnadzor insisted that the university committed 120 violations - from the lack of its own gym to the lack of plastic windows on the internal facades of the university building.

Claims were also made against the teaching staff: the teachers of sociology and political science had no practical experience.

From the moment of the first meeting, representatives of Rosobrnadzor and the European University met in the courtroom with enviable regularity. The university is trying to convince Rosobrnadzor that the university restoration project is ready and paid for. During the restoration, he is going to move to another building. On July 13, the administration of the university hopes to finally close the issue of a license and is already ready even for a court decision not in its favor.

“The very next day, July 14, we will submit documents for a new license and present the classrooms in a temporary room to the Rosobrnadzor commission,” says new rector University Nikolay Vakhtin.

When checking a university, attention is paid to both the quality of education and its technical equipment, scientific activity and even information posted on the website of the university -

there should not be false information and a list of all specialties and areas of training for students should be presented, the possibility of training in all forms that are in the university, and the presence of a military department should be indicated.

Even if violations are identified, the university is likely to get a chance to correct them -

for example, Voronezh State University was given six months to put in order the training schedule for lawyers and economists.

The main violations that Roskomnadzor has already identified are the lack of the material and technical base necessary for the implementation educational programs, lack of educational and teaching documentation, discrepancy between the level of professorial and teaching staff requirements defined by law, development of rules for admission to this year according to outdated regulations.
