The problem of rational placement of industrial enterprises of the city in order to increase land resources occupied the Moscow authorities even in the days of the USSR: then a list of several hundred enterprises was prepared, intended to be withdrawn from Moscow. Perestroika prevented the full implementation of this plan, but the process was given a start. In our time, the relevance of such a reorganization has increased immeasurably, since the construction boom that began in the late 1990s has almost exhausted free land resources for mass construction in the capital. At the same time, perestroika, reforms and crises of the 1990s led to a sharp decrease in work efficiency and the bankruptcy of a significant number of enterprises: some were technically outdated, others, in the absence of government orders, became unprofitable, and others actually stopped production and started leasing their premises. .

According to the Department of Science and Industrial Policy of Moscow, in 2006, about 24% of the city's enterprises were unprofitable, and the average depreciation of fixed assets was more than 47%. Finally, the inexpediency of locating industrial enterprises near the center of the capital and close to densely populated areas became obvious. residential areas from the point of view of ecology and sanitary and hygienic standards, not to mention aesthetics.

Official grounds

The Moscow government began cleaning up the city from industrial zones already in 1993, but these works were carried out in the absence of a unified plan. In 1999, the "Program for the Relocation, Reformation, Liquidation of Enterprises and Organizations Located in the Historical Center of Moscow, and the Rehabilitation of the Liberated Territories" was approved. First, the most successful sites in terms of location and cost of relocating enterprises were mastered.

According to various estimates, in the late 1990s and early 2000s, from 3,000 to 5,000 hectares of industrial zones were reorganized in this way, mainly in the center and west of the capital. But then the "simple" projects ended, and by 2002 the work on the reorganization of production areas was expanded to the boundaries of the entire city. It was only in 2004 that the Moscow Government took up the problem of developing industrial zones in a centralized manner and approved a targeted medium-term program for the reorganization of the city's industrial territories for the period up to 2007. In total, more than 2.5 million square meters have been put into operation during this time. m of housing, initial data were collected on 12,500 hectares (41 out of 83 industrial zones), 3,815 enterprises were surveyed.

The process has begun

As explained in the "First Management Company", which is an investor and developer of several projects in the territories of former industrial zones, now many enterprises own initiative reduce the territories occupied by production in order to use them for the implementation of investment projects. For example, Trekhgornaya Manufactory reduced its production space, and provided the vacated land for the construction of restaurants. The AMO ZIL plant releases part of its territories for housing development. The Moscow Scientific Research Institute of Instrument Automation (MNIIPA) allocates most of its territory (9 hectares) for commercial development. But the majority of Moscow enterprises use the investment potential of their land plots, completely moving to another place.

For example, the Moscow Experimental Sports Shoes Factory moved from Serpukhovskiy Lane (Serpukhovskaya metro station) to Kozhukhovsky Proezd (Avtozavodskaya metro station), and Baltic Construction Company built a residential building on its territory. The Dukat tobacco factory moved from Gashek Street (Mayakovskaya metro station) to new buildings in Orekhovo-Borisov, and Dukat Plaza office centers were built on the vacant site. The "" complex was built on the territory of the Krasnokholmsky worsted plant. At the same time, often, having liberated the territory, enterprises are liquidated due to their unprofitability. The development of industrial zones is of interest to developers, firstly, because it is one of the few ways to legally obtain land for construction in Moscow; secondly, usually industrial enterprises occupy quite large area and on their territory it is possible to implement projects that are very interesting from a commercial point of view. Nevertheless, there are many difficulties in the implementation of such projects, and they often force investors to abandon the development of industrial zones.

Problems hindering the development of industrial zones

Firstly, the life of developers was significantly complicated by the raiders, who too zealously took over the capture of promising industries, assessing the profitability of their reorientation. The government naturally sought to limit such activity; as a result, projects for the withdrawal of industrial zones and the construction of real estate in their place are burdened huge amount compensation for the city's loss of "industrial potential". Numerous additional approvals, the need to change the functional purpose of the territory greatly delay the implementation of such projects. Usually, the period for developing a plan, withdrawing enterprises, coordinating and actually building takes from four to seven years, depending on the scale of the project.

The relocation itself is also a labor-intensive process, ranging from difficulties associated with the ambiguity of rights to the assets of industrial enterprises, and ending with difficulties in finding and leasing new sites in the Moscow region for the transfer of industrial enterprises. The vacated site also requires considerable effort, primarily connected with the connection of communications and land reclamation. Konstantin Korolevskiy, First Deputy Head of the Department of Urban Development in Moscow, notes the other side of the problem that complicates the development industrial areas in the interests of the city. During the implementation of the program for the renovation of residential quarters (another promising program of the Moscow government), work was suspended in 17 quarters due to the influence of the sanitary protection zones of industrial enterprises located next to the renovation quarters and sharing common borders with them. As a result, the need for a comprehensive renovation of both the industrial zones themselves and the territories adjacent to them became clear. Such an approach would require additional work, but will allow increasing the potential of launch sites by using the reserves of sanitary protection zones of reorganized enterprises, and comprehensively solving transport and engineering problems of enlarged territories. A preliminary list has already been prepared, including 22 industrial zones that have not yet been provided with urban planning documentation, with more than 100 renovation blocks and districts adjacent to their borders.

But, despite all the difficulties, the process of development of the industrial territories of Moscow is going on more and more. rapidly. AT this moment the procedure for reserving 7.5 thousand hectares with a clear industrial function is being completed (at the same time, the General Plan for the Development of Moscow until 2020, which has the force of a city law, decided to reduce the area manufacturing enterprises only on 5.5 thousand hectares (from 20.5 thousand to 15 thousand). In total, the Moscow government is currently developing projects for 30 industrial zones with an area of ​​6,634 hectares; on their territories it is planned to build about 5.2 million square meters. m of housing.

Industrial zones occupy about 18.8 thousand hectares in Moscow - more than 17% of the city's territory (if we take it within the old boundaries). Among other things, developers face many problems: the need for deep cleaning of the soil, disposal of waste, demolition industrial buildings, resettlement of old residential buildings, redemption of objects from the owners. .

Industrial area No. 44 "Brattsevo"

For a long time, the AZLK plant was actively functioning here, but in 1998 the production of Moskviches was discontinued, and by 2006 the plant was bankrupt. Housing will be built on the coastal territory, and the part remote from the river is intended for production sites - the continuation of the technopolis "Moscow", which they hope to launch by 2015-2016. When reorganizing the zone, a number of problems arise - 240 objects of the "Southern Port" are owned by organizations and individuals. In addition, it is necessary to change the old soil for a new one, increase the area of ​​green areas from 5.7 to 7.8 hectares, and create a park with an area of ​​about 1 hectare outside the boundaries of the industrial zone.

In the future, the zone will gain good transport accessibility - the plans include the construction of the Yuzhny Port station between Kozhukhovskaya and Pechatniki, the launch of a new tram line and cable car from Chertanovskaya via Paveletskaya railway, Kashirskoye Highway, stations "Kashirskaya", "Kolomenskaya", and the Moscow River to "Tekstilshchikov". The project has 3 stages: initial (2014-2020), development (2020-2030) and agglomeration (2030-2040).

Industrial Zone No. 23 Hammer and Sickle

Most of the enterprises of this industrial zone are functioning.
