Survival percentage. Named the most dangerous and safest federal highways in Russia

We made a rating of the most dangerous federal highways in Russia for 2017. The rating among 22 federal highways took into account the number of accidents on them, the number of injured and killed in accidents, as well as the length of roads and the population of the cities located on them.

All 22 tracks were divided into three categories:
"M"- tracks federal significance connecting Moscow with the capitals of other states and the administrative centers of the subjects of the Russian Federation;
"R"- highways of the federal or regional significance connecting administrative centers RF;
"BUT"- highways of federal or regional significance, which are the entrance to the largest transport hubs.

Among the highways of category "M" the safest was the highway "Baltic". Despite the recognition of the 18th km of the highway as the most dangerous center of accidents in Moscow, there were almost 6 times fewer accidents on the highway than on the Ural highway.

Among the routes of category "P" the lowest hazard index (0.2) has the federal highway P21 "Kola". At the entrance to St. Petersburg, the highway was expanded, which reduced the number of accidents. And the most dangerous in this category is the Caucasus road, which has largest number dead in the entire ranking (2477 people).

In category "A", among the federal and regional roads, which are the entrance to the largest transport hubs, the highest danger indicators relative to other routes. The most dangerous here is the A331 Vilyui highway. Her hazard index is 6.48.

The most dangerous federal highway of all in the category "M" was the M5 "Ural" highway, passing through the Chelyabinsk, Penza, Samara and Moscow regions. There, in 2017, 2,409 people died, another 12,566 were injured. As a result, the Ural motorway received the most dangerous rating - 1,44.

The M4 Don highway, according to the results of 2017, took second place in the ranking of the most dangerous federal highways of category M. It entered the "red zone", the road danger of which is estimated as the highest.

The length of the M4 highway is 1838 kilometers, 342 of which pass through the territory of the Rostov region, crossing 8 districts. In 2017, 6,500 accidents occurred on the highway, in which 1,718 people died and 9,099 were injured. The hazard index of the M4 Don motorway was 1.13.

In third place with a hazard index of 1.06 was the M7 Volga highway, where 1,586 people died and 9,240 were injured.

It should be noted that the most common causes of accidents on the highways are speeding and drinking alcohol while driving.

As for alcohol consumption, since mid-June 2018, alarming information has been circulating in social networks that on the M-4 Don highway, traffic police officers, having colluded with representatives of small businesses, came up with a new fraudulent scheme to rob drivers.

Among the 50 regions of the country with a population of over a million people, the last place in terms of accidents due to "unsatisfactory road conditions" was taken by Chelyabinsk region. According to the public center "For the safety of Russian roads", last year there were 2,411 accidents in the region, in which 198 people died and 3,136 people were injured.

The closest neighbor of the Chelyabinsk people, Sverdlovsk region, also entered the so-called "red zone" of the rating with the most dangerous roads, but occupies the top line in it (32nd place in Russia). Yugra is exactly in the middle (25th place). And the best performance in the Urals was in the Tyumen region (4th place). Last year there were only 401 accidents with 43 dead and 510 injured.

Worse than in the South Urals, things are only in the Moscow region (2688 accidents with 450 dead and 3171 injured). However, in the Moscow region twice more population and roads. It turns out that roads in the Chelyabinsk region are being repaired worse?

According to the results of the last inspection, 52.5 percent of the road network of the Chelyabinsk region are in a standard condition, and this is higher than the national average of 48 percent, they do not agree with the conclusions of public figures in the ministry road infrastructure and transport in the region. - And in terms of the quality of work performed within the framework of federal program"Safe and quality roads" we ranked sixth among 38 participating regions. According to Mindortrans, 12.6 billion rubles were spent on the repair and reconstruction of the road network (including federal program funds) in the South Urals last year alone. This season they are going to invest another 12.85 billion - twice as much as in Tyumen.

The amounts are really impressive, - says Oleg Gudimov, a member of the regional headquarters of the ONF, coordinator of the project "Map of the killed roads of the Chelyabinsk region". - However, the bulk of funding goes to roads of regional importance. The situation in small towns is much worse. For example, we have information that there is no asphalt pavement on the section of the road between the cities of Kartaly and Magnitogorsk. It is annually passed by a grader, on which, in fact, the work ends. What about pothole repairs? It's a fiction that only lasts one season. And while the funds are spent on patching holes, investments in capital repairs are clearly not enough.

Meanwhile, in the rating of killed roads of the ONF, the Chelyabinsk region occupies far from the worst positions - 13th place in the country in terms of repairing damage that the population signals. In the same Tyumen they are lagging behind. There, according to public figures, last year, out of 88 applications from citizens, the authorities responded to only nine.

It is possible that a misunderstanding of the term "unsatisfactory road conditions" played a cruel joke in compiling the rating, - Pavel Shishaev, head of the road inspection department of the traffic police of the region, believes. - With rare exceptions, they have nothing to do with the causes of accidents, but they are recorded for pretentious work with road maintenance organizations. For example, a drunk driver flew into a ditch, but when examining the scene, it was revealed that there were no markings or a defect on the side of the road. This will definitely be reflected in the protocol. And the more experienced the inspector, the more deviations from the standards he will record. This is exactly what we aim our employees to do.

Pothole repair is a sham that only lasts one season. And while the funds are spent on patching holes, investments in major repairs are clearly not enough.

In other words, the better the state traffic inspectorate works, the higher the percentage of accidents marked "NDU" in the region, which has a very indirect relationship to the quality of roads.

But still total stats accident rate on the roads, rather, confirms the conclusions of experts: in the Chelyabinsk region, more people than in the same Tyumen: last year, with a relatively equal length of roads and population, the losses in the South Urals were 127 people more (364 versus 237).

In general, there is a positive trend in reducing accidents in almost every region, - says Sergei Vorobyov, an expert at the Center for the Safety of Russian Roads. - This is facilitated by the activity of the population itself, taking part in public actions. But it is worth noting that in the "red zone" of our rating, at least five regions have not changed for the third year already. And maybe something needs to be done about it.

The number of regions with satisfactory road safety in January-August 2016 included 8 regions with a rating of up to 1 (green zone). The first position in road safety was taken by the Tyumen region. In nine months, there were 161 road traffic accidents due to poor road conditions (POS) in the region, the lowest number since 2013. For the same period in 2015, there were 246 accidents, and in 2014 - 294 accidents.

The second and third places are Tomsk region and the Republic of Udmurtia, respectively. The Republic of Dagestan closes the green zone. In the red zone of high road danger with a rating below 2, as in the past year, were the Orenburg region, Rostov region, Altai region, Chelyabinsk region, Samara region, Nizhny Novgorod region, Republic of Tatarstan, Perm region, Moscow region, Krasnoyarsk region.

Sergey Vorobyov, expert of the IOC "For the Safety of Russian Roads": The situation on the roads of Russia is not improving. If we formally compare the ratings this year and last year, then the "coefficients" of safety are reduced, although not by much. For example, the same Tatarstan had 3.3 became 3.15. According to experts, the group of regions with acceptable road safety includes Belgorod, Saratov, Tyumen, Novosibirsk, Penza, Kemerovo and Orenburg regions, as well as the Republic of Udmurtia, Khabarovsk and Krasnodar regions.

Among the regions with unsatisfactory route safety were Sverdlovsk, Voronezh, Tula, and Moscow regions, the latter together with Moscow. In addition, the Volgograd, Omsk, Samara regions, as well as the Perm and Primorsky Territories, together with the Republic of Tatarstan, were included in the same list.

The group of regions with the worst security includes Tver, Chelyabinsk, Irkutsk, Rostov and Leningrad regions, the latter together with St. Petersburg. The Nizhny Novgorod and Vladimir regions, the Republic of Bashkortostan, the Krasnoyarsk and Altai regions also got there.

The head of the center that conducted the study, Dmitry Leontiev, noted that the death rate on the roads of Russia is growing, and the events organized by the government did not give positive results. In particular, in 2011, mortality increased by 5.2% compared with previous year up to 199,868 accidents in which 27,953 people died. For comparison, Dmitry Leontiev cited the statistics of Germany, which has approximately the same fleet of vehicles as Russia, however, in Germany only about 5 thousand people die on the roads per year.
